Waters was on patrol when he spotted a vehicle on the side of the road, dangerously close to traffic during a heavy rainstorm. After pulling over, he discovered a family with children in the back seat.Not only was their car not working, but neither were their cell phones. Concerned they would be hit by a vehicle traveling at highway speed in the rain, Waters used his bumper to push the SUV out of harm’s way.
