{"id":64259,"date":"2025-07-14T07:09:08","date_gmt":"2025-07-14T07:09:08","guid":{"rendered":"https:\/\/www.europesays.com\/us\/64259\/"},"modified":"2025-07-14T07:09:08","modified_gmt":"2025-07-14T07:09:08","slug":"dart-shouldnt-cut-service-for-those-who-need-it-most","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/64259\/","title":{"rendered":"DART shouldn\u2019t cut service for those who need it most"},"content":{"rendered":"<p class=\"body-text-paragraph\">Facing a deficit budget, officials with Dallas Area Rapid Transit are considering service cuts. As the agency tries to navigate that void, one thing is certain: DART should not look for savings at the expense of riders in southern Dallas, nor of those with disabilities. <\/p>\n<p class=\"body-text-paragraph\">With roughly a $78 million shortfall in its 2026 budget, DART <a href=\"https:\/\/www.dart.org\/fare\/general-fares-and-overview\/2026-proposal\" rel=\"nofollow noopener\" target=\"_blank\">is looking at eliminating<\/a> the South Dallas on-demand service zone, severing a bus route that runs through Red Bird and reducing the frequency of most bus routes. It\u2019s also considering reduced paratransit service and higher paratransit fares that would nearly double. <\/p>\n<p class=\"body-text-paragraph\">The proposed service cuts are largely the result of a <a href=\"https:\/\/www.dallasnews.com\/opinion\/editorials\/2025\/02\/27\/derailing-dart-sad-reckoning-that-will-hurt-region-has-come\/\" rel=\"nofollow noopener\" target=\"_blank\">fight between DART and the cities it serves<\/a> over whether the transit agency provides enough value to justify the 1% sales tax it gets from each member city. Some suburban officials complain that residents of their cities don\u2019t use DART buses, and the proposed cuts would eliminate several suburban routes. The deep cuts in Dallas and the suburbs are \u201ca worst-case scenario,\u201d a DART spokesperson said. <\/p>\n<p class=\"body-text-paragraph\">Yet the cities seeking concessions from DART are not backing down. The agency is in a tough spot and will have to make hard decisions. But those decisions shouldn\u2019t disproportionately harm the riders in Dallas and across the system who depend on transit the most. <\/p>\n<p>Opinion<\/p>\n<p class=\"dmnc_features-cta-social-cta-social-module__zWZy- mb-4\">Get smart opinions on the topics North Texans care about.<\/p>\n<p class=\"body-text-paragraph\">Last week, <a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/07\/09\/appalled-hundreds-decry-dart-cuts-fare-hikes-at-raucous-hearing\/\" rel=\"nofollow noopener\" target=\"_blank\">more than 200 people spoke at a public hearing<\/a> about the proposed service changes, not a single one of them in favor, our colleague Amber Gaudet reported. They put a face to policy decisions often reduced to dollar signs and political calculations. As DART and city leaders negotiate over the agency\u2019s budget, they should remember the everyday people whose daily lives will be affected. <\/p>\n<p class=\"body-text-paragraph\"><a href=\"https:\/\/trhoovercdc.org\/pages\/board-team-members\" rel=\"nofollow noopener\" target=\"_blank\">Sherri Mixon<\/a>, executive director of the T.R. Hoover Community Development Corp. in South Dallas, said many of the people her nonprofit helps need DART to get around. She told us about an older woman who relies entirely on DART for her transportation, whether that means getting to and from doctor\u2019s appointments or church services. She told Mixon \u201cwhen she can\u2019t depend on people, she knows she can always catch DART.\u201d <\/p>\n<p class=\"body-text-paragraph\">Mixon said she also knows a 25-year-old woman who relies on DART to get to and from work. Mixon worries that service cuts will hamper the woman\u2019s ability to get to her job, putting her at risk of falling into homelessness. <\/p>\n<p class=\"body-text-paragraph\">\u201cWe had to face the reality, you know, that she\u2019s one paycheck away from being there,\u201d Mixon said. <\/p>\n<p class=\"body-text-paragraph\">Paratransit users and their advocates are also eyeing the proposed service cuts with anxiety. Jennifer Rottkamp, a teacher at W. H. Adamson High School, told us that one of her students