To get it in your inbox, sign up for free <a href=\"https:\/\/www.cnn.com\/newsletters\/what-matters?source=nl-acq_article\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:here;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">here<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Worried about losing unified Republican power in Washington and mystified at his lack of support among the public, President Donald Trump keeps talking about not holding the November midterm elections, when Republicans could lose control of the House, Senate or both.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Trump doesn\u2019t understand why his approval rating is underwater (and it is, on every issue, in a <a href=\"https:\/\/www.cnn.com\/2026\/01\/16\/politics\/trump-economy-first-year-cnn-poll?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:CNN Poll conducted by SSRS;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">CNN Poll conducted by SSRS<\/a> and released Friday).<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI wish you could explain to me what the hell\u2019s going on with the mind of the public,\u201d he told House Republicans in a speech earlier this month.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Later, he added: \u201cNow, I won\u2019t say, \u2018Cancel the election. They should cancel the election,\u2019 because the fake news will say, \u2018He wants the elections canceled. He\u2019s a dictator.\u2019\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But Trump did talk about canceling the election in an interview with Reuters this week. He said Republicans have been so successful that \u201cwhen you think of it, we shouldn\u2019t even have an election.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">White House press secretary Karoline Leavitt later said the president was \u201cjoking\u201d and \u201cbeing facetious\u201d about canceling the election.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If it\u2019s a joke, it\u2019s material he\u2019s been working on for months. Told during an appearance with Ukrainian President Volodymyr Zelensky last September that Ukraine won\u2019t hold an election during a period of martial law during its war with Russia, Trump expressed some envy.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cSo you say during the war, you can\u2019t have elections,\u201d <a href=\"https:\/\/www.cnn.com\/2025\/09\/02\/politics\/democrats-alarm-trump-elections-analysis?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Trump said.;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Trump said.<\/a> \u201cSo let me just say, three and a half years from now \u2013 so you mean, if we happen to be in a war with somebody, no more elections? Oh, that\u2019s good.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">People laughed.<\/p>\n<p>Sometimes they\u2019re jokes, sometimes not<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Trump routinely says things that seem like trolls until they don\u2019t. <a href=\"https:\/\/www.cnn.com\/2026\/01\/16\/politics\/tariffs-trump-greenland-opposition?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Owning Greenland;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Owning Greenland<\/a>? Not a joke. However, he seems to have retreated from the oft-repeated idea of an <a href=\"https:\/\/www.cnn.com\/2025\/10\/29\/politics\/trump-says-clear-no-third-term-intl-hnk?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:unconstitutional third term;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">unconstitutional third term<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And for the record, unlike Ukraine, the US has held elections in the midst of multiple wars, when the British had invaded in 1812 and when it was at war with itself in 1864. It held elections during world wars when millions of Americans fought overseas in the 20th century as well.<\/p>\n<p>It makes sense that Trump would dread the November midterms<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Trump knows that presidents rarely pick up seats in a midterm. His administration has been moving at breakneck speed to change the government because, as his chief of staff famously said, they know that presidents expect to lose power after their first two years. A net loss of just a handful of seats would give control of the House to Democrats, for instance, requiring their buy-in for spending and giving them power to investigate his administration.<\/p>\n<p>Presidents do not have the power to delay or cancel elections<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Constitution requires that a new Congress be sworn in on January 3, 2027. Election Day is set in law, so it is theoretically feasible for Congress to move it, but not to cancel the election. Elections are supposed to be administered by each state, so state governors and legislatures could, in theory, move their own elections to deal with a major disaster, but there\u2019s no precedent for it. To get into the weeds of all of this, <a href=\"https:\/\/www.everycrsreport.com\/reports\/RL32623.html#_Toc398222463\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:read a report from the Congressional Research Service;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">read a report from the Congressional Research Service<\/a>.<\/p>\n<p>The president\u2019s distrust of US elections is legendary<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Trump has also mused about using emergency powers to meddle with elections. He told the New York Times recently that he regrets not directing National Guards to seize voting machines after the 2020 election.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Even the elections he has won, he has said were rigged. There\u2019s still no evidence of any widespread voter fraud, even after all these years of the Trump era.