(File photo courtesy of the city of San Diego)<\/p>\n<p>Rep. <a href=\"https:\/\/sarajacobs.house.gov\/\" target=\"_blank\" rel=\"noopener\">Sara Jacobs<\/a>, D-San Diego, has introduced a <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4330?q=%7B%22search%22%3A%22congressId%3A119+AND+billStatus%3A%5C%22Introduced%5C%22%22%7D&amp;s=2&amp;r=31\" target=\"_blank\" rel=\"noopener\">bill to fund affordable child care<\/a>. <\/p>\n<p>The Leveraging Estate Gains for America\u2019s Children and Youth Act, or LEGACY, would cut the recent Republican spending bill\u2019s federal estate tax exemption by $7 million and allot 15% of the generated revenue for child care.\u00a0<\/p>\n<p>The bill, authored by Jacobs \u2013 whose 51st congressional district includes central and eastern San Diego, along with La Mesa and El Cajon \u2014 would essentially reverse course on the estate tax exemptions outlined in what President Donald Trump has referred to as the \u201cbig, beautiful bill.\u201d\u00a0<\/p>\n<p><strong>\u00a0<\/strong>\u201cWealthy families like mine didn\u2019t build our wealth alone, and we shouldn\u2019t hoard the benefits of success that\u2019s not only ours,\u201d said Jacobs in a statement. \u201cI believe it\u2019s our responsibility to fix the systems that worked for us \u2013 but leave too many people in poverty or on the edges of poverty while corporate profits and income inequality skyrocket.\u201d<\/p>\n<p>Childcare costs vary significantly across jurisdictions. According to a Department of Labor estimate in 2018, in any given county, the median cost per child for paid care was anywhere from 8.0% to 19.3% of the median household income in that county.\u00a0<\/p>\n<p>The LEGACY Act also would amend the Internal Revenue Code of 1986 to create an Early Childhood Education Trust Fund through the allotment of 15% of revenue from estate taxes. A quarter of the trust will be used for \u201cstabilization\u201d grants to address the supply-side of child care, according to a statement by Jacob\u2019s office.\u00a0<\/p>\n<p>If the bill passes, the current estate tax threshold will be lowered to almost half of what was passed in the recent Republican budget bill.\u00a0<\/p>\n<p>\u201cUsing revenues from estate taxes to stabilize and bolster our child care system \u2013 and to make it possible to pay child care workers living wages \u2013 would strengthen the child care workforce, allow more moms and parents to hold jobs, help kids thrive and make it possible for more of us to contribute to our communities,\u201d\u00a0 said<strong> <\/strong>Executive Director and CEO Kristin Rowe-Finkbeiner of MomsRising, which supports Jacobs\u2019 bill.<\/p>\n","protected":false},"excerpt":{"rendered":"Construction of a San Diego child care center in 2023.
