{"id":648934,"date":"2026-03-11T22:09:20","date_gmt":"2026-03-11T22:09:20","guid":{"rendered":"https:\/\/www.europesays.com\/us\/648934\/"},"modified":"2026-03-11T22:09:20","modified_gmt":"2026-03-11T22:09:20","slug":"cps-energy-budget-assumed-4-rate-increase-council-says","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/648934\/","title":{"rendered":"CPS Energy budget &#8216;assumed&#8217; 4% rate increase, council says"},"content":{"rendered":"<p>Members of the City Council are balking over a proposed CPS Energy budget that assumes a rate increase in the coming year \u2014 potentially as high as 4% \u2014 without seeking their permission.<\/p>\n<p>As a city-owned utility, the council has final authority over how and when CPS Energy raises rates.<\/p>\n<p>But <a href=\"https:\/\/www.expressnews.com\/business\/article\/cps-energy-budget-rate-increase-delay-21747656.php\" type=\"link\" id=\"https:\/\/www.expressnews.com\/business\/article\/cps-energy-budget-rate-increase-delay-21747656.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">at a Feb. 23 board meeting<\/a>, the utility <a href=\"https:\/\/www.youtube.com\/watch?v=0Ij8OxBcnFc\" type=\"link\" id=\"https:\/\/www.youtube.com\/watch?v=0Ij8OxBcnFc\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">pitched a fiscal year 2027 budget<\/a> that suggested a rate increase could be used to make up for a $50 million shortfall.<\/p>\n<p>\u201cYou can\u2019t just stick a 4% [increase] in your budget and us not have any questions about that,\u201d said Councilman Edward Mungia (D4), one of five members <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/03\/Joint-Letter-to-CPS-Energy-3.10.2026.pdf\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/03\/Joint-Letter-to-CPS-Energy-3.10.2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">who wrote a letter to CPS Energy CEO Rudy Garza<\/a> on Wednesday to protest the move.<\/p>\n<p>Despite its purview over increases, the council doesn\u2019t have to approve CPS Energy\u2019s full budget, and Garza said in the February board meeting that some of the newly elected members still \u201cneeded to get their feet on the ground\u201d before confronting that discussion.<\/p>\n<p>As such, the utility planned to take the unusual step of approving a budget that already assumes a rate increase, and then bring a more specific proposal back to the council this fall.<\/p>\n<p>The board was so taken aback by the last-minute information that <a href=\"https:\/\/www.expressnews.com\/business\/article\/cps-energy-budget-rate-increase-delay-21747656.php\" type=\"link\" id=\"https:\/\/www.expressnews.com\/business\/article\/cps-energy-budget-rate-increase-delay-21747656.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">it delayed voting<\/a> that day. Meanwhile, Mayor Gina Ortiz Jones, who represents the council on that panel, hauled CPS Energy leaders before council to explain their plans to the rest of the members.<\/p>\n<p>\u201cGiven the economic environment we\u2019re in and just out of good practice, our city-owned utilities should not assume myself nor the City Council will vote to approve a rate increase,\u201d Jones said Wednesday. <\/p>\n<p>Facing the full council last week, CPS Energy\u2019s Chief Financial Officer\u00a0Cory Kuchinsky explained that the utility had planned to wait until the end of summer to see what kind of increase was needed. <\/p>\n<p>Even in that March 4 presentation, he declined to share a percentage estimate for a possible rate increase, instead <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/03\/mini-packet_City-Council-B-Session-_20260311190627234-1.pdf\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/03\/mini-packet_City-Council-B-Session-_20260311190627234-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">referring back to slides<\/a> referencing a budget gap that could grow or shrink in the coming months.<\/p>\n<p>In a letter to following up on the meeting, the council members thanked Jones for bringing the matter to their attention.<\/p>\n<p> \u201cWe do not believe in taking up formal conversations around rate increases until robust discussions are had with the community,\u201d they said.<\/p>\n<p>Mungia added that the council was looking at a long list of rate and fee increases for residents in the coming year, and didn\u2019t want to be blindsided by utility increases on top of that.<\/p>\n<p>As it stands, federal grants are uncertain, <a href=\"https:\/\/sanantonioreport.org\/saws-increase-utility-rates-san-antonio-city-council\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/saws-increase-utility-rates-san-antonio-city-council\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">SAWS is looking at a big rate increase<\/a> to pay for delayed maintenance, the council is considering raising residents\u2019 stormwater fee to fund drainage projects, and <a href=\"https:\/\/sanantonioreport.org\/san-antonio-tax-rate-increases-bond-election-project-marvel\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/san-antonio-tax-rate-increases-bond-election-project-marvel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a property tax increase could be needed<\/a> if they want to have money for both bond projects and downtown developments like Project Marvel.<\/p>\n<p>\u201cEvery time you look at something, it\u2019s a very incremental increase,\u201d Mungia said. \u201cBut we need to put them all together and look at the larger picture.\u201d<\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/cps-energy-holds-off-on-rate-increase-while-gearing-up-to-borrow-money\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/cps-energy-holds-off-on-rate-increase-while-gearing-up-to-borrow-money\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">CPS Energy has long projected<\/a> that a series of incremental rate increases would be necessary, potentially every other year until 2030 to help fund its long list of\u00a0<a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/02\/cps-energy-2026-capital-projects.png\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">capital projects<\/a>.
