U.S. diplomats in Washington are bracing for cuts to the State Department workforce, with dismissal notices expected to hit inboxes as soon as Friday, according to three State Department officials with knowledge of the plans. The layoffs are part of a mass reorganization of the federal agency, including the dissolution or merging of more than 300 bureaus and offices and a 15% reduction in employees.<\/p>\n
Termination notices had been expected to go out beginning at 10 a.m. this morning, three sources familiar with the planning told NBC News. Almost 3000 employees will depart the agency as part of the cuts and deferred retirement, with layoffs of over 1,100 civil service and nearly 250 foreign service officers, according to an internal State Department notice seen by NBC News. <\/p>\n
\u201cIn April, the Secretary announced the largest reorganization of the Department in decades,\u201d Michael Rigas, the deputy secretary of state for management and resources, wrote in an email sent to all agency employees Thursday evening. \u201cThe objective from the start was clear: focus resources on policy priorities and eliminate redundant functions, empowering our people while increasing accountability.\u201d<\/p>\n
Rigas said the terminations would be issued to affected employees soon, adding, \u201cFirst and foremost, we want to thank them for their dedication and service to the United States.\u201d<\/p>\n
State Department employees were told late Thursday to report to work with all of their department-issued equipment, including laptops, telephones and their diplomatic passports, according to internal messages seen by NBC News. <\/p>\n
Signs in the State Department hallways on Friday read \u201cLast Stop, Badge Turn-In\u201d and \u201ctransition day out processing,\u201d directing employees with large arrows this way and that. A large TV screen outside of the State Department cafeteria flashed with messages for employees displaying human resources websites and phone numbers for help in preparing for the mass reorganization.<\/p>\n
The restructuring has been in the works for months, with Secretary of State Marco Rubio notifying Congress in late May that as many as 1,800 U.S.-based workers would be cut from the approximately 19,000 employed by the State Department. More than 1,500 additional employees at the department took the Trump administration\u2019s offer of deferred resignations, which will carry their salaries and health care benefits through September.<\/p>\n
Rubio said he was proud of the way the Trump administration had undertaken a reorganization that was arguably \u201cthe most deliberate way of anyone that\u2019s done one.\u201d<\/p>\n
\u201cThe reduction of force is a consequence of the reorg. It\u2019s not a consequence of trying to get rid of people,\u201d Rubio told reporters Thursday at a media availability session in Kuala Lumpur, Malaysia. \u201cBut if you\u2019ve closed the bureau, you don\u2019t need those positions.\u201d<\/p>\n
A federal judge in California had temporarily halted the terminations, but the Supreme Court ruled this week that the Trump administration\u2019s plans to overhaul the agency could move forward. The back-and-forth between the White House and the courts left thousands of civil servants and foreign service officers in limbo and unable to plan for their futures.<\/p>\n
One civil servant told NBC News on Thursday that she would welcome the ordeal\u2019s finally being over. \u201cWe have known since the start it was coming. It was just a matter of when,\u201d the diplomat said. \u201cEvery Friday morning, I wake up with dread. At least now we can move on.\u201d<\/p>\n
Asked about the resulting low morale at the State Department, a senior department official said the delays were unfortunate but outside of their control.<\/p>\n
\u201cThe courts have delayed this reorganization, kept this uncertainty, unfortunately, over the workforce,\u201d the senior official said. \u201cThat was not our intent. We want to move forward with this expeditiously, but obviously the administration has complied with all the court orders and injunctions.\u201d<\/p>\n
Two former senior career State Department diplomats told NBC News they were concerned about the collective loss of experience resulting from people\u2019s taking early retirement and the impact of the layoffs on future recruitment for the diplomatic corps.<\/p>\n
A senior State Department official said they were looking at how the agency recruits and retains talent as part of an executive order but that the federal hiring freeze was still in place.<\/p>\n
State Department spokesperson Tammy Bruce praised the work of diplomats in the building for their commitment and patriotism but said the decision was not about the individual being targeted but about the need to reform a bureaucracy that has become too large to function.<\/p>\n
\u201cThis is about making sure that the State Department is able to operate in a manner that makes it relevant and effective. That is what the American people want. It\u2019s what all of us want, and in this dynamic, that\u2019s exactly what we\u2019re achieving,\u201d Bruce said Thursday.<\/p>\n
NBC News had reported that the State Department was conducting a review of U.S. missions overseas, including the potential closure of both consulates and embassies. But a senior State Department official said there are no plans for further cuts \u2014 for now.<\/p>\n
