HHS secretary"},"content":{"rendered":"<p class=\"paragraph | gutter_20_0\">\u201cI\u2019m really looking forward to having more time to spend with my family, especially chasing around my toddler grandchild,\u201d she wrote. <\/p>\n<p class=\"paragraph | gutter_20_0\">Multiple sources told the Globe that Walsh had not planned to stay in the role for more than two years.<b> <\/b>She will continue working as an adviser for the governor, though a state spokesperson did not respond when asked how long she would stay or if the position would be paid. <\/p>\n<p class=\"paragraph | gutter_20_0\">HHS\u2019s $32 billion budget accounts for more than half of the state\u2019s total expenditures. With more than 23,000 workers across 11 departments and MassHealth, HHS is responsible for programs including elder services, assistance for low-income families, state psychiatric hospitals, and support for the blind and deaf. Nearly one in three state residents receive services or support from at least one HHS department. <\/p>\n<p class=\"paragraph | gutter_20_0\">Mahaniah steps into an office attempting to maintain Massachusetts\u2019 expansive social services programs despite existential threats from the Trump administration.<\/p>\n<p class=\"paragraph | gutter_20_0\">This week, MassHealth said <a href=\"https:\/\/www.bostonglobe.com\/2025\/07\/09\/metro\/medicaid-mashealth-trump-massachusetts-budget\/?p1=Article_Inline_Text_Link\" target=\"_blank\" rel=\"nofollow noopener\">300,000 people<\/a> are at risk of losing their insurance coverage over the next decade amid a $1 trillion cut to federal Medicaid spending. It is virtually guaranteed Mahaniah will be in the unenviable position of helping to decide which services to preserve, and which to curtail. There are guiding principles he will turn to, Mahaniah said in one of his first interviews since the state announced his appointment. <\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cCan we focus on the most vulnerable in our society, and can we assure that those most vulnerable have access to services?\u201d he said.<b> <\/b><\/p>\n<p class=\"paragraph | gutter_20_0\">Health care providers and experts described Mahaniah as a compassionate, knowledgeable veteran of the state\u2019s health care system willing to tackle hard problems. <\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cHe demonstrates a unique calm and certainty even in the most trying of times,\u201d said Kaitlyn Kenney Walsh, vice president of policy and research at the Blue Cross Blue Shield of Massachusetts Foundation, an independent policy analysis organization. <\/p>\n<p class=\"paragraph | gutter_20_0\">The same federal legislation that contracted Medicaid access also put new restrictions on the HHS-managed Supplemental Nutrition Assistance Program, a food program for low-income families, putting 175,000 people at risk of losing some or all of their SNAP benefit, the <a href=\"https:\/\/www.mlri.org\/2025\/07\/04\/federal-cuts-snap-medicaid-massachusetts\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.mlri.org\/2025\/07\/04\/federal-cuts-snap-medicaid-massachusetts\/\">Massachusetts Law Reform Institute<\/a> estimated. The Department of Public Health, also overseen by HHS, is attempting to maintain Massachusetts\u2019 high child vaccination rates despite federal funding cuts and is increasingly isolated as the Trump administration shrinks federal services that helped state experts <a href=\"https:\/\/www.bostonglobe.com\/2025\/04\/22\/metro\/trump-cuts-cdc-public-health-massachusetts\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.bostonglobe.com\/2025\/04\/22\/metro\/trump-cuts-cdc-public-health-massachusetts\/\">track and contain<\/a> emerging diseases.<\/p>\n<p class=\"paragraph | gutter_20_0\">The Healey administration reported HHS services have lost <a href=\"https:\/\/www.mass.gov\/info-details\/impact-of-federal-funding-cuts-on-massachusetts\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.mass.gov\/info-details\/impact-of-federal-funding-cuts-on-massachusetts\">$118 million<\/a> in federal funding so far this year. <\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cThe health care and social services policy changes and funding cuts from the federal government are going to be devastating for Massachusetts,\u201d Kenney Walsh said.<\/p>\n<p class=\"paragraph | gutter_20_0\">Meanwhile, HHS faces challenges from <a href=\"https:\/\/www.bostonglobe.com\/2025\/03\/12\/business\/health-care-spending-massachusetts-report\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.bostonglobe.com\/2025\/03\/12\/business\/health-care-spending-massachusetts-report\/\">surging health care costs<\/a>, an <a href=\"https:\/\/www.bostonglobe.com\/2025\/07\/05\/metro\/donald-trump-trans-anemoni-wildflower-peer-respite\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.bostonglobe.com\/2025\/07\/05\/metro\/donald-trump-trans-anemoni-wildflower-peer-respite\/\">overburdened<\/a> mental health system, and a child welfare system among the <a href=\"https:\/\/www.bostonglobe.com\/2025\/06\/30\/metro\/massachusetts-foster-care-rape-group-homes\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.bostonglobe.com\/2025\/06\/30\/metro\/massachusetts-foster-care-rape-group-homes\/\">most stressed<\/a> in the country. <\/p>\n<p class=\"paragraph | gutter_20_0\">Mahaniah described himself as just one of the decision makers who will determine Massachusetts\u2019 path, \u201cone musician in the orchestra,\u201d he said. <\/p>\n<p class=\"paragraph | gutter_20_0\">His priorities include making Massachusetts\u2019 health and social service programs less siloed. <\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cPeople that use our programs, most of them don\u2019t just use one program,\u201d he said. \u201cI\u2019m very interested in figuring out how to have the system be a little bit more customer-centric.