The common thought, as the <a class=\"link\" href=\"https:\/\/www.elibroad.com\/los-angeles\/\" target=\"_blank\" rel=\"nofollow noopener\">late Eli Broad<\/a> suggested, has been, \u201ca great city needs a great downtown.\u201d<\/p>\n<p>This notion of a revived downtown is still embraced by <a class=\"link\" href=\"https:\/\/www.planetizen.com\/news\/2025\/06\/135201-downtown-los-angeles-gears-growth#:~:text=Ongoing%20construction%20includes%20over%202%2C600,economic%20anchor%20for%20the%20city\" target=\"_blank\" rel=\"nofollow noopener\">booster groups<\/a> and the <a class=\"link\" href=\"https:\/\/urbanland.uli.org\/development-and-construction\/growth-spurt-l-a-s-ambitious-downtown-plan-balances-a-future-of-new-uses#:~:text=DTLA%20is%20projected%20to%20do,units%2C%20and%20100%2C000%20added%20jobs\" target=\"_blank\" rel=\"nofollow noopener\">Urban Land Institute<\/a>. Yet despite the huge investment in such things as the convention center,  Crypto.com Arena and a downtown-centric subway system, the core remains more <a class=\"link\" href=\"https:\/\/nypost.com\/2025\/08\/17\/us-news\/how-downtown-los-angeles-turned-into-a-crime-ridden-eyesore\/\" target=\"_blank\" rel=\"nofollow noopener\">dystopic<\/a> than great.<\/p>\n<p>Today, downtown Los Angeles\u2019 office vacancy rate approaches <a class=\"link\" href=\"https:\/\/www.kcrw.com\/shows\/press-play-with-madeleine-brand\/stories\/downtown-la-vacancy-rate\" target=\"_blank\" rel=\"nofollow noopener\">30%<\/a>, among the highest in the nation. Office vacancies, notes <a class=\"link\" href=\"https:\/\/allwork.space\/2025\/08\/downtown-la-faces-billions-in-losses-as-office-towers-sit-empty\/\" target=\"_blank\" rel=\"nofollow noopener\">one recent study<\/a> released by the <a class=\"link\" href=\"https:\/\/www.bisnow.com\/tags\/central-city-association\" target=\"_blank\" rel=\"nofollow noopener\">Central City Assn.<\/a>, could result in a $70-billion loss in assessed value over the next decade.<\/p>\n<p>This decline is not unique to L.A. The <a class=\"link\" href=\"https:\/\/oxfordre.com\/americanhistory\/display\/10.1093\/acrefore\/9780199329175.001.0001\/acrefore-9780199329175-e-64.\" target=\"_blank\" rel=\"nofollow noopener\">core cities<\/a> have been losing their share of metropolitan residents since the 1950s, a trend that has accelerated in <a class=\"link\" href=\"https:\/\/www.globest.com\/2024\/11\/19\/exurbs-emerge-as-americas-fastest-growing-communities\/\" target=\"_blank\" rel=\"nofollow noopener\">recent years<\/a>. According to a <a class=\"link\" href=\"https:\/\/lcau.mit.edu\/research\/next-generation-american-suburbs\" target=\"_blank\" rel=\"nofollow noopener\">recent MIT study<\/a>, suburbs and exurbs constitute roughly 80% of the nation\u2019s metropolitan population, while barely 8% live in the urban core. The rest are based in traditional transit-oriented suburbs. Even the vast majority of <a class=\"link\" href=\"https:\/\/www.jchs.harvard.edu\/blog\/after-leading-back-city-movement-many-millennials-moved-suburbs\" target=\"_blank\" rel=\"nofollow noopener\">millennials<\/a>, once seen as <a class=\"link\" href=\"https:\/\/www.vipstructures.com\/urbanization-and-the-increased-demand-for-downtown-construction\/#:~:text=Downtown%20Construction%20%2D%20VIP-,Urbanization%20and%20the%20Increased%20Demand%20for%20Downtown%20Construction,demand%20in%20downtown%20market%20areas\" target=\"_blank\" rel=\"nofollow noopener\">immutably attracted<\/a> to dense environments, are heading to the suburbs, particularly as they start <a class=\"link\" href=\"https:\/\/eig.org\/families-exodus\/#:~:text=Large%20urban%20counties%20have%20suffered,of%20all%20counties%20since%202020\" target=\"_blank\" rel=\"nofollow noopener\">families<\/a> (albeit later in life than previous generations have).