{"id":54432,"date":"2025-07-10T15:25:08","date_gmt":"2025-07-10T15:25:08","guid":{"rendered":"https:\/\/www.europesays.com\/us\/54432\/"},"modified":"2025-07-10T15:25:08","modified_gmt":"2025-07-10T15:25:08","slug":"ny-congressional-delegation-warns-school-funds-delay-threatens-teacher-training-english-language-instruction","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/54432\/","title":{"rendered":"NY congressional delegation warns school funds delay threatens teacher training, English language instruction"},"content":{"rendered":"<p>New York congressional delegation members warned Thursday the <a href=\"https:\/\/apnews.com\/article\/trump-education-summer-school-english-language-grants-fac670e8f60fab397fbd68dfed866ea1\" rel=\"nofollow noopener\" target=\"_blank\">Trump administration\u2019s hold on education funding<\/a> includes more than $400 million in-state \u2014 disrupting school planning and threatening teacher training and English language instruction.<\/p>\n<p>The 19 Democrats sent a letter to Education Secretary Linda McMahon and the federal government budget office \u2014 first shared with the Daily News \u2014 calling for the disbursement of <a href=\"https:\/\/www.npr.org\/2025\/07\/01\/nx-s1-5453457\/trump-school-funding-grants\" rel=\"nofollow noopener\" target=\"_blank\">several grant programs<\/a> to states that were expecting the funding on July 1.<\/p>\n<p>\u201cThis reckless delay of over $400 million dollars, which accounts for 10% of federal K-12 funding in New York, is alarming local educators and program directors throughout the state,\u201d read the letter, led by Sens. Chuck Schumer and Kirsten Gillibrand and Rep. Nydia Vel\u00e1zquez. \u201cIt is also disrupting school and district planning, jeopardizing programming for millions of students, and could result in layoffs and program cancellations.\u201d<\/p>\n<p>Last week, state education agencies were notified the feds were conducting a review of more than $6 billion in school funding, which would <a href=\"https:\/\/www.nytimes.com\/2025\/07\/01\/us\/trump-education-funds.html\" rel=\"nofollow noopener\" target=\"_blank\">remain on hold until further notice<\/a>. The funds were approved by Congress and extended under a continuing resolution signed by President Trump, the lawmakers said.<\/p>\n<p>\u201cInitial findings show that many of these grant programs have been grossly misused to subsidize a radical leftwing agenda,\u201d read a statement from the U.S. Office of Management and Budget. In New York, a spokesman charged schools were using money for English learners \u201cto promote illegal immigrant advocacy organizations.\u201d\u00a0 The News could not independently verify the allegation.<\/p>\n<p>\u201cThis is an ongoing programmatic review and no decisions have been made yet,\u201d the statement continued.<\/p>\n<p>In a July 2 memo to local school districts, the New York State Education Department said schools are funded through the end of August and summer programs were unaffected by the deferral. But officials described the situation as concerning.<\/p>\n<p>\u201cThe New York State Education Department is nevertheless concerned by USDOE\u2019s delay, which was explained only with <a href=\"https:\/\/www.reuters.com\/legal\/government\/democratic-led-states-challenge-trumps-ability-slash-grant-funding-2025-06-24\/\" rel=\"nofollow noopener\" target=\"_blank\">vague allusions to a \u2018change in Administration\u2026\u2019 and \u2018the President\u2019s priorities\u2019,\u201d<\/a> the memo continued. \u201cWe would encourage school leaders who are similarly concerned to contact their Congressional Representatives.\u201d<\/p>\n<p>The New York City Public Schools did not say how much funding they expected to receive for next school year from the frozen grant programs, or comment on the delay. Mayor Adams has largely <a href=\"https:\/\/www.nydailynews.com\/2025\/01\/23\/nyc-mayor-adams-commitment-not-publicly-criticize-trump-unnerves-fearful-new-yorkers-immigration-lgbtq-executive-orders\/\" rel=\"nofollow noopener\" target=\"_blank\">avoided criticizing decisions<\/a> by the Trump administration.<\/p>\n<p>If not sent to states by September, the withheld funds could blow a massive hole in school budgets. Historically, the city school system has received at least $232 million through four of the federal funding streams currently on hold, according to an analysis of fiscal year 2024 data by the Independent Budget Office that was requested by The News.<\/p>\n<p>Those grant programs focus on professional development and academic enrichment, as well as, to a lesser extent, English language instruction and after-school programming.<\/p>\n<p>\u201cIn New York, I\u2019m already hearing from educators scrambling to plan for the school year and keep these services going,\u201d said Rep. Vel\u00e1zquez. \u201cThis freeze only stands to hurt the students who need our support the most.\u201d<\/p>\n<p>Presented with the analysis, a city schools spokeswoman confirmed they do not receive funding through a fifth program being withheld from states \u2014 on migrant education.
