{"id":51724,"date":"2025-07-09T15:30:11","date_gmt":"2025-07-09T15:30:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/51724\/"},"modified":"2025-07-09T15:30:11","modified_gmt":"2025-07-09T15:30:11","slug":"maine-eliminates-solar-subsidy-program","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/51724\/","title":{"rendered":"Maine eliminates solar subsidy program"},"content":{"rendered":"<p>Maine\u2019s controversial subsidy program for commercial solar developments is coming to a close, following the passage of a law that stops new developments from receiving benefits and slashes compensation for existing solar farms.<\/p>\n<p>About six years ago, lawmakers expanded Maine\u2019s <a href=\"https:\/\/www.maine.gov\/mpuc\/regulated-utilities\/electricity\/neb\" target=\"_blank\" rel=\"noopener\">net energy billing program<\/a>\u00a0to encourage renewable energy in the state. And it worked \u2014 too well, some argue.<\/p>\n<p>\u201cThe goal in 2019 was to build 750 megawatts of solar,\u201d Maine Public Advocate Heather Sanborn said. \u201cAnd we have built 1,600 megawatts of solar under that program.\u201d<\/p>\n<p>Net energy billing allows residents and businesses to install on-site solar power, then get credits on their electric bill for power they don\u2019t use and is sent back to the grid.<\/p>\n<p>The expansion allowed <a href=\"https:\/\/www.mainepublic.org\/environment-and-outdoors\/2021-11-12\/maines-solar-power-generation-has-surged-in-the-last-two-years-community-solar-projects-are-a-major-part-of-that-growth\" target=\"_blank\" rel=\"noopener\">bigger solar developments<\/a>\u00a0up to 5 megawatts to take advantage of that benefit and increased the number of customers each array could serve.<\/p>\n<p>That led to an explosion of solar construction across the state, as solar companies rushed to capitalize on specialized electric rates subsidized by electric customers.<\/p>\n<p>The expansion soon became a <a href=\"https:\/\/www.mainepublic.org\/politics\/2022-10-28\/lepage-blames-renewables-mills-blames-fossil-fuels-heres-why-energy-prices-are-really-so-high\" target=\"_blank\" rel=\"noopener\">political flashpoint<\/a>, as costs of the program rose.<\/p>\n<p>Part of the problem, Sanborn said, is that the program rates were based on overall electric prices and so soared along with spikes in the price of fossil fuels or expensive storm recovery.<\/p>\n<p>\u201cThe solar farms should have a predictable compensation structure but not one that is driven up by things that are not related at all to things they should be compensated for,\u201d she said.<\/p>\n<p>In 2025 alone, ratepayers were on the hook for $234 million to cover the program, Sanborn said.<\/p>\n<p>So lawmakers slammed the brakes with <a href=\"https:\/\/legislature.maine.gov\/legis\/bills\/display_ps.asp?LD=1777&amp;snum=132\" target=\"_blank\" rel=\"noopener\">LD 1777<\/a>\u00a0which was signed into law by Gov. Janet Mills in late June.<\/p>\n<p>Under the measure, new developments have until the end of 2025 to enter into the net energy billing program.<\/p>\n<p>But it also cut compensation for existing solar arrays by about 20 percent, according to the Office of the Public Advocate. And it added new fees for community solar farms to offset their expense to ratepayers.<\/p>\n<p>And the law decouples rates paid to program participants from overall electric prices, Sanborn said.<\/p>\n<p>\u201cThat\u2019s going to give us some really important ratepayer savings and some certainty going forward that solar costs are going to continue to spiral out of control,\u201d Sanborn said.<\/p>\n<p>But to some developers, the changes are a betrayal. Gregg Felton, CEO of Altus Power, a Connecticut-based solar developer, described the changes as \u201ca rug pull.\u201d<\/p>\n<p>Felton said it is shocking that Maine lawmakers reneged on a compensation arrangement enacted to entice developers into the state.<\/p>\n<p>\u201cThat\u2019s something that doesn\u2019t happen. It is viewed as un-American and, in this case, illegal,\u201d Felton said.<\/p>\n<p>Altus built a dozen solar projects in Maine under net energy billing, according to Felton. The company and other developers invested billions into the state and financed projects expecting stable, long-term revenue, Felton said. Now some developers and solar farm customers are left holding the bag, he added.<\/p>\n<p>\u201cThe change here is not modest. It is dramatic. They are materially impacting economics of these projects such that they are not able to support the debt,\u201d Felton added.<\/p>\n<p>Some developers accept that compensation has to be limited to keep electric rates down. And that reigning in commercial solar developments may be preferable to proposals that would <a href=\"https:\/\/www.mainepublic.org\/climate\/2025-02-27\/lawmakers-once-again-debate-repealing-the-net-energy-billing-program\" target=\"_blank\" rel=\"noopener\">eliminate the net energy billing<\/a>\u00a0program entirely, including for homeowners and businesses.<\/p>\n<p>But Eliza Donoghue, executive director of the Maine Renewable Energy Association, said the rollbacks send a disturbing message to future investors that Maine won\u2019t stand by its commitments.<\/p>\n<p>\u201cThey are no longer going to see Maine as a safe, reliable place to invest the real capital that we need in our clean energy transition,\u201d Donoghue said.<\/p>\n<p>And Donoghue said Maine is abandoning its commercial solar program at the same time as Republicans in Congress and the Trump administration are taking aim at renewable energy, including by <a href=\"https:\/\/www.mainepublic.org\/politics\/2025-06-23\/environmental-advocates-urge-congress-to-protect-clean-energy-tax-credits\" target=\"_blank\" rel=\"noopener\">gutting tax credits<\/a>\u00a0for developers and homeowners in their signature \u201cbig beautiful bill\u201d recently signed into law.<\/p>\n<p>\u201cI think there is generally wide agreement on the egregiousness of what\u2019s happening on the federal level in regards to the clean energy policy,\u201d Donoghue said. \u201cThen for Maine to be piling on top of that?