<\/p>\n<p>Across the country, once-flourishing downtowns \u2014 <a class=\"link\" href=\"https:\/\/www.wsj.com\/tech\/seattle-tech-amazon-microsoft-jobs-95f2db27\" target=\"_blank\" rel=\"nofollow noopener\">Seattle<\/a><a class=\"link\" href=\"https:\/\/www.kptv.com\/2025\/10\/04\/downtown-portland-struggles-recover-pandemic-era-office-vacancies\/\" target=\"_blank\" rel=\"nofollow noopener\">, Portland<\/a>, <a class=\"link\" href=\"https:\/\/www.sf.gov\/data--office-vacancy-rate\" target=\"_blank\" rel=\"nofollow noopener\">San Francisco<\/a>, <a class=\"link\" href=\"https:\/\/www.boston.com\/news\/real-estate\/2026\/01\/16\/office-market-shows-signs-of-life-but-vacancies-still-tower-over-pre-pandemic-norms\/\" target=\"_blank\" rel=\"nofollow noopener\">Boston<\/a><a class=\"link\" href=\"https:\/\/www.yahoo.com\/news\/articles\/chicago-downtown-office-space-vacancy-121200383.html\" target=\"_blank\" rel=\"nofollow noopener\">, Chicago<\/a> \u2014 suffer vacancy rates over 20%. New office construction, declining for decades, has all but stopped. Even <a class=\"link\" href=\"https:\/\/archive.ph\/76qZW\" target=\"_blank\" rel=\"nofollow noopener\">in Manhattan<\/a>, taxes, regulations and crime are pushing financial firms, the lodestone of the borough\u2019s economy, to places such as Miami and Dallas, where firms such as <a class=\"link\" href=\"https:\/\/www.fox4news.com\/news\/att-moves-headquarters-from-dallas-plano\" target=\"_blank\" rel=\"nofollow noopener\">AT&amp;T <\/a>often choose <a class=\"link\" href=\"https:\/\/www.dallasnews.com\/business\/real-estate\/2026\/01\/05\/att-building-new-headquarters-plano\/?sailthru_id=6268082cd45f9d03f45cff53&amp;utm_source=Sailthru&amp;utm_medium=email&amp;utm_campaign=Breaking_01052026&amp;utm_term=NR%20-%20Newsletter%20-%20Breaking%20News\" target=\"_blank\" rel=\"nofollow noopener\">suburban locations<\/a>. <a class=\"link\" href=\"https:\/\/www.globest.com\/2023\/01\/30\/nyc-mayor-rezone-wide-swath-of-midtown-for-housing\/?kw=NYC%20Mayor:%20Rezone%20Wide%20Swath%20of%20Midtown%20for%20Housing&amp;et=editorial&amp;bu=REM&amp;cn=20230130&amp;src=EMC-Email&amp;pt=NewYork\" target=\"_blank\" rel=\"nofollow noopener\">New York<\/a>, despite <a class=\"link\" href=\"https:\/\/www.forbes.com\/sites\/jackkelly\/2022\/09\/20\/bosses-are-winning-the-battle-to-get-workers-back-to-the-office\/?sh=260b0263783e\" target=\"_blank\" rel=\"nofollow noopener\">optimistic predictions<\/a>, continues to be plagued by \u201c<a class=\"link\" href=\"https:\/\/www.globest.com\/2023\/05\/16\/zombie-office-buildings-set-to-invade-many-gateway-cities\/\" target=\"_blank\" rel=\"nofollow noopener\">zombie office space<\/a>.\u201d<\/p>\n<p>Although Manhattan has remarkable cultural advantages, for most workers, it and other high-price cities no longer provide wages that compensate for the local cost of living. Brookings Institution scholar <a class=\"link\" href=\"https:\/\/www.brookings.edu\/people\/mark-muro\/\" target=\"_blank\" rel=\"nofollow noopener\">Mark Muro<\/a> has noted that salaries across the 19-state American heartland region \u2014 from the Appalachians to the Rockies \u2014 are <a class=\"link\" href=\"https:\/\/www.usnews.com\/news\/best-states\/articles\/2018-10-18\/report-americas-heartland-is-more-prosperous-than-stereotypes-suggest\" target=\"_blank\" rel=\"nofollow noopener\">above the national average<\/a>, once the cost of living is factored. All 10 of the highest-average-salary metros are <a class=\"link\" href=\"https:\/\/www.hiringlab.org\/2019\/08\/27\/adjusted-salaries-2019\/\" target=\"_blank\" rel=\"nofollow noopener\">small and midsize markets<\/a>; none has more than a million people.