What would it take to change that?"},"content":{"rendered":"<p id=\"anchor-07864b\" class=\"body-graf\">Americans are furious about drug prices. The Trump administration\u2019s answer? A new website.<\/p>\n<p id=\"anchor-302411\" class=\"body-graf\">But <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/trumprx-launch-discount-drug-what-know-rcna257549\" target=\"_blank\" rel=\"nofollow noopener\">more than a month after its launch<\/a>, the site, TrumpRx.gov, remains small \u2014 offering discounts on just 54 prescription drugs. Many of those drugs already have cheaper generic versions or savings programs available elsewhere, and the discounts can\u2019t be used with insurance or count toward a deductible. Awareness of the site remains limited.<\/p>\n<p id=\"anchor-37fffb\" class=\"body-graf\">Whether TrumpRx actually lowers drug prices matters in ways that go beyond the success of the website itself. For President Donald Trump, it\u2019s tied to <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/aca-medicaid-medicare-health-care-expensive-some-cheaper-others-rcna249526\" target=\"_blank\" rel=\"nofollow noopener\">a broader push on health care costs<\/a> as the midterms approach. But for many Americans, <a href=\"https:\/\/www.nbcnews.com\/health\/health-care\/americans-ration-medicine-postpone-retirement-afford-health-care-gallu-rcna263008\" target=\"_blank\" rel=\"nofollow noopener\">the issue taps into something deeper <\/a>\u2014 years of frustration with a system they say feels stacked against them, where prices are hard to track and it\u2019s not always clear if they\u2019re getting a fair deal.<\/p>\n<p id=\"anchor-aa032c\" class=\"body-graf\">Health policy experts say that what the administration does next will determine whether <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/trump-announced-deals-drugmakers-cut-costs-will-people-money-rcna252371\" target=\"_blank\" rel=\"nofollow noopener\">TrumpRx remains just another option<\/a> or evolves into something that actually helps make prescription drug costs easier to navigate.  <\/p>\n<p id=\"anchor-aef75f\" class=\"body-graf\">\u201cThe idea isn\u2019t exactly new, but it does have sort of that Trump branding,\u201d said Audrey Kearney, a senior survey analyst at KFF, a nonpartisan health policy research group. \u201cIt\u2019s another option for consumers, and we\u2019ll kind of have to stay tuned to see if it\u2019ll make a real difference.\u201d<\/p>\n<p id=\"anchor-cafc69\" class=\"body-graf\">Kearney <a href=\"https:\/\/www.kff.org\/public-opinion\/public-views-on-prescription-drug-costs-regulation-affordability-and-trumprx\/\" rel=\"nofollow noopener\" target=\"_blank\">co-authored a survey<\/a> published last week by KFF that found that about a third of people who take prescription drugs said they had heard at least something about TrumpRx. Just 7% said they had visited the site to compare prices, rising to about 16% among people who take GLP-1 medications.<\/p>\n<p id=\"anchor-c21fc8\" class=\"body-graf\">Even the White House acknowledges the website is still in its early days. A White House official declined to say how many people have visited the site or how many drugs will be added this month.<\/p>\n<p id=\"anchor-12d816\" class=\"body-graf\">The official said IVF treatments and <a href=\"https:\/\/www.nbcnews.com\/now\/video\/drug-manufacturers-work-to-develop-the-next-wave-of-weight-loss-drugs-213564485755\" target=\"_blank\" rel=\"nofollow noopener\">GLP-1 weight loss drugs<\/a> have been among the most searched medications so far. The administration plans to add \u201ca larger batch\u201d of drugs to the platform soon, the official said, and hopes to work with Congress to codify some of the drug pricing deals into law as part of a broader health care plan.