Staff were called in to work at short notice and <a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/de\/statement_25_1816\" target=\"_blank\" rel=\"nofollow noopener\">a statement refusing to rule out countermeasures<\/a> was issued in von der Leyen\u2019s name.\u00a0<\/p>\n<p>Envoys from EU capitals will meet for a Foreign Affairs Council focused on trade on Monday, during which they will express positions on what the Commission should do next. Two diplomats told POLITICO they remained optimistic that an agreement could be reached before the August 1 deadline.\u00a0<\/p>\n<p>\u201cWe have as you know a two-track approach. We have always been clear that we prefer a negotiated solution. This remains the case,\u201d von der Leyen said. <\/p>\n<p>Over the weekend, French President Emmanuel Macron called on Brussels to take a tougher line against the U.S. following the announcement of the tariffs.\u00a0<\/p>\n<p>\u201cIt is more than ever up to the Commission to assert the Union&#8217;s determination to resolutely defend European interests,\u201d he <a href=\"https:\/\/x.com\/EmmanuelMacron\/status\/1944068012799143938\" target=\"_blank\" rel=\"nofollow\">wrote online<\/a>. &#8220;In particular, this implies speeding up the preparation of credible countermeasures, by mobilising all the instruments at its disposal, including anti-coercion, if no agreement is reached by August 1st.&#8221;<\/p>\n<p>The countermeasures \u2014 <a href=\"https:\/\/www.politico.eu\/article\/eu-takes-revenge-on-trumps-metals-tariffs-approved-as-countries-close-ranks\/\" rel=\"nofollow noopener\" target=\"_blank\">which could affect \u20ac21 billion of U.S. products like soybeans, motorcycles and orange juice<\/a> \u2014 were due to take effect from 12:01 a.m. on Tuesday. Their suspension comes after the bloc vowed it would respond following Trump\u2019s announcement Saturday.<\/p>\n<p>Asked whether the EU could consider deploying its Anti-Coercion Instrument \u2014 or \u201ctrade bazooka\u201d \u2014 to hit American banks and businesses in response, von der Leyen said the measures \u201cwere created for extraordinary situations \u2014 we are not there yet. This is very important. This is now the time for negotiations.