<\/p>\n<p>Under these circumstances, centrifugal forces are increasingly in command, as ever improving communications technology has reduced the necessity to locate in dense centers. But the movement of jobs to the periphery has been going on <a class=\"link\" href=\"https:\/\/ideas.repec.org\/a\/fip\/fedpbr\/y2000inovp15-27.html\" target=\"_blank\" rel=\"nofollow noopener\">since the 1950s<\/a>. Even before the pandemic, 91% of employment growth among major metropolitan areas was <a class=\"link\" href=\"https:\/\/www.newgeography.com\/content\/006688-employment-city-sector-challenges-ahead-downtowns.\" target=\"_blank\" rel=\"nofollow noopener\">outside central business districts.<\/a> Los Angeles has long <a class=\"link\" href=\"https:\/\/www.city-journal.org\/article\/let-l-a-be-l-a\" target=\"_blank\" rel=\"nofollow noopener\">led this trend<\/a>; its downtown generates just over 2% of the region\u2019s jobs, compared to 20% for New York\u2019s business district. In some senses the relative weakness of L.A.\u2019s downtown is fortunate, as our economy is not centered on it.<\/p>\n<p>Artificial intelligence and remote work seem poised to accelerate the movement of employment away from city centers. <a class=\"link\" href=\"https:\/\/www.statista.com\/chart\/32599\/industries-with-the-highest-share-of-new-job-postings-allowing-remote-hybrid-work-in-the-us\/\" target=\"_blank\" rel=\"nofollow noopener\">Jobs in finance and professional and business services<\/a> \u2014 the historic strengths of downtowns \u2014 are among the most likely to embrace remote or hybrid working. Despite <a class=\"link\" href=\"https:\/\/www.inc.com\/jason-aten\/amazons-ceo-andy-jassy-just-declared-era-of-hybrid-work-finally-over.html\" target=\"_blank\" rel=\"nofollow noopener\">outbursts from elite CEOs<\/a> and from <a class=\"link\" href=\"https:\/\/www.wsj.com\/opinion\/dont-let-doge-kill-remote-work-hybrid-families-efficiency-090f6374\" target=\"_blank\" rel=\"nofollow noopener\">the White House<\/a>, and the use of <a class=\"link\" href=\"https:\/\/www.wsj.com\/lifestyle\/workplace\/hybrid-work-return-to-office-creep-af5a62b5?gaa_at=eafs&amp;gaa_n=AWEtsqd-xV9O9yPoBSdKdEWacsBBGEv_FjgF0_XZ-6QEuNk3L_GtbThEDVmkQk8xXS8%3D&amp;gaa_ts=696f9f3f&amp;gaa_sig=6kTjyb6OwXESnx6Wu-Y_crL2GcHUbcSbsr96XNrnpIINACwOgS3b2X1gddpgCh3wYRsQ97fJk0tsKjyQOvdRAg%3D%3D\" target=\"_blank\" rel=\"nofollow noopener\">surveillance and financial incentives<\/a> to dragoon people back to their cubicles, remote work continues to thrive and appeals particularly to <a class=\"link\" href=\"https:\/\/www.wsj.com\/articles\/remote-work-from-home-boss-d093a36c\" target=\"_blank\" rel=\"nofollow noopener\">more seasoned employees<\/a> as well <a class=\"link\" href=\"https:\/\/www.wsj.com\/lifestyle\/careers\/return-to-the-office-mandates-are-a-disaster-for-working-mothers-bf57a071\" target=\"_blank\" rel=\"nofollow noopener\">as many female employees<\/a>.