<\/p>\n<p>People are talking about doomsday election scenarios<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Election officials say they are thinking very carefully about all of this. Asked about Trump\u2019s musings at an event <a href=\"https:\/\/www.theatlantic.com\/politics\/2026\/01\/midterm-elections-adrian-fontes-atlantic-across-america\/685640\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:sponsored by The Atlantic;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">sponsored by The Atlantic<\/a> this week, Arizona\u2019s top election official, Secretary of State Adrian Fontes, a Democrat, said this:<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThe fact that we\u2019re running through these scenarios in the first place should tell you something about the health of our democracy,\u201d Fontes added.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">To that end, he would not elaborate on what scenarios they\u2019re preparing for.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cI don\u2019t want to give the bad guys any ideas,\u201d Fontes said.<\/p>\n<p><img alt=\"President Donald Trump speaks during the House Republican Party member retreat at the Kennedy Center in Washington, DC, on January 6, 2026. - Mandel Ngan\/AFP\/Getty Images\" loading=\"lazy\" width=\"960\" height=\"540\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/01\/5e41d46841a6a66ef2c08dfe8da07aab.jpeg\"\/><\/p>\n<p>President Donald Trump speaks during the House Republican Party member retreat at the Kennedy Center in Washington, DC, on January 6, 2026. &#8211; Mandel Ngan\/AFP\/Getty Images<\/p>\n<p>What Trump is actually doing about the next election<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While Trump might fantasize about canceling the election, the reality is that the election system is already changing in some key ways. Some of them may be enormously consequential.<\/p>\n<p>The redistricting war Trump kicked off continues to rage<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Republicans have drawn themselves nine more friendly seats across the country, and Democrats have ended up with six, mostly in California. Republicans see additional opportunity in Florida, while Democrats plan a redistricting ballot initiative in Virginia in April. <a href=\"https:\/\/www.cnn.com\/2026\/01\/16\/politics\/virginia-redistricting-democrats-referendum?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Read more;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Read more<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">If the Supreme Court decides to further gut the Voting Rights Act, Republicans could in theory redraw maps in many other states. <a href=\"https:\/\/www.cnn.com\/2025\/10\/15\/politics\/voting-rights-act-supreme-court-takeaways?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Read takeaways from October\u2019s oral arguments.;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Read takeaways from October\u2019s oral arguments.<\/a><\/p>\n<p>Expect a very different House in the near future<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The long-term result of more and more political gerrymandering without protections for racial minority-focused districts could be the smothering of minority-party delegations in multiple states, making the House map look increasingly more like the presidential map. Far fewer Democratic districts in Texas. Far fewer Republican districts in California \u2014 even though there are millions of both Republicans and Democrats in both states.<\/p>\n<p>Trump wants vastly more control over how states conduct elections<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While much of the effort has been stopped, for now, by courts, Trump\u2019s goal is to exert more executive control over elections that are supposed to be governed by Congress and states.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">A federal court on Thursday <a href=\"https:\/\/www.nytimes.com\/2026\/01\/15\/us\/california-voter-roll-lawsuit-trump.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:sided with California;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">sided with California<\/a> against the administration\u2019s demand that the state turn over information on its 23 million voters.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Supreme Court has agreed to decide whether mail-in ballots that are postmarked by, but arrive after Election Day can still be counted. The decision could have serious consequences for the country\u2019s large scale adoption of mail-in voting in recent years. Trump is a loud skeptic of the practice even though he has personally voted by mail. His executive order would also scramble how states use voting machines, another response to phantom voter fraud that could actually drastically slow down the counting of ballots.<\/p>\n<p>Trump has chipped away at election oversight<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Early on, his administration scaled back the Cybersecurity and Infrastructure Security Agency, CISA, which is meant to helps states guard their election systems from attack. Homeland Security Secretary Kristi Noem canceled funding for an information sharing network that helped states detect and ward off coordinated hacking attacks, as <a href=\"https:\/\/www.cnn.com\/2025\/04\/09\/politics\/election-security-systems-trump-invs?cid=external-feeds_iluminar_yahoo\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:CNN reported last year;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">CNN reported last year<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">His Justice Department has rewired the agency\u2019s Civil Rights Division away from its original core mission of civil rights abuses, including those related to elections.
