{"id":551999,"date":"2026-01-29T17:02:25","date_gmt":"2026-01-29T17:02:25","guid":{"rendered":"https:\/\/www.europesays.com\/us\/551999\/"},"modified":"2026-01-29T17:02:25","modified_gmt":"2026-01-29T17:02:25","slug":"epa-takes-step-toward-rolling-back-rule-on-downwind-pollution-from-smokestacks","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/551999\/","title":{"rendered":"EPA takes step toward rolling back rule on downwind pollution from smokestacks"},"content":{"rendered":"<p>WASHINGTON (AP) \u2014 The Trump administration on Wednesday took a step toward rolling back a rule that limits smokestack emissions that burden downwind areas in neighboring states.<\/p>\n<p>The so-called <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/epa-plan-would-limit-downwind-pollution-from-power-plants-b319d86b609aa149f58d4895be406bb2\" target=\"_blank\" rel=\"noopener\">\u201cgood neighbor\u201d rule<\/a> is one of dozens of regulations that Environmental Protection Agency Administrator Lee Zeldin has targeted for reconsideration or repeal. The Supreme Court <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/supreme-court-epa-good-neighbor-air-pollution-ea23421c78999293267339faf4453cdb\" target=\"_blank\" rel=\"noopener\">ruled in 2024 that the EPA could not enforce<\/a> the rule, which is intended to block coal-fired power plants and other industrial sites from adding significantly to air pollution across state lines.<\/p>\n<p>The EPA said Wednesday it is proposing to approve plans by eight states to regulate ozone air pollution as they see fit. If finalized, the states \u201cwould no longer need to worry about another \u2018Good Neighbor Plan\u2019\u201d subject to approval by the federal government, the agency said.<\/p>\n<p>The affected states are Alabama, Arizona, Kentucky, Minnesota, Mississippi, Nevada, New Mexico and Tennessee. Under President Joe Biden, the EPA disapproved or proposed disapproval of ozone plans submitted by all those states. The state-specific plans did not sufficiently control ozone emissions that travel across state lines, the Biden-era agency said. <\/p>\n<p>Zeldin said Wednesday that under President Donald Trump, the EPA is committed to advancing what Zeldin called \u201ccooperative federalism\u201d that allows states to decide for themselves how to attain air pollution goals.<\/p>\n<p>\u201cToday, we are taking an important step to undo a Biden administration rule that treated our state partners unfairly,\u201d Zeldin said in a statement. If finalized, the EPA plan will ensure that \u201cthese states will be able to advance cleaner air now for their communities, instead of waiting for overly burdensome federal requirements years from now,\u201d he said.<\/p>\n<p>Zeldin criticized what he said was the Biden-era agency\u2019s \u201cheavy-handed, one-size-fits-all, federal mandate\u201d to address air pollution from smog-forming ozone.<\/p>\n<p>Under the proposal announced Wednesday, \u201cEPA finds that the eight (state plans) have adequate data demonstrating these states are not interfering with ozone attainment\u201d required by National Ambient Air Quality Standards, the agency said. The action also indicates EPA\u2019s intent to withdraw proposed error corrections for state plans submitted by Iowa and Kansas.<\/p>\n<p>In the near future, EPA intends to take a separate action to address \u201cinterstate transport\u201d obligations for the remaining states covered in the final, Biden-era \u201cGood Neighbor Plan,\u201d the agency said.<\/p>\n<p>Environmental groups said the EPA proposal would reward states for being bad neighbors.