<\/p>\n<p>A study from the <a class=\"link\" href=\"https:\/\/news.uchicago.edu\/story\/much-us-staying-home-how-many-jobs-can-be-done-remotely\" target=\"_blank\" rel=\"nofollow noopener\">University of Chicago<\/a> suggests that one-third of the workforce could work online, and in the jobs generated by Silicon Valley, it\u2019s closer to 50%. Stanford researcher Nicholas <a class=\"link\" href=\"https:\/\/fortune.com\/2023\/03\/25\/remote-work-gains-momentum-despite-return-to-office-mandates-from-high-profile-ceos\/\" target=\"_blank\" rel=\"nofollow noopener\">Bloom<\/a> notes the number of job postings for remote-friendly roles hit record levels last year. Partly because of this trend, even big multinationals, notes the <a class=\"link\" href=\"https:\/\/www.ft.com\/content\/276c26f2-889c-4e08-8f33-ce170890765b?emailId=83bb723b-6ec7-4efa-b155-0b7202a2a6cb&amp;segmentId=13b7e341-ed02-2b53-e8c0-d9cb59be8b3b\" target=\"_blank\" rel=\"nofollow noopener\">Financial Times<\/a>, plan to reduce their office footprint 10 to 20%. Tellingly, tech centers such as <a class=\"link\" href=\"https:\/\/therealdeal.com\/sanfrancisco\/2024\/06\/25\/office-vacancy-in-san-francisco-rises-to-new-record-at-37\/\" target=\"_blank\" rel=\"nofollow noopener\">San Francisco<\/a> and Austin have already suffered a major decline in office occupancy.<\/p>\n<p>So how do city centers, including in Los Angeles, avoid what the New York Times bleakly calls an \u201c<a class=\"link\" href=\"https:\/\/www.nytimes.com\/2023\/02\/08\/nyregion\/doom-loop-remote-work-pandemic-nyc.html\" target=\"_blank\" rel=\"nofollow noopener\">urban doom loop<\/a>\u201d? The key lies in reinventing themselves as what <a class=\"link\" href=\"https:\/\/americanliterature.com\/author\/hg-wells\/essay\/the-probable-diffusion-of-great-cities\" target=\"_blank\" rel=\"nofollow noopener\">H.G. Wells<\/a> predicted 120 years ago as \u201cessentially a bazaar, a great gallery of shops and places of concourse and rendezvous.\u201d<\/p>\n<p>This new \u201camenity city\u201d would appeal mostly to younger, often single and childless households attracted to proximity to culture and live entertainment. There\u2019s clearly a market. Even as office skyscrapers have become <a class=\"link\" href=\"https:\/\/www.statista.com\/statistics\/952752\/office-residential-skyscrapers-built-usa\/\" target=\"_blank\" rel=\"nofollow noopener\">increasingly anachronistic<\/a>, <a class=\"link\" href=\"https:\/\/blogs.chapman.edu\/wp-content\/uploads\/sites\/56\/2025\/06\/HOW-TO-SAVE-OUR-URBAN-2025.pdf\" target=\"_blank\" rel=\"nofollow noopener\">residential high-rises<\/a> have soared: from just 11 being built in the 1990s, the figure has risen to 83 in the last decade and a projected 40 since 2019.<\/p>\n<p><a class=\"link\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-24\/chicago-s-downtown-now-has-more-residents-than-before-pandemic\" target=\"_blank\" rel=\"nofollow noopener\">Downtown Chicago<\/a> and its surrounding neighborhoods, for example, continue to grow to <a class=\"link\" href=\"https:\/\/www.globest.com\/2025\/08\/20\/manhattan-rents-set-record-for-fifth-time-in-past-six-months\/\" target=\"_blank\" rel=\"nofollow noopener\">record levels<\/a> although the core economy lags; in New York, even in the wake of  Mayor Zohran Mamdani\u2019s election, <a class=\"link\" href=\"https:\/\/archive.ph\/qMCh1\" target=\"_blank\" rel=\"nofollow noopener\">Manhattan prices<\/a> continue to climb and <a class=\"link\" href=\"https:\/\/www.globest.com\/2026\/01\/02\/nycs-high-quality-neighborhoods-shine-in-tight-supply-retail-market\/\" target=\"_blank\" rel=\"nofollow noopener\">retail<\/a> in the elite areas like Madison Avenue and SoHo still thrives. In fact even as the <a class=\"link\" href=\"https:\/\/www.newgeography.com\/content\/007462-core-city-population-losses-detailed\" target=\"_blank\" rel=\"nofollow noopener\">overall population<\/a> in Gotham has declined, <a class=\"link\" href=\"https:\/\/imglobalwealth.com\/articles\/ranked-the-worlds-top-10-cities-for-the-ultra-rich\/#:~:text=Unsurprisingly%2C%20New%20York%20retains%20its,17%2C215\" target=\"_blank\" rel=\"nofollow noopener\">the number of the super-rich is growing<\/a>.