{"id":53795,"date":"2025-07-10T09:52:09","date_gmt":"2025-07-10T09:52:09","guid":{"rendered":"https:\/\/www.europesays.com\/us\/53795\/"},"modified":"2025-07-10T09:52:09","modified_gmt":"2025-07-10T09:52:09","slug":"rubio-faces-tough-conversations-about-ukraine-and-tariffs-at-asean-meeting","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/53795\/","title":{"rendered":"Rubio faces tough conversations about Ukraine and tariffs at ASEAN meeting"},"content":{"rendered":"<p>KUALA LUMPUR, Malaysia (AP) \u2014 <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/marco-rubio\" rel=\"nofollow noopener\" target=\"_blank\">U.S. Secretary of State Marco Rubio<\/a> and his Russian counterpart will meet Thursday in Malaysia for what could be a testy conversation as tensions between the countries rise over Moscow\u2019s increasing attacks on Ukraine and questions about whether Russia\u2019s leader is serious about a peace deal. <\/p>\n<p>Rubio and Foreign Minister Sergey Lavrov are to see each other in Kuala Lumpur, where both men are attending the annual <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/association-of-southeast-asian-nations\" rel=\"nofollow noopener\" target=\"_blank\">Association of Southeast Asian Nations<\/a> Regional Forum, which brings together all 10 ASEAN members and their most important diplomatic partners, including Russia, China, Japan, South Korea, the Europeans and the U.S.<\/p>\n<p>The meeting will be their second face-to-face encounter since Rubio took office, although they have spoken by phone several times. Their first meeting came in February in Riyadh, Saudi Arabia, as the Trump administration sought to test both Russia and Ukraine on their willingness to make peace.<\/p>\n<p>This one is set to take place shortly after the U.S. resumed some shipments of defensive weapons to Ukraine following a pause \u2014 ostensibly for the Pentagon to review domestic munitions stocks \u2014 that was cheered in Moscow.<\/p>\n<p>The resumption comes as Russia fires <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-record-drone-attack-ukraine-war-fe3d23673b9b5696bb5097def9ed0775\" rel=\"nofollow noopener\" target=\"_blank\">escalating air attacks on Ukraine<\/a> and as <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/donald-trump\" rel=\"nofollow noopener\" target=\"_blank\">U.S. President Donald Trump<\/a> has become increasingly frustrated with Russian President Vladimir Putin.<\/p>\n<p>\u201cPutin is not, he\u2019s not treating human beings right,\u201d Trump said during a Cabinet meeting Tuesday, explaining the pause\u2019s reversal. \u201cIt\u2019s killing too many people. So we\u2019re sending some defensive weapons to Ukraine, and I\u2019ve approved that.\u201d<\/p>\n<p>A US diplomatic push could be overshadowed by tariff threats<\/p>\n<p>Rubio was also seeing other foreign ministers, including many whose countries face <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-japan-south-korea-tariff-25-2c725e8f06367e20f9300c1081ea4ec0\" rel=\"nofollow noopener\" target=\"_blank\">tariffs set to be imposed<\/a> on Aug. 1. The tariff threat could overshadow the top diplomat\u2019s first official trip to Asia, just as the U.S. seeks to boost relations with Indo-Pacific nations to counter China\u2019s growing influence in the region.<\/p>\n<p>Rubio sought to assuage concerns as he held group talks with ASEAN foreign ministers.<\/p>\n<p>\u201cThe Indo Pacific, the region, remains a focal point of U.S. foreign policy,\u201d he told them. \u201cWhen I hear in the news that perhaps the United States or the world might be distracted by events in other parts of the planet, I would say distraction is impossible, because it is our strong view and the reality that this century and the story of next 50 years will largely be written here in this region.\u201d<\/p>\n<p>\u201cThese are relationships and partnerships that we intend to continue to build on without seeking the approval or the permission of any other actor in the region of the world,\u201d he said in an apparent reference to China.<\/p>\n<p>Trump <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-countries-letters-166230b4fa2be33ece1825322b34ff6a\" rel=\"nofollow noopener\" target=\"_blank\">notified several countries<\/a> on Monday and Wednesday that they will face higher tariffs if they don\u2019t make trade deals with the U.S. Among them are eight of ASEAN\u2019s 10 members. <\/p>\n<p>U.S. State Department officials said tariffs and trade won\u2019t be Rubio\u2019s focus during the meetings, which Trump\u2019s Republican administration hopes will prioritize maritime safety and security in <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/south-china-sea\" rel=\"nofollow noopener\" target=\"_blank\">the South China Sea<\/a>, where China has become increasingly aggressive toward <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/south-china-sea-disputes-west-york-island-thitu-32fbe8df8ccd490a721644db65030a02\" rel=\"nofollow noopener\" target=\"_blank\">its small neighbors<\/a>, as well as combating transnational crime.<\/p>\n<p>But Rubio may be hard-pressed to avoid the tariff issue that has vexed some of Washington\u2019s closest allies and partners in Asia, including Japan and South Korea and most members of ASEAN, which Trump says would face <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-japan-south-korea-tariff-25-2c725e8f06367e20f9300c1081ea4ec0\" rel=\"nofollow noopener\" target=\"_blank\">25% tariffs<\/a> if there\u2019s no deal.<\/p>\n<p>Malaysian Prime Minister Anwar Ibrahim has warned that global trade is being weaponized to coerce weaker nations. Speaking at an ASEAN foreign ministers\u2019 meeting on Wednesday, Anwar urged the bloc to strengthen regional trade and reduce reliance on external powers. <\/p>\n<p>Rubio\u2019s \u201ctalking points on the China threat will not resonate with officials whose industries are being battered by 30-40% tariffs,\u201d said Danny Russel, vice president of the Asia Society Policy Institute and a former assistant secretary of state for East Asia and the Pacific during the Obama administration.<\/p>\n<p>When Anwar said \u201cASEAN will approach challenges \u2018as a united bloc\u2019 \u2014 he wasn\u2019t talking about Chinese coercion but about U.S. tariffs,\u201d Russel noted.<\/p>\n<p>8 of ASEAN\u2019s 10 members face major tariff hikes<\/p>\n<p>Among ASEAN states, Trump has so far announced tariffs on almost all of the 10 members of the bloc, which would face a 25% tariff that could specifically hit its electronics and electrical product exports to the United States.<\/p>\n<p>Trade Minister Zafrul Aziz said Wednesday that while Malaysia is ready to resume tariff negotiations, it wouldn\u2019t cross its red lines, including U.S. requests for changes to government procurement, halal certification, medical standards and digital taxes. <\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-tariffs-eu-trading-partners-letter-958bafd5f28d600eb0dd55fa8e942f64\" rel=\"nofollow noopener\" target=\"_blank\">Trump sent tariff letters<\/a> to two more ASEAN members Wednesday: Brunei, whose imports would be taxed at 25%, and the Philippines at 20%. Others hit this week include Cambodia at 36%, Indonesia at 32%, Laos at 40%, Malaysia at 25%, Myanmar at 40% and Thailand at 36%.<\/p>\n<p>Vietnam recently <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-trade-tariff-vietnam-exports-china-a1a0725198d10ef240398f2dec3a6c23\" rel=\"nofollow noopener\" target=\"_blank\">agreed to a trade deal<\/a> for a 20% tariffs on its imports, while Singapore still faces a 10% tariff that was imposed in April.
