{"id":553075,"date":"2026-01-30T03:55:10","date_gmt":"2026-01-30T03:55:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/553075\/"},"modified":"2026-01-30T03:55:10","modified_gmt":"2026-01-30T03:55:10","slug":"chicago-police-oversight-commission-names-new-copa-boss","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/553075\/","title":{"rendered":"Chicago police oversight commission names new COPA boss"},"content":{"rendered":"<p>Chicago\u2019s police oversight agency is getting a new boss \u2014 its current boss.<\/p>\n<p>It\u2019s been nearly a year since former chief <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/the-watchdogs\/2025\/02\/21\/andrea-kersten-copa-civilian-office-police-accountability-chicago-police-department-dexter-reed-ella-french\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">Andrea Kersten was forced out<\/a> amid allegations she was presiding over a Civilian Office of Police Accountability whose investigations were biased against police officers.<\/p>\n<p>LaKenya White, who started her career at the agency that preceded COPA, was elevated to replace Kersten on a temporary basis. She\u2019s held down the fort, while a nationwide search was conducted for her permanent replacement.<\/p>\n<p>On Thursday, the city\u2019s Community Commission for Public Safety and Accountability voted to give her the permanent job. <\/p>\n<p>It sounds like a familiar Chicago story: a nationwide search goes through the motions only to select the person already in charge. But sources close to the process said White earned the job by rebuilding shattered trust with demoralized COPA employees and stabilizing the difficult environment she inherited.<\/p>\n<p>Though she also came under scrutiny for <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/the-watchdogs\/2025\/08\/22\/lakenya-white-civilian-office-police-accountability-chicago-police-department-kersten-snelling\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">repeatedly wiping out recommendations to fire officers<\/a>, during her first months as interim chief administrator. <\/p>\n<p>She\u2019ll be responsible for rebuilding trust in an agency undergoing turbulent times \u2014 and as the agency\u2019s list of responsibilities continues to grow. <\/p>\n<p>An ordinance, backed by Mayor Brandon Johnson and Chicago police Supt. Larry Snelling, would soon place COPA in charge of investigating any allegations officers violated the Welcoming City Act by assisting in federal immigration enforcement. Critics in the City Council have questioned the agency\u2019s ability to take on such a role. <\/p>\n<p>The oversight commission paid a firm over $45,000 to conduct the search for the agency\u2019s new leader, according to records obtained by the Sun-Times. <\/p>\n<p>There were over 30 candidates, which included people with significant positions at oversight agencies like COPA, according to sources familiar with the search. The commission denied the Sun-Times request for a complete list. <\/p>\n<p>But the commission stands confident in its decision to nominate the Chicago native and oversight veteran. <\/p>\n<p>\u201cCOPA\u2019s work requires leadership that understands both the technical demands of complex investigations and the human impact those investigations have on families, officers, and communities,\u201d CCSPA President Remel Terry said in a statement.<\/p>\n<p>\u201cLaKenya has spent her career inside Chicago\u2019s police accountability system, and she understands how this agency operates at every level. Before she was even appointed, she came under fire for recommending that slain Officer Ella French be suspended for her role in the <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/2023\/8\/24\/23845256\/anjanette-young-recalls-decision-to-allow-footage-of-botched-2019-raid-her-home-to-be-released\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">raid of social worker Anjanette Young\u2019s home.<\/a><\/p>\n<p>Kersten apologized for the \u201cheartache, frustration and just flat-out anger\u201d she\u2019d caused French\u2019s grieving family, <a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/city-hall\/2022\/2\/23\/22948026\/chicago-city-council-gang-forfeiture-brickyard-dragging-settlement-copa-administrator-andrea-kersten\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">and was confirmed a month later<\/a> \u2014 but the pushback continued.<\/p>\n<p><a class=\"Link\" href=\"https:\/\/chicago.suntimes.com\/police-reform\/2024\/08\/30\/officials-police-oversight-agency-copa-dismissed-retaliation-bias-against-police\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">Two former COPA officials sued the city,<\/a> claiming they were retaliated against for complaining about Kersten\u2019s leadership. The city\u2019s largest police union also sued the agency under Kersten, claiming they\u2019d carried out \u201cbiased and unfair investigations.\u201d One of the former officials still has a pending case in county court, the other suits have been dismissed. <\/p>\n<p>Last January, Kersten got a letter from the oversight commission saying they\u2019d planned a vote of no confidence in her, sources told the Sun-Times.<\/p>\n<p>This was just the latest tumultuous chapter in the city\u2019s experiment with civilian police oversight, which began in the 1970s as the Chicago Police Department\u2019s troubled Office of Professional Standards and continued with the city\u2019s successor agency, the Independent Police Review Authority.<\/p>\n<p>IPRA was disbanded following public outcry over the police killing of 17-year-old Laquan McDonald on the Southwest Side. She joined OPS in 2000, then went to IPRA in 2007, where she handled a number of officer-involved shootings. She joined COPA, upon its creation in 2017, and eventually became the agency\u2019s Director of Investigations for Intake, overseeing all incoming complaints.<\/p>\n<p>White took over as interim chief administrator in March 2025. Over the summer, a WBEZ and Sun-Times investigation found White had walked back the disciplinary recommendations for six cops \u2014 four that the agency said should be fired and two for whom it said firing should be considered \u2014 since taking over the role. <\/p>\n<p>In each case, COPA adopted recommendations made by Snelling, who publicly spoke out against Kersten over her handling of the police shootout that killed Dexter Reed.<\/p>\n<p>But current COPA employees appeared to stand in support of White. As part of their search, the commission held listening sessions with over 100 current COPA employees.<\/p>\n<p>Many, unprompted, recommended White for the permanent position, standing behind her management style and the changes she\u2019d already implemented, according to sources familiar with the meeting.<\/p>\n<p>She\u2019s prioritized training that gave investigators a better understanding of police department policy and officers\u2019 decision-making process, and has been working to strengthen accountability practices, according to the commission.<\/p>\n<p>The mayor now has 30 days to weigh in on White\u2019s nomination. The City Council\u2019s Committee on Police and Fire will then hold a public hearing, and if advanced, White\u2019s nomination will head to a full council vote.<\/p>\n<p>At the meeting, Snelling said White was \u201cwell deserving\u201d of the role, and that he \u201cfelt it in his soul\u201d she would not only be confirmed, but \u201cdo an excellent job.\u201d<\/p>\n<p>\u201cI can tell you she is extremely hardworking, professional and prepared to do the job,\u201d Snelling said. \u201cShe has always been fair but firm on her decision making.