<\/p>\n<p>Of course, this type of urban growth may not appeal to <a class=\"link\" href=\"https:\/\/www.city-journal.org\/article\/los-angeles-karen-bass-chicago-brandon-johnson-new-york-zohran-mamdani\" target=\"_blank\" rel=\"nofollow noopener\">ascendant progressives<\/a> who have long railed against gentrification. But core cities\u2019 future is not as effective incubators of upward mobility. Instead, cities such as New York, London, Paris, Tokyo and Miami are now primarily showcases for luxury brands such as LVMH. Even landmarks like <a class=\"link\" href=\"https:\/\/www.wsj.com\/real-estate\/commercial\/rockefeller-center-reinvention-aims-to-buck-midtown-malaise-64b986b8\" target=\"_blank\" rel=\"nofollow noopener\">Rockefeller Center<\/a> seek to reposition themselves around tourists and weekend visitors as destinations for recreation, tourism and the arts.<\/p>\n<p>In downtown Los Angeles<a class=\"link\" href=\"https:\/\/www.latimes.com\/business\/story\/2025-06-17\/downtown-los-angeles-residents-keep-the-faith\" rel=\"nofollow noopener\" target=\"_blank\">, where the residential population<\/a> has grown to 90,000, the best strategy may be to convert office towers into residential buildings, something now being <a class=\"link\" href=\"https:\/\/www.latimes.com\/opinion\/story\/2025-08-20\/la-housing-revolution-skyscrapers\" rel=\"nofollow noopener\" target=\"_blank\">discussed widely<\/a>. But this shift is being stifled by downtown\u2019s reputation for crime and <a class=\"link\" href=\"https:\/\/www.cbsnews.com\/news\/federal-homelessness-statistics-us-2023-data\/#:~:text=Two%20years%20after%20pandemic%20aid,the%20Wall%20Street%20Journal%20reported.\" target=\"_blank\" rel=\"nofollow noopener\">homelessness<\/a>. Since 2020, downtown\u2019s <a class=\"link\" href=\"https:\/\/2urbangirls.com\/2025\/05\/l-a-s-downtown-construction-drops-by-31-points-compared-to-the-previous-decade\/\" target=\"_blank\" rel=\"nofollow noopener\">share<\/a> of new apartments has dropped precipitously as conditions on the streets deteriorated. In this decade, the downtown of the nation\u2019s second-largest city ranked 19th in new units, behind not only New York and Chicago but also Houston, Austin and Raleigh.<\/p>\n<p>In addition to residential units, downtown L.A. could also nurture artisanal industries \u2014 jewelry, food, garments \u2014 that long clustered there, often spearheaded by immigrants. As <a class=\"link\" href=\"https:\/\/www.virtuoso.com\/travel\/articles\/downtown-la-is-californias-new-must-visit-neighborhood\" target=\"_blank\" rel=\"nofollow noopener\">one travel blog<\/a> noted in 2019, the appeal of downtown lies not in offices, convention centers and sports stadia but in unique attractions such as Grand Central Market, the Arts District and one-of-a-kind restaurants. Replicating suburbia with chain stores is not a viable strategy.<\/p>\n<p>Of course, even those who yearn to visit or live in a walkable, dense neighborhood are not going to flock to a place surrounded by a grim urban dystopia. Efforts to address downtown\u2019s dysfunctions will elicit the usual cries from progressives, who seem unwilling to carry out the necessary policing.
