Advocates of such legislation argue that these changes could improve access to care and reduce the risk that menopause symptoms will be dismissed by providers.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxoj6ov00273b6nv3eakj9d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At least two dozen bills have been introduced across 15 states this year, according to data from Jennifer Weiss-Wolf, executive director of the Birnbaum Women\u2019s Leadership Center at the <a href=\"https:\/\/its.law.nyu.edu\/facultyprofiles\/index.cfm?fuseaction=profile.overview&amp;personid=33480\" target=\"_blank\" rel=\"nofollow noopener\">New York University School of Law<\/a>, and her colleagues who have been tracking menopause legislation.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxok6n800293b6n02p8jbyo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Most of the legislation is related to insurance<strong> <\/strong>coverage for menopause care, awareness and education, clinician training or menopause in the workplace.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000f3b6n296m6185@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When it comes to menopause care, there continues to be a \u201clack of standardized treatment protocols\u201d and \u201cinadequate insurance coverage for evidence-based therapies like hormone replacement,\u201d Dr. Mary Claire Haver, an ob\/gyn at the <a href=\"https:\/\/maryclairewellness.com\/\" target=\"_blank\" rel=\"nofollow noopener\">Mary Claire Wellness Clinic<\/a> in Galveston, Texas, and author of the book \u201c<a href=\"https:\/\/thepauselife.com\/pages\/the-new-menopause-book\" target=\"_blank\" rel=\"nofollow noopener\">The New Menopause<\/a>,\u201d said in an email.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000g3b6nv9aeb59z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            She hopes that some of the new legislation introduced this year \u2013 and future policies \u2013 may change that.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000n3b6ns554k687@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Menopause is a natural phase<strong> <\/strong>of aging in which a woman has gone at least 12 consecutive months without a menstrual period due to a decline in her reproductive hormones. These hormonal changes can cause uncomfortable symptoms, including hot flashes, insomnia, vaginal and urinary problems, mood changes and weight gain, and can have <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC4581591\/\" target=\"_blank\" rel=\"nofollow noopener\">long-term health implications<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxou5iu002p3b6n5xg4bkbn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In the United States, an estimated <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK507826\/\" target=\"_blank\" rel=\"nofollow noopener\">1.3 million women<\/a> enter menopause each year, and most have symptoms.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000h3b6ndgwv619h@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor decades, menopause has been overlooked in both clinical research and health care policy, largely because it affects women in midlife \u2014 a group that has historically been underrepresented and undervalued in medicine,\u201d said Haver, who collaborated with Weiss-Wolf on developing <a href=\"https:\/\/thepauselife.com\/pages\/menopause-advocacy?c\" target=\"_blank\" rel=\"nofollow noopener\">A Citizen\u2019s Guide to Menopause Advocacy<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000i3b6nn8qjnflh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWomen in midlife are speaking out, demanding better care, and using their voices on platforms where they\u2019ve historically been ignored,\u201d she said. \u201cWe\u2019re also seeing more female physicians, researchers, and public figures normalize the conversation around menopause \u2014 which is finally translating into policy discussions and workplace changes.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000k3b6npo30a2w8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As the <a href=\"https:\/\/www.multistate.us\/resources\/2025-legislative-session-dates\" target=\"_blank\" rel=\"nofollow noopener\">2025 legislative session<\/a> has come to an end in most states, some more recently introduced menopause bills may be up for action next year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000l3b6n78y17fbi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Most of the bills may not become laws, but that\u2019s not a loss, said Weiss-Wolf, author of the book \u201cPeriods Gone Public: Taking a Stand for Menstrual Equity.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000m3b6n0zkfp3m6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis only sets us up for what I hope will be a really impactful, successful state legislative session in 2026,\u201d she said. \u201cSo, for me as an advocate, I\u2019m not only marking success by bills passed, but just that the conversation has gotten to the point where state legislators are willing to step out on this issue.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000p3b6ns4knwn8u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Two bills introduced in March relate to raising awareness around menopause, according to Weiss-Wolf and her colleagues. One Illinois bill, passed in May, declares October 12-18 to be <a href=\"https:\/\/www.ilga.gov\/Legislation\/BillStatus?DocNum=25&amp;GAID=18&amp;DocTypeID=SJR&amp;SessionID=114&amp;GA=104\" target=\"_blank\" rel=\"nofollow noopener\">Menopause Awareness Week<\/a> in the state. The other bill, introduced in Nevada, would have designated October as Menopause Awareness Month, but it was <a href=\"https:\/\/legiscan.com\/NV\/bill\/SB297\/2025\" target=\"_blank\" rel=\"nofollow noopener\">vetoed by the governor<\/a> in June.