{"id":513018,"date":"2026-01-13T11:50:11","date_gmt":"2026-01-13T11:50:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/513018\/"},"modified":"2026-01-13T11:50:11","modified_gmt":"2026-01-13T11:50:11","slug":"morning-report-state-of-the-city-primer","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/513018\/","title":{"rendered":"Morning Report: State of the City Primer"},"content":{"rendered":"<p>Mayor Todd Gloria is set to deliver his State of the City speech on Thursday at City Hall.\u00a0<\/p>\n<p>Last year, he declared 2025 the city\u2019s \u201cera of austerity.\u201d We\u2019re expecting a similar message this week as the city\u2019s leaders continue to grapple with their economic reality.\u00a0<\/p>\n<p>You can watch the speech on Thursday, Jan. 15, at 3 p.m <a href=\"https:\/\/www.sandiego.gov\/sotc\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">here<\/a>.\u00a0<\/p>\n<p><strong>How it went last year: <\/strong>Gloria vowed to make tough decisions to tackle the city\u2019s budget deficit. That meant cutting services, freezing hiring for non-essential positions and asking city departments to reduce their spending.<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2025\/12\/30\/mayor-todd-gloria-set-out-to-fix-the-citys-deficit-this-year-he-didnt\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">But not all of those promises panned out<\/a>. The budget deficit is still wreaking havoc on city government.\u00a0<\/p>\n<p><strong>The mayor called out the county: <\/strong>Last year, Gloria railed on the county to do their part to tackle homelessness. <a href=\"https:\/\/voiceofsandiego.org\/2025\/12\/01\/mayor-picks-fight-over-county-homelessness-behavioral-health-response\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">The rest of the year he continued pushing that message.<\/a>\u00a0<\/p>\n<p>Gloria said that when people see a homeless person experiencing mental health issues or addiction, they should think of the county government \u2014 and how it\u2019s not doing its part.\u00a0<\/p>\n<p>Will he continue to blame the county for the region\u2019s homelessness crisis?<\/p>\n<p><strong>Gloria wants a big year on housing: <\/strong>Last year, Gloria promised to push a new policy that would lead to the creation of row homes that would be more affordable to everyday San Diegans within months. That didn\u2019t happen. In December, Gloria still didn\u2019t have a plan \u2014 but he did <a href=\"https:\/\/voiceofsandiego.org\/2025\/12\/11\/morning-report-a-major-housing-policy-maybe\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\">renew his calls that one needed to be created<\/a>.<\/p>\n<p>We\u2019ll follow up on all these promises and pledges for you at the State of the City Thursday and have updates in Friday\u2019s Morning Report.\u00a0\u00a0\u00a0<\/p>\n<p><strong>Border Report: County Dems Seek to Further Restrict Immigration Officials\u2019 Access<\/strong><\/p>\n<p>Today, County Supervisors will vote on a proposed ordinance that places new restrictions on immigration enforcement officials and requirements on local cops.<\/p>\n<p>The ordinance, based on a policy in the <a href=\"https:\/\/www.kpbs.org\/news\/politics\/2025\/10\/20\/san-diego-city-council-passes-ordinance-restricting-sdpd-from-ice-collaboration\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">city of San Diego,<\/a> would ban immigration officials from accessing non-public areas of county property unless they have a judicial warrant.\u00a0<\/p>\n<p>The ordinance also places new requirements on the Sheriff\u2019s Office to notify supervisors when deputies respond to calls for assistance from immigration officials engaging in enforcement actions. Additionally, it would require yearly reporting on any task forces with which the county participates.<\/p>\n<p>The ordinance, which was proposed by Chair Terra Lawson-Remer, has already received the support of some of her Democratic colleagues. It\u2019s just the latest ordinance restricting cooperation with immigration enforcement considered by Supervisors. The board in 2024 passed a policy that <a href=\"https:\/\/www.kpbs.org\/news\/border-immigration\/2024\/12\/10\/supervisors-vote-to-block-san-diego-county-agencies-from-helping-ice-deliver-on-mass-deportations\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">restricted county agencies from collaborating with immigration enforcement officials<\/a> that ignited a national firestorm.\u00a0<\/p>\n<p>The vote also comes as ICE enforcement operations in cities like Minneapolis have elicited fierce pushback from local residents. That pushback has <a href=\"https:\/\/www.nytimes.com\/2026\/01\/10\/us\/ice-shooting-protests-minnesota.html\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">only become more widespread<\/a> following an ICE agent\u2019s killing of an unarmed U.S. citizen.<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2026\/01\/12\/border-report-county-leaders-push-to-restrict-cooperation-with-immigration-officials\/\" data-wpel-link=\"internal\" target=\"_blank\" rel=\"noopener\"><strong>Read the Border Report here.\u00a0<\/strong><\/a><\/p>\n<p><strong>City Unveils Changes to Rose Canyon Safe Parking Lot<\/strong><\/p>\n<p>On Monday, city officials unveiled improvements to a safe parking lot near Pacific Beach that offers families overnight parking.\u00a0<\/p>\n<p>The lot, known as Rose Canyon, is operated by Jewish Family Service. The improvements include a revamped communal space, new furniture, books and a kitchen area with new amenities.\u00a0<\/p>\n<p>Rose Canyon is one of five safe parking lots run by Jewish Family Service in San Diego, and one of two parking lots open 24 hours. According to JFS, since the lot began in 2023, approximately 66% of families have moved into more stable housing.<\/p>\n<p>\u201cThere\u2019s a physical space improvement \u2013 that is true \u2013 but it is so much more than that,\u201d said Mayor Todd Gloria at the ceremony. \u201cIt\u2019s a place of dignity, it\u2019s a place of connection, and for families experiencing homelessness, this is a place of stability in a time where stability can feel out of reach.\u201d<\/p>\n<p><strong>Song of the Month<\/strong><\/p>\n<p><a href=\"https:\/\/www.youtube.com\/watch?v=gkTeQhUsj2c\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\"><strong>Systems Office, \u201cTemble\u201d<\/strong><\/a><strong>: <\/strong>There are few musicians who\u2019ve left a bigger mark on San Diego\u2019s music scene than Armistead Burwell Smith IV.
