Click here to watch<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The daughter who survived the crash tearfully testified before the Chicago City Council&#8217;s Finance Committee.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Kimberlyn Myers collapsed before she could finish her remarks.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;Today was a very emotional day for the Harrell family, particularly for Kimberlyn,&#8221; said Lance Northcutt, attorney for the Vaughn-Harrell family.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The attorneys for the city of Chicago did not comment after they testified before the Committee.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">They recommended alders approve a $27 million settlement for the family of Stacy Vaughn-Harrell.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In 2017, Vaughn-Harrell and her daughter were coming home from a dance recital.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">At the same time, Chicago police pulled over a white Kia SUV after a report of shots fired.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Attorneys for the Harrell family shared police body camera video of the incident, in which they contend, officers pursued a white Kia SUV without sirens. Then, the Kia hit the car with Vaughn-Harrell and her daughter, they said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Harrell later died of her injuries.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Myers, critically injured, climbed out of the window and fell to the ground as the officers stood by.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In a previous trial, the family was <a href=\"https:\/\/abc7chicago.com\/post\/chicago-police-chase-car-crash-stacy-vaughn-harrel-vaugh-harrell-killed\/13252902\/?userab=abcn_du_cat_topic_feature_holdout-474*variant_b_redesign-1939%2Cabcn_popular_reads_exp-527*variant_a_control-2200%2Cabcn_news_for_you_exp-528*variant_c_bptt-2205%2Cotv_web_content_rec-539*variant_c_trending-2268\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:awarded $10 million.;elm:context_link;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;awarded $10 million.&quot;}\" class=\"link \">awarded $10 million.<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But on appeal, a new trial was granted.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Lawyers for the city said there is new evidence. And, if the city does not settle, at a second trial the award could be over $100 million.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Finance Committee approved the settlement to move forward.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">&#8220;The loss they&#8217;ve experienced has continued.
