{"id":516836,"date":"2026-01-15T01:59:11","date_gmt":"2026-01-15T01:59:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/516836\/"},"modified":"2026-01-15T01:59:11","modified_gmt":"2026-01-15T01:59:11","slug":"war-powers-resolution-fails-in-senate-as-2-republicans-flip","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/516836\/","title":{"rendered":"War powers resolution fails in Senate as 2 Republicans flip"},"content":{"rendered":"<p>WASHINGTON (AP) \u2014 Senate Republicans voted to dismiss a war powers resolution Wednesday that would have limited <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/donald-trump\" target=\"_blank\" rel=\"noopener\">President Donald Trump\u2019s<\/a> ability to conduct further attacks on Venezuela after two GOP senators reversed course on supporting the legislation.<\/p>\n<p>Trump put intense pressure on <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/senate-war-powers-venezuela-trump-maduro-greenland-e1c5c8390eb2331779504b710fe85025\" target=\"_blank\" rel=\"noopener\">five Republican senators<\/a> who joined with Democrats to advance the resolution last week and ultimately prevailed in heading off passage of the legislation. Two of the Republicans \u2014 Sens. Josh Hawley of Missouri and Todd Young of Indiana \u2014 flipped under the pressure.<\/p>\n<p>Vice President JD Vance had to break the 50-50 deadlock in the Senate on a Republican motion to dismiss the bill.<\/p>\n<p>The outcome of the high-profile vote demonstrated how Trump still has command over much of the Republican conference, yet the razor-thin vote tally also showed the growing concern on Capitol Hill over the president\u2019s aggressive foreign policy ambitions.<\/p>\n<p>Democrats forced the debate after U.S. troops captured Venezuelan leader <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/venezuela-maduro-capture-trump-attack-military-ceb21da088f0a06b1813e66922def9a3\" target=\"_blank\" rel=\"noopener\">Nicol\u00e1s Maduro<\/a> in a surprise nighttime raid earlier this month<\/p>\n<p>\u201cHere we have one of the most successful attacks ever and they find a way to be against it. It\u2019s pretty amazing. And it\u2019s a shame,\u201d Trump said at a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-michigan-manufacturing-8843cdb26cdfcdf9bf8c8273823c6d84\" target=\"_blank\" rel=\"noopener\">speech in Michigan<\/a> Tuesday. He also hurled insults at several of the Republicans who advanced the legislation, calling Sen. Rand Paul of Kentucky a \u201cstone cold loser\u201d and Sens. Lisa Murkowski of Alaska and Susan Collins of Maine \u201cdisasters.\u201d Those three Republicans stuck to their support for the legislation.<\/p>\n<p>Trump\u2019s latest comments followed earlier phone calls with the senators, which they described as terse. The president\u2019s fury underscored how the war powers vote had taken on new political significance as Trump also threatens military action to accomplish his goal of possessing Greenland.<\/p>\n<p>The legislation, even if it had cleared the Senate, had virtually no chance of becoming law because it would eventually need to be signed by Trump himself. But it represented both a test of GOP loyalty to the president and a marker for how much <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-venezuela-strikes-congress-6c0061bf5a9c417e66f76fcc6ee57405\" target=\"_blank\" rel=\"noopener\">leeway the Republican-controlled Senate<\/a> is willing to give Trump to use the military abroad. Republican angst over his recent foreign policy moves \u2014 especially threats of using military force to seize Greenland from a NATO ally \u2014 is still running high in Congress.<\/p>\n<p>Two Republicans reconsider<\/p>\n<p>Hawley, who helped advance the war powers resolution last week, said Trump\u2019s message during a phone call was that the legislation \u201creally ties my hands.\u201d The senator said he had a follow-up phone call with Secretary of State <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/marco-rubio\" target=\"_blank\" rel=\"noopener\">Marco Rubio<\/a> Monday and was told \u201cpoint blank, we\u2019re not going to do ground troops.\u201d <\/p>\n<p>The senator added that he also received assurances that the Trump administration will follow constitutional requirements if it becomes necessary to deploy troops again to the South American country.<\/p>\n<p>\u201cWe\u2019re getting along very well with Venezuela,\u201d Trump told reporters at a ceremony for the signing of an unrelated bill Wednesday.<\/p>\n<p>As senators went to the floor for the vote Wednesday evening, Young also told reporters he was no longer in support. He said that he had extensive conversations with Rubio and received assurances that the secretary of state will appear at a public hearing before the Senate Foreign Relations Committee.<\/p>\n<p>Young also shared a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.young.senate.gov\/wp-content\/uploads\/APNSA-Rubio-Letter-to-Sen.-Young_01.14.26.pdf\" target=\"_blank\" rel=\"noopener\">letter from Rubio<\/a> that stated the president will \u201cseek congressional authorization in advance (circumstances permitting)\u201d if he engaged in \u201cmajor military operations\u201d in Venezuela.