and her father, who is ill, rely on paratransit to get to and from doctor appointments. Rottkamp said they are on a limited income, and other than being forced to stay home, she doesn\u2019t know what would happen to them if service were rolled back. <\/p>\n<p class=\"body-text-paragraph\">There are so many stories like these. In addition to the dozens of people who spoke at the recent public hearing, nearly 700 people submitted written comments during the community meetings before the hearing, Gaudet reported. <\/p>\n<p class=\"body-text-paragraph\">So how did we get here? Earlier this year, Plano, Irving and other cities dissatisfied with DART asked the Legislature to force the agency to send a quarter of the sales tax collected from the cities back to them. That maneuver would have set off a downward spiral for DART. <\/p>\n<p class=\"body-text-paragraph\">The bill didn\u2019t pass, but we suspect that has <a href=\"https:\/\/www.dallasnews.com\/opinion\/editorials\/2025\/06\/02\/no-doom-for-dart-but-transit-agency-mustnt-get-comfortable\/\" rel=\"nofollow noopener\" target=\"_blank\">more to do with time running short<\/a> than a lack of support from lawmakers. <\/p>\n<p class=\"body-text-paragraph\">Agency directors in March approved a program to <a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/03\/26\/dart-will-refund-some-cities-millions-what-will-it-cost-riders\/\" rel=\"nofollow noopener\" target=\"_blank\">send 5% of the total sales tax collection back<\/a> to certain member cities. They\u2019ve also supported <a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/02\/12\/dart-facing-millions-in-costs-as-service-requests-pour-in-from-key-members\/\" rel=\"nofollow noopener\" target=\"_blank\">service changes<\/a> requested by member cities, like a city-wide on-demand zone and circulator for Plano. <\/p>\n<p class=\"body-text-paragraph\">These attempts at placating member cities are largely the reason for the budget deficit. DART would still be facing one regardless, but nothing on this scale, according to an agency spokesperson. <\/p>\n<p class=\"body-text-paragraph\">These olive branches from DART haven\u2019t even worked. Officials from some member cities have said they\u2019re not enough. One state representative has already promised to bring back the issue of DART\u2019s funding in the next session. Perhaps DART\u2019s proposed service cuts are meant to give it a little more credibility and leverage with lawmakers when defunding efforts return. <\/p>\n<p class=\"body-text-paragraph\">DART <a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/03\/25\/paratransit-is-critical-for-people-with-disabilities-dallas-residents-say-it-failed-them\/\" rel=\"nofollow noopener\" target=\"_blank\">is an imperfect transit system<\/a>. It faces a<a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/06\/18\/dart-failed-to-protect-passengers-with-disabilities-from-sexual-assault-lawsuits-allege\/\" rel=\"nofollow noopener\" target=\"_blank\"> lawsuit<\/a> over the alleged failure to protect paratransit passengers from sexual assault, Gaudet reported. <a href=\"https:\/\/www.dallasnews.com\/news\/transportation\/2025\/03\/25\/long-waits-missed-trips-defined-transition-to-new-dart-paratransit-vendor-clients-say\/\" rel=\"nofollow noopener\" target=\"_blank\">Long wait times and missed trips<\/a> have been an issue, too.<\/p>\n<p class=\"body-text-paragraph\">The agency needs to address those issues urgently. It also has work to do figuring out how to boost ridership, improve safety and make transit a stronger driver of economic growth. As it does so, service changes \u2014 and sometimes reductions \u2014 will be necessary. The DART board of directors is expected to make decisions about reductions at its Aug. 1 meeting. <\/p>\n<p class=\"body-text-paragraph\">But policy decisions are no good when they\u2019re divorced from the people they affect. The cuts demanded by the suburbs are no longer an abstraction. DART and its member cities shouldn\u2019t settle their disagreements on the backs of people who can least afford to lose transit.<\/p>\n","protected":false},"excerpt":{"rendered":"Facing a deficit budget, officials with Dallas Area Rapid Transit are considering service cuts.