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000q3b6ncyqiccpf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Seven bills were introduced this year related to education, aiming to enable health care providers with more education about menopause treatment or requiring health departments to distribute educational resources for the public. One, in Maine, <a href=\"https:\/\/legislature.maine.gov\/billtracker\/#Paper\/1079?legislature=132\" target=\"_blank\" rel=\"nofollow noopener\">was signed by the governor and enacted<\/a> last week.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000r3b6njrp5w41z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            When it comes to enhancing menopause training for clinicians, California and New Jersey both introduced bills related to those themes this year. In California, legislation would <a href=\"https:\/\/a21.asmdc.org\/press-releases\/20250409-papan-legislation-enhance-physician-training-menopause-approved-assembly\" target=\"_blank\" rel=\"nofollow noopener\">require an assessment of physicians\u2019 education and training<\/a> on menopause diagnosis and treatment. In New Jersey, the bill would permit up to three credits of continuing medical education on menopause to be used by providers to renew their licenses.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000s3b6ntif58qyt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Meanwhile, five bills have been introduced related to requiring insurance coverage for menopause care. <a href=\"https:\/\/www.njleg.state.nj.us\/bill-search\/2024\/A5278\" target=\"_blank\" rel=\"nofollow noopener\">One in New Jersey<\/a> passed the Assembly, and <a href=\"https:\/\/olis.oregonlegislature.gov\/liz\/2025R1\/Measures\/Overview\/HB3064\" target=\"_blank\" rel=\"nofollow noopener\">one in Oregon<\/a> is awaiting the governor\u2019s signature.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000t3b6ned51np22@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is absolutely a national movement, and the momentum is undeniable. It\u2019s not just happening in California \u2014 Washington State, Oregon, Illinois, and Louisiana have all had bills either introduced or successfully passed in this space, with most of them looking to create similar insurance coverage mandates,\u201d California Assemblymember Rebecca Bauer-Kahan said in an email.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000u3b6n8ks271n4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This year, Bauer-Kahan introduced <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202520260AB432&amp;search_keywords=menopause\" target=\"_blank\" rel=\"nofollow noopener\">Assembly Bill 432<\/a>, which would mandate coverage for menopause evaluation and treatment options, among other orders. She said the bill was born out of her own experience of having perimenopausal symptoms and being dismissed when she asked her doctors for care.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000v3b6nqchvfga0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI didn\u2019t know what was happening to me. So like many people would, I went to my internist. She said I was fine. But I knew I wasn\u2019t fine. I knew something was fundamentally wrong with my body. I went to my ob\/gyn. Here I am, a woman in my mid-40s, telling my doctor that my brain isn\u2019t working properly, and once again, I was dismissed as \u2018fine,\u2019 \u201d Bauer-Kahan said in the email.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000w3b6nosgwwqw2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWomen are over half the population, and yet our healthcare system fails to provide us with the care we need as we age,\u201d she wrote. \u201cThis legislation closes the care gap, ensuring that menopause is treated as the central health need it is, not as an afterthought. We deserve comprehensive coverage and informed medical care, just like any other stage of life.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000x3b6njqjnahs0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A <a href=\"https:\/\/rilegislature.gov\/pressrelease\/_layouts\/15\/ril.pressrelease.inputform\/DisplayForm.aspx?List=c8baae31-3c10-431c-8dcd-9dbbe21ce3e9&amp;ID=375783\" target=\"_blank\" rel=\"nofollow noopener\">Rhode Island bill related to menopause in the workplace was signed into law<\/a> last week, making it the first state to enact workplace protections for menopausal women \u2013 and more could be coming. Legislation introduced this year in New York and New Jersey aims to address menopause in the workplace by preventing discrimination, extending workplace protections and requiring employers to allow remote work or paid leave for employees with symptoms.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000y3b6n0y7rp6s5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Then there are a few other bills, such as in Massachusetts and New York, related to a combination of menopause issues.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo000z3b6ncmq6shct@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWhat\u2019s particularly encouraging is that menopause crosses party lines,\u201d Bauer-Kahan said. \u201cOn the Assembly floor, my bill passed 70-1. This isn\u2019t a political issue; it\u2019s about recognizing that half our population deserves proper healthcare.