\u201d <\/p>\n<p class=\"paragraph | gutter_20_0\">Mahaniah has a background as a practicing physician in addiction and primary care, and before joining HHS he worked as chief executive of Lynn Community Health Center.<\/p>\n<p class=\"paragraph | gutter_20_0\">In a statement issued Friday, the Lynn center said Mahaniah had \u201ca leadership style defined by compassion, equity, and profound humility.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0\">That job informed his interest in addressing the state\u2019s primary care crisis, he said. With a shortage of primary care physicians, new patients in Boston wait an average of 40 days for an appointment, according to the <a href=\"https:\/\/masshpc.gov\/publications\/policyresearch-brief\/dire-diagnosis-declining-health-primary-care-massachusetts-and\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/masshpc.gov\/publications\/policyresearch-brief\/dire-diagnosis-declining-health-primary-care-massachusetts-and\">Massachusetts Health Policy Commission<\/a>. <\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cPrimary care is tied to a lot of our challenges around access, around equity, around cost,\u201d Mahaniah said. \u201cHere in Massachusetts, most of the players are ready to consider working together to put in place something that works in terms of primary care.\u201d<\/p>\n<p class=\"paragraph | gutter_20_0\">An assistant professor in the Department of Family Medicine at Tufts University School of Medicine, Mahaniah plans to continue seeing patients while serving as HHS secretary, the state\u2019s release said. He attended medical school at Thomas Jefferson University in Philadelphia and has a master\u2019s in business from UMass Amherst, according to the state\u2019s news release.<\/p>\n<p class=\"paragraph | gutter_20_0\">Born to a father from the Democratic Republic of Congo and an American mother, Mahaniah lived in both his father\u2019s home nation and in Switzerland as a child, he said. His father is a college professor and his mother retired last year from health care work. <\/p>\n<p class=\"paragraph | gutter_20_0\">Experts said the change would replace someone largely seen as coming from the hospital world with someone steeped in the needs of smaller health care providers. <\/p>\n<p class=\"paragraph | gutter_20_0\">\u201cIts fair to say \u2026 there might be greater sensitivity to some of the needs of those smaller and more challenged providers,\u201d said Paul Hattis, a senior fellow from the Lown Institute.<\/p>\n<p class=\"paragraph | gutter_20_0\">Walsh\u2019s experience as a hospital administrator was a good fit for the crisis prompted by the<b> <\/b>Steward Hospital System\u2019s bankruptcy last year, which <a href=\"https:\/\/apps.bostonglobe.com\/metro\/investigations\/spotlight\/2024\/09\/steward-hospitals\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/apps.bostonglobe.com\/metro\/investigations\/spotlight\/2024\/09\/steward-hospitals\/\">caused the state\u2019s health care infrastructure to teeter<\/a>. Financial mismanagement of the health system\u2019s hospitals contributed to the deaths of at least <a href=\"https:\/\/www.bostonglobe.com\/tag\/steward-health-care-crisis\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.bostonglobe.com\/tag\/steward-health-care-crisis\/\">15 patients<\/a> and is still the subject of a Department of Justice investigation into fraud and corruption. <\/p>\n<p class=\"paragraph | gutter_20_0\">Walsh was a key player in coordinating the closure of two Steward hospitals and the sale of six others, while supporting the state\u2019s hospitals burdened with former Steward patients. <\/p>\n<p class=\"paragraph | gutter_20_0\">Critics noted, though, the state ignored warning signs that the Steward system was unstable, and rescuing its surviving former hospitals cost <a href=\"https:\/\/www.bostonglobe.com\/2025\/05\/06\/business\/warren-markey-steward-criminal-probe\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.bostonglobe.com\/2025\/05\/06\/business\/warren-markey-steward-criminal-probe\/\">hundreds of millions<\/a> in taxpayer dollars. Walsh played a controversial role when she called Steward CEO Ralph de la Torre to encourage him to rehire a nurse whose error in judgment during a time of hospital crisis contributed to a patient\u2019s death, <a href=\"https:\/\/apps.bostonglobe.com\/metro\/investigations\/spotlight\/2024\/09\/steward-hospitals\/regulators\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/apps.bostonglobe.com\/metro\/investigations\/spotlight\/2024\/09\/steward-hospitals\/regulators\/\">the Globe reported<\/a>. The nurse\u2019s husband was a high ranking health official in the Healey administration.<\/p>\n<p class=\"paragraph | gutter_20_0\">Prior to serving as secretary, Walsh\u2019s 13-year tenure at BMC, Massachusetts\u2019 largest safety net hospital, was among the longest for hospital CEOs in the state. Under her watch BMC treated nearly two dozen people in the aftermath of the 2013 Boston Marathon bombing, an experience Walsh later said brought staff closer together. <\/p>\n<p class=\"paragraph | gutter_20_0\">Hattis said many understood Walsh, who was in the twilight of her career as a hospital executive, had to be convinced by Healey to take on the job as secretary of HHS.
