And he takes away.<\/p>\n<p>Offended by Canadian Prime Minister Mark Carney\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/carney-canada-davos-trump-eee151f749f35c8b30a9ff4a9525d0be\" target=\"_blank\" rel=\"noopener\">increasingly assertive<\/a> posture toward the U.S., Trump revoked an invitation to join <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-davos-peace-board-zelenskyy-gaza-f3b265cff4032d51cb5f14bc1cd2d2a3\" target=\"_blank\" rel=\"noopener\">his Board of Peace<\/a>. Many Western allies are suspicious of the organization, which is chaired by Trump and was initially formed to focus on maintaining the ceasefire in Israel\u2019s war with Hamas but has grown into something skeptics fear could rival the United Nations. <\/p>\n<p>Appearing at the World Economic Forum, Trump spoke of imposing tariffs on Switzerland \u2014 which he ultimately lowered \u2014 because the country\u2019s leader \u201crubbed me the wrong way\u201d during a phone call. Before <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-davos-housing-greenland-gaza-a2f3f4c18ba321c8025a3e208fc0ddf6\" target=\"_blank\" rel=\"noopener\">shelving sweeping tariffs<\/a> on multiple European countries, Trump pressed Denmark to \u201csay yes\u201d to the U.S. push to control Greenland \u201cand we will be very appreciative. Or you can say no and we will remember,\u201d he said, imperiling the NATO alliance. <\/p>\n<p>Over his decades in public life, Trump has never been one for niceties. But even by his standards, the tumult of the past week stood out because it crystallized his determination to erase the rules-based order that has governed U.S. foreign policy \u2014 and by extension most of the Western world \u2014 since World War II. <\/p>\n<p>The president and his supporters have dismissed that approach as inefficient, overly focused on compromise and unresponsive to the needs of people contending with rapid economic change. But in its place, Trump is advancing a system that is poorly understood and could prove far less stable, driven by the whims of a single, often mercurial, leader who regularly demonstrates that personal flattery or animus can shape his decisions. <\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-a50000\"\/><\/p>\n<p>Stay up to date with the news and the best of AP by following our WhatsApp channel.<\/p>\n<p>        <a class=\"ap-btn-whatsapp\" href=\"https:\/\/www.whatsapp.com\/channel\/0029Va7Tv2j59PwNEyqGCi1y\" target=\"_blank\" rel=\"noopener\"><br \/>\n            Follow on<br \/>\n            <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/10\/1761588853_344_\" alt=\"WhatsApp\"\/><br \/>\n        <\/a><\/p>\n<p>Returning to the U.S. from Davos, home to the World Economic Forum, Republican Sen. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/lisa-murkowski\" target=\"_blank\" rel=\"noopener\">Lisa Murkowski<\/a> of Alaska said the phrase she heard \u201cover and over\u201d was that \u201cwe are entering this new world order\u201d as she described a sense of confusion among allies.<\/p>\n<p>\u201cIt may be you just had a bad telephone call with the president and now you\u2019re going to have tariffs directed at you,\u201d she told reporters. \u201cThis lack of stability and reliability, I think, is causing what were traditionally reliable trade partners to be saying to other countries, \u2018Hey, maybe you and I should talk because I\u2019m not sure about what\u2019s going on with the United States.\u2019\u201d<\/p>\n<p>The Trump-centric approach to governing<\/p>\n<p>The Trump-centric approach to governing is hardly surprising for someone who accepted his first Republican presidential nomination in 2016 by declaring that \u201cI alone can fix\u201d the nation\u2019s problems. As he settles into his second term with a far more confident demeanor than his first, he has delighted supporters with his to-the-victor -goes-the-spoils style.<\/p>\n<p>Steve Bannon, Trump\u2019s former adviser, recently <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.theatlantic.com\/politics\/2026\/01\/trump-first-year-democracy\/685658\/\" target=\"_blank\" rel=\"noopener\">told<\/a> the Atlantic that Trump is pursuing a \u201cmaximalist strategy\u201d and that he must keep going \u201cuntil you meet resistance.