<\/p>\n<p>The senators also said his efforts were also instrumental in pushing the administration to release Wednesday a 22-page Justice Department memo laying out the legal justification for the snatch-and-grab operation against Maduro.<\/p>\n<p>That memo, which was heavily redacted, indicates that the administration, for now, has no plans to ramp up military operations in Venezuela.<\/p>\n<p>\u201cWe were assured that there is no contingency plan to engage in any substantial and sustained operation that would amount to a constitutional war,\u201d according to the memo signed by Assistant Attorney General Elliot Gaiser.<\/p>\n<p>Trump\u2019s shifting rationale for military intervention<\/p>\n<p>Trump has used a series of legal arguments for his campaign against Maduro. <\/p>\n<p>As he <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-maduro-venezuela-drug-cartels-military-timeline-91e242e5c56eec39b6b7d72bf55dbd2d\" target=\"_blank\" rel=\"noopener\">built up a naval force<\/a> in the Caribbean and destroyed vessels that were allegedly carrying drugs from Venezuela, the Trump administration tapped wartime powers under the global war on terror by designating drug cartels as terrorist organizations. <\/p>\n<p>The administration has claimed the capture of Maduro himself was actually a law enforcement operation, essentially to extradite the Venezuelan president to stand trial for charges in the U.S. that were filed in 2020.<\/p>\n<p>Paul criticized the administration for first describing its military build-up in Caribbean as a counternarcotics operation but now floating Venezuela\u2019s vast oil reserves as a reason for maintaining pressure.<\/p>\n<p>\u201cThe bait and switch has already happened,\u201d he said.<\/p>\n<p>Trump\u2019s foreign policy worries Congress<\/p>\n<p>Lawmakers, including a significant number of Republicans, have been alarmed by Trump\u2019s recent foreign policy talk. In recent weeks, he has pledged that the U.S. will \u201crun\u201d Venezuela for years to come, threatened military action to take <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/greenland-denmark-trump-china-nato-arctic-law-5d92b9439ffa9027598af4be695e6415\" target=\"_blank\" rel=\"noopener\">possession of Greenland<\/a> and told Iranians protesting their government that \u201c <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-protests-trump-80f937dfbb3e04e5322dae30db3ad4b3\" target=\"_blank\" rel=\"noopener\">help is on its way<\/a>.\u201d<\/p>\n<p>Senior Republicans have tried to massage the relationship between Trump and Denmark, a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/nato-greenland-trump-denmark-threat-annex-4907c132b499531d8d5fe6cd549c0beb\" target=\"_blank\" rel=\"noopener\">NATO ally<\/a> that holds Greenland as a semi-autonomous territory. But Danish officials <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/greenland-united-states-denmark-trump-vance-rubio-meeting-cc278af4f3daf725029101966ba03568\" target=\"_blank\" rel=\"noopener\">emerged from a meeting<\/a> with Vance and Rubio Wednesday saying a \u201cfundamental disagreement\u201d over Greenland remains.<\/p>\n<p>\u201cWhat happened tonight is a roadmap to another endless war,\u201d Senate Democratic leader Chuck Schumer said at a news conference following the vote.<\/p>\n<p>More than half of U.S. adults believe President Donald Trump has \u201cgone too far\u201d in using the U.S. military to intervene in other countries, according to a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/poll-trump-venezuela-foreign-policy-approval-ce8d92a1461abb354f8c799e6b487e49\" target=\"_blank\" rel=\"noopener\">new AP-NORC poll<\/a>.<\/p>\n<p>How Republican leaders dismissed the bill<\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/senate-war-powers-venezuela-trump-maduro-greenland-e1c5c8390eb2331779504b710fe85025\" target=\"_blank\" rel=\"noopener\">Last week\u2019s procedural vote<\/a> on the war powers resolution was supposed to set up hours of debate and a vote on final passage. But Republican leaders began searching for a way to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/republicans-split-trump-midterms-obamacare-venezuela-greenland-bafc2793a8d78d530ac424532e426283\" target=\"_blank\" rel=\"noopener\">defuse the conflict<\/a> between their members and Trump as well as move on quickly to other business. <\/p>\n<p>Once Hawley and Young changed their support for the bill, Republicans were able to successfully challenge whether it was appropriate when the Trump administration has said U.S. troops are not currently deployed in Venezuela.<\/p>\n<p>\u201cWe\u2019re not currently conducting military operations there,\u201d said Senate Majority Leader John Thune in a floor speech. \u201cBut Democrats are taking up this bill because their anti-Trump hysteria knows no bounds.\u201d<\/p>\n<p>Democratic Sen. Tim Kaine, who has brought a series of war powers resolutions this year, accused Republicans of burying a debate about the merits of an ongoing campaign of attacks and threats against Venezuela.<\/p>\n<p>\u201cIf this cause and if this legal basis were so righteous, the administration and its supporters would not be afraid to have this debate before the public and the United States Senate,\u201d he said in a floor speech.<\/p>\n<p>Kaine vowed to force votes on war powers resolutions that would apply to a number of potential military conflicts, including Greenland.
