Kathy Hochul\u2019s \u201canti-congestion\u201d tolls.<\/p>\n<p>By year\u2019s end, he\u2019ll add 800 more zones to the existing 500 and <a href=\"https:\/\/nypost.com\/2026\/03\/17\/opinion\/mamdanis-15-mph-speed-limit-isnt-about-safety-its-another-money-grab\/\" rel=\"nofollow noopener\" target=\"_blank\">drop the limit from 20 or 25 miles-per-hour to a glacial 15 mph.<\/a><\/p>\n<p>And he means to have 2,300, all at 15 mph, by 2030.<\/p>\n<p>Each zone can include everything within a quarter-mile of a school.