\u201d <\/p>\n<p>\u201cAnd we haven\u2019t met any resistance,\u201d Bannon said. <\/p>\n<p>That\u2019s certainly true in Washington, where the Republican-controlled Congress has done little to check Trump\u2019s impulses. But leaders of other countries, who have spent much of Trump\u2019s administration trying to find ways to work with him, are increasingly vocal. <\/p>\n<p>Carney is quickly emerging as a leader of a movement for countries to find ways to link up and counter the U.S. Speaking in Davos ahead of Trump, Carney said, \u201cMiddle powers must act together because if you are not at the table, you are on the menu.\u201d<\/p>\n<p>\u201cIn a world of great power rivalry, the countries in between have a choice: to compete with each other for favor or to combine to create a third path with impact,\u201d he continued. \u201cWe should not allow the rise of hard powers to blind us to the fact that the power of legitimacy, integrity, and rules will remain strong \u2014 if we choose to wield it together.\u201d<\/p>\n<p>Trump did not take kindly to those remarks, responding with threats in Davos before yanking the Board of Peace invitation.<\/p>\n<p>\u201cCanada lives because of the United States,\u201d Trump said. \u201cRemember that, Mark, the next time you make your statements.\u201d<\/p>\n<p>Some leaders are pushing back<\/p>\n<p>Carney, however, was unbowed, speaking of Canada as \u201can example to a world at sea\u201d as he crafted a potential template for other world leaders navigating a new era.<\/p>\n<p>\u201cWe can show that another way is possible, that the arc of history isn\u2019t destined to be warped toward authoritarianism and exclusion,\u201d he said in a speech before a cabinet retreat in Quebec City.<\/p>\n<p>In the UK, Prime Minister Keir Starmer <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-nato-uk-afghanistan-denmark-greenland-f5975e87928696edf41085821f7d0b01\" target=\"_blank\" rel=\"noopener\">blasted Trump<\/a> on Friday for \u201cinsulting and frankly appalling\u201d comments in which he expressed doubt that NATO would support the U.S. if requested. The president seemingly ignored that the only time <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/official_texts_17120.htm\" target=\"_blank\" rel=\"noopener\">Article 5 of NATO\u2019s founding treaty<\/a>, which requires all member countries to help another member under threat, was invoked was after the 9\/11 attacks on the U.S.<\/p>\n<p>Referring to non-US troops, Trump told Fox Business Network, \u201cYou know, they\u2019ll say they sent some troops to Afghanistan, or this or that, and they did, they stayed a little back, a little off the front lines.\u201d<\/p>\n<p>Starmer, noting the 457 British personnel who died and those with life-long injuries, said he will \u201cnever forget their courage, their bravery and the sacrifice they made for their country.\u201d Denmark, which Trump has belittled as \u201cungrateful\u201d for U.S. protection during World War II, had the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/denmark-veterans-greenland-us-afghanistan-3a2ddb39ad5404550fff6e375fc84933\" target=\"_blank\" rel=\"noopener\">highest per capita death toll<\/a> among coalition forces in Afghanistan.<\/p>\n<p>His tactics have raised fears that Trump is imposing long-term damage on the U.S. standing in the world and encouraging countries to rethink their alliances and deepen their ties with China. Carney already traveled there earlier this month to meet with President Xi Jinping.<\/p>\n<p>\u201cChina\u2019s leadership watched an American president fight with allies, insult world leaders, and engage in bizarre antics, and thought to themselves \u2014 this is nothing but good for us,\u201d Jake Sullivan, former President <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/joe-biden\" target=\"_blank\" rel=\"noopener\">Joe Biden\u2019s<\/a> national security adviser, said in an email.<\/p>\n<p>In a social media post referring to Canada\u2019s ties with Beijing, Trump said China \u201cwill eat them up.\u201d<\/p>\n<p>Sen. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/christopher-coons\" target=\"_blank\" rel=\"noopener\">Chris Coons<\/a> of Delaware, a Democrat on the Foreign Relations Committee, was in Davos and participated in a bipartisan delegation to Denmark with Murkowski that was intended to show unity amid Trump\u2019s bid for Greenland.