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxskqe7003q3b6n2qpppvce@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Of the menopause bills introduced this year so far, 11 are in committee, seven have passed in some capacity with four to be enacted, five either were vetoed or died in committee and one was amended.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00113b6ni5jk9jeh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            What appears to be a renewed interest in menopause policy comes after more than two decades of \u201csilence\u201d around menopause, said Dr. Sharon Malone, chief medical adviser at Alloy Women\u2019s Health and author of the book \u201c<a href=\"https:\/\/www.drsharonmalone.com\/book\" target=\"_blank\" rel=\"nofollow noopener\">Grown Woman Talk<\/a>.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00123b6nnwtxt50c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2002, a national Women\u2019s Health Initiative study was terminated early after it linked hormone therapy for menopause to an increased risk of breast cancer. The Women\u2019s Health Initiative is an ongoing research project conducted by the US National Institutes of Health, focused on preventing disease in older women.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00133b6nn65mma19@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although the objective of the study was never to test the use of menopausal hormone therapy to treat symptoms of menopause, and it was halted early without definitive findings, it had long-lasting impacts on menopause care in the United States. Many women stopped using hormone therapy because of the study, and some practitioners no longer recommended it for their patients.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00143b6nmsdp8tb0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But since then, a growing body of research has found that the benefits of hormone therapy outweigh any small risks for most women with menopause symptoms, emphasizing that hormone therapy can be an effective way to <a href=\"https:\/\/www.uchicagomedicine.org\/forefront\/womens-health-articles\/can-hormone-therapy-help-menopause-symptoms\" target=\"_blank\" rel=\"nofollow noopener\">treat symptoms<\/a> because it helps replace the hormones that the body stops making during menopause.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00153b6n6km7njfm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Next week, the US Food and Drug Administration plans to hold a <a href=\"https:\/\/www.fda.gov\/patients\/fda-expert-panels\/fda-expert-panel-menopause-and-hormone-replacement-therapy-women-07172025\" target=\"_blank\" rel=\"nofollow noopener\">public discussion<\/a> about menopause and hormone replacement therapy for women. The panel will include FDA Commissioner Dr. Marty Makary and Dr. Sara Brenner, the agency\u2019s principal deputy commissioner, who are expected to discuss <a href=\"https:\/\/x.com\/US_FDA\/status\/1942313192513843246\" target=\"_blank\" rel=\"nofollow\">treatments, education and comprehensive care<\/a> beyond managing symptoms.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00163b6n7vj0teo8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Years of physician training and research around menopause care and hormone therapy was lost after 2002, Malone said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00173b6nv5edk844@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe are still digging ourselves out of a hole of the past 23 years, understanding that there are 23 years of physicians who have not been trained in how to treat and how to deal with conditions of women during menopause. So, if you graduated from medical school and trained any time after the year 2000, you probably were never even given a fair discussion of hormone therapy,\u201d Malone said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00183b6nyvvd4bz6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnd the biggest problem that we\u2019re facing now is that there\u2019s 23 years of research that wasn\u2019t done because everybody took the Women\u2019s Health Initiative as the definitive answer, which it was not,\u201d she said. \u201cIf I could wave a magic wand, what I would do is eliminate the disinformation that\u2019s out there about hormone therapy.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo00193b6nlt0rwx8c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Dr. Monica Christmas, an associate professor of obstetrics and gynecology at the University of Chicago and associate medical director for The Menopause Society, finished medical school and started residency around the time the Women\u2019s Health Initiative findings were released in the early 2000s.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo001a3b6n9uo35dqk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAt that time, there was a lot of fear and trepidation around hormone therapy in particular,\u201d said Christmas, who also serves as director of the menopause program at UChicago Medicine.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmcxnumdo001b3b6nj4adckle@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI was fortunate that where I did residency, here in Chicago, I was trained by gynecologists who managed menopausal patients. Looking back on it now, they were probably menopausal themselves,\u201d she said. \u201cAnd they were still fairly comfortable with prescribing hormone therapy and really understood what later the data came back to show \u2013 that, yes, there\u2019s this window of opportunity where the benefits seem to outweigh the risks for most people.
