{"id":592873,"date":"2026-02-16T00:36:10","date_gmt":"2026-02-16T00:36:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/592873\/"},"modified":"2026-02-16T00:36:10","modified_gmt":"2026-02-16T00:36:10","slug":"israel-is-resuming-a-contentious-west-bank-land-registration-process","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/592873\/","title":{"rendered":"Israel is resuming a contentious West Bank land registration process"},"content":{"rendered":"<p>TEL AVIV, Israel (AP) \u2014 Israel will begin a contentious land regulation process in a large part of the occupied <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/west-bank\" rel=\"nofollow noopener\" target=\"_blank\">West Bank<\/a>, which could result in Israel gaining control over wide swaths of the area for future development, according to a government decision on Sunday.<\/p>\n<p>It paves the way for the resumption of \u201csettlement of land title\u201d processes, which had been frozen in the West Bank since the Mideast War in 1967. It means that when Israel begins the land registration process for a certain area, anyone with a claim to the land must submit documents proving ownership.<\/p>\n<p>The Israeli anti-settlement group Peace Now said the process likely amounts to a \u201cmega land grab\u201d from Palestinians.<\/p>\n<p>\u201cThis move is very dramatic and allows the state to gain control of almost all of Area C,\u201d said Hagit Ofran, the director of Peace Now\u2019s Settlement Watch program. Area C refers to the 60% of the West Bank that is under full Israeli military control, according to agreements reached in the 1990s with the Palestinians.<\/p>\n<p>Palestinian Authority President Mahmoud Abbas\u2019 office in a statement called the decision \u201ca grave escalation and a flagrant violation of international law,\u201d which amounts to \u201cde facto annexation.\u201d It called on the international community, especially the U.N. Security Council and the United States, to intervene immediately.<\/p>\n<p>Israeli steps in recent months<\/p>\n<p>The decision is the latest step to deepen Israeli control over the West Bank. In recent months, Israel has <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-settlement-construction-west-bank-cc5887809b15d336ecf16b88dfc0ee03\" rel=\"nofollow noopener\" target=\"_blank\">greatly expanded construction in Jewish settlements<\/a>, legalized outposts and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/west-bank-israel-settlement-palestinians-cabinet-328429d96099bc33275035b85244797a\" rel=\"nofollow noopener\" target=\"_blank\">made significant bureaucratic changes<\/a> to its policies in the territory to strengthen its hold and weaken the Palestinian Authority.<\/p>\n<p>Israel\u2019s Foreign Ministry said Palestinian Authority civil planning maps show that the authority has been advancing land registration procedures in Area C for years in violation of agreements that give Israel civil and military control over the area. It said Sunday\u2019s decision was made for greater transparency.<\/p>\n<p>The decision was first announced last May but required further development before it was approved in this week\u2019s Cabinet meeting. Under the decision, Israeli authorities will announce certain areas to undergo registration, which will force anyone who has a claim to the land to prove their ownership.<\/p>\n<p>Ofran said the process for proving ownership can be \u201cdraconian\u201d and is rarely transparent, meaning any land that undergoes the registration process in areas currently owned by Palestinians is likely to revert to Israeli state control.<\/p>\n<p>\u201cPalestinians will be sent to prove ownership in a way that they will never be able to do,\u201d Ofran told The Associated Press. \u201cAnd this way Israel might take over 83% of the Area C, which is about half of the West Bank.\u201d<\/p>\n<p>The registration process could start as soon as this year, she said.<\/p>\n<p>The proposal had been put forward by some of Israel\u2019s far-right members of the ruling coalition, including the Minister of Justice Yariv Levin. \u201cThe government of Israel is committed to strengthening its grip on all its parts, and this decision is an expression of that commitment,\u201d he said.<\/p>\n<p>A \u2018dangerous escalation\u2019<\/p>\n<p>Jordan\u2019s Foreign Ministry in a statement called on the international community to \u201cassume its legal and moral responsibilities, and to compel Israel, the occupying power, to stop its dangerous escalation.\u201d<\/p>\n<p>Qatar\u2019s foreign ministry said it considered Israel\u2019s decision \u201can extension of its illegal plans to deprive the Palestinian people of their rights.\u201d<\/p>\n<p>Previous U.S. administrations have sharply condemned an expansion of Israeli activity and control in the West Bank, but Prime Minister Benjamin Netanyahu has a particularly close relationship with President Donald Trump. The two <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/israel-iran-trump-netanyahu-nuclear-talks-fa5be8069deb4b1b01cdf30d3e3525e7\" rel=\"nofollow noopener\" target=\"_blank\">met last week in Washington<\/a>, their seventh meeting in the past year.<\/p>\n<p>And yet Trump has opposed annexation, Ofran noted.<\/p>\n<p>Palestinians are not permitted to sell land privately to Israelis, though <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/west-bank-israel-settlement-palestinians-cabinet-328429d96099bc33275035b85244797a\" rel=\"nofollow noopener\" target=\"_blank\">measures announced last week<\/a> aim to nullify this. Currently, settlers can buy homes on land controlled by Israel\u2019s government. Last week\u2019s decision also aimed to expand Israeli enforcement of several aspects of in the West Bank, including environmental and archaeological matters in Palestinian-administered areas.<\/p>\n<p>More than 700,000 Israelis live in the occupied West Bank and east Jerusalem, territories captured by Israel in 1967 from Jordan and sought by the Palestinians for a future state.
