Veniamin Kondratyev.<\/p>\n<p>Meanwhile, falling debris from Russian drones damaged civilian and transport infrastructure in Ukraine\u2019s Odesa region, officials said, causing disruption to the power and water supply.<\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/ukraine-russia-war-drones-economy-refineries-strikes-24fb93e0fab5dbba1a323b92510125bb\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine\u2019s long-range drone strikes<\/a> on Russian energy sites aim to deprive Moscow of the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-oil-refineries-zelenskyy-fa04014c6c1bdf0e15123d898c491b03\" rel=\"nofollow noopener\" target=\"_blank\">oil export revenue<\/a> it needs to pursue its full-scale invasion. Russia wants to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-blackout-energy-winter-grid-074fafac8a4b5bb556308379808d041b\" rel=\"nofollow noopener\" target=\"_blank\">cripple the Ukrainian power grid<\/a>, seeking to deny civilians access to heat, light and running water in what Kyiv officials say is an attempt to \u201cweaponize winter.\u201d<\/p>\n<p>The attacks came ahead of another round of <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-trump-peace-deal-diplomacy-563358928ede87d5a08ed5f4082a4d7c\" rel=\"nofollow noopener\" target=\"_blank\">U.S.-brokered talks<\/a> between envoys from Russia and Ukraine on Tuesday and Wednesday in Geneva, just before the fourth anniversary of the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/russia-ukraine\" rel=\"nofollow noopener\" target=\"_blank\">all-out Russian invasion of its neighbor<\/a> on Feb. 22.<\/p>\n<p>Speaking at the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/munich-security-conference-rubio-4a26cfa8ebb54643be98405e896433d1\" rel=\"nofollow noopener\" target=\"_blank\">Munich Security Conference<\/a> in Germany on Saturday, Ukrainian President Volodymyr Zelenskyy suggested there were still questions remaining over <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/us-ukraine-war-talks-security-zelenskyy-438412639e3a73cab0abf9d109519720\" rel=\"nofollow noopener\" target=\"_blank\">future security guarantees<\/a> for his country. Zelenskyy also questioned how the concept of a free trade zone \u2014 proposed by the U.S. \u2014 would work in the Donbas region, which Russia insists Kyiv must give up for peace.<\/p>\n<p>He said the Americans want peace as quickly as possible and that the U.S. team wants to sign all the agreements on Ukraine at the same time, whereas Ukraine wants guarantees for the country\u2019s future security signed first.<\/p>\n<p>Zelenskyy\u2019s concerns were echoed by Sen. Jeanne Shaheen, a ranking member of the U.S. Senate Foreign Relations Committee.<\/p>\n<p>\u201cUnless we have real security guarantees on whatever peace agreement is ultimately determined, we are going to be here again, because one of the things we know is that Russia has geared up not just for Ukraine, but to go beyond Ukraine,\u201d she told reporters in Munich on Sunday.<\/p>\n<p>European Union foreign policy chief Kaja Kallas said Russia was hoping to win diplomatically what it had failed to achieve on the battlefield, and was banking on the U.S. to deliver concessions at the negotiating table.