<\/p>\n<p id=\"anchor-16bcec\" class=\"body-graf\">\u201cWe don\u2019t see this as the end product,\u201d the official said. \u201cThe goal here is to pass the president\u2019s Great Healthcare Plan to codify these [Most Favored Nation] deals, so if people use insurance to buy these drugs, they can also access the savings.\u201d<\/p>\n<p id=\"anchor-bc05de\" class=\"body-graf\">There are no indications that Congress is taking up the legislation.<\/p>\n<p>What could TrumpRx do differently?<\/p>\n<p id=\"anchor-8a7a5c\" class=\"body-graf\">In practice, TrumpRx works like existing discount sites such as GoodRx or <a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/mark-cubans-act-drug-costs-tackling-insulin-rcna61807\" target=\"_blank\" rel=\"nofollow noopener\">Mark Cuban Cost Plus Drug Co.<\/a>, letting people compare cash prices for medications, but with fewer tools and less flexibility \u2014 and no way to buy directly through the site.<\/p>\n<p id=\"anchor-c331f9\" class=\"body-graf\">\u201cThe fascinating thing about TrumpRx is that it\u2019s being touted as this new, innovative thing, when in fact, it\u2019s kind of coalescing things that already existed,\u201d said Antonio Ciaccia, CEO of 46brooklyn, a nonprofit group that tracks prescription drug prices. <\/p>\n<p id=\"anchor-ec020d\" class=\"body-graf\">The site relies on GoodRx\u2019s pricing data and technology to power many of its listings, Ciaccia said: The coupon cards are processed through GoodRx\u2019s network, using the same BIN and PCN numbers \u2014 the codes pharmacies use to process drug discounts at the pharmacy counter.<\/p>\n<p id=\"anchor-73d688\" class=\"body-graf\">What TrumpRx needs most is scale, said Geoffrey Joyce, director of health policy at the University of Southern California Schaeffer Center for Health Policy &amp; Economics.<\/p>\n<p id=\"anchor-b82ebd\" class=\"body-graf\">Of the initial batch of drugs on the site, roughly half have generic versions that are often much cheaper, Joyce said. Those generics are also widely available through other discount sites or at local pharmacies. <\/p>\n<p id=\"anchor-996886\" class=\"body-graf\">\u201cIn its current form, it\u2019s of limited use to uninsured consumers,\u201d Joyce said. \u201cIf they got rid of all the ones that had generic equivalents, you\u2019re looking at a site with 22 drugs. And it\u2019s basically a roundup of the usual suspects. It\u2019s some IVF, some GLP-1s. It\u2019s not a broad scope.\u201d<\/p>\n<p id=\"anchor-436dd8\" class=\"body-graf\">\u201cFifty-four drugs out of thousands, just proportionally speaking, it\u2019s a very small segment of the population,\u201d Ciaccia said. <\/p>\n<p id=\"anchor-1c0f12\" class=\"body-graf\">Still, both Joyce and Ciaccia said TrumpRx has the potential \u2014 with the right investments \u2014 to go beyond existing discount sites.<\/p>\n<p id=\"anchor-c87ef5\" class=\"body-graf\">Ciaccia said the platform could play a bigger role for people with private or job-based insurance, where patients don\u2019t always have access to the lowest-cost drug.<\/p>\n<p id=\"anchor-d6885c\" class=\"body-graf\"><a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/house-lawmakers-slam-pharmacy-middlemen-sky-high-drug-prices-rcna163180\" target=\"_blank\" rel=\"nofollow noopener\">Pharmacy benefit managers<\/a>, who decide which drugs go on insurers\u2019 formularies, often favor higher priced brand name drugs to secure larger rebates, sometimes excluding lower cost generics \u2014 a practice that can drive up costs for patients.<\/p>\n<p id=\"anchor-973d19\" class=\"body-graf\">In those cases, patients could turn to a platform like TrumpRx to find a lower price brand name drug, even if their insurance favors that same medication at a higher cost.<\/p>\n<p id=\"anchor-04b607\" class=\"body-graf\">\u201cI think TrumpRx could be not a cure for the problems that exist today, but maybe it could supplant the system that we have,\u201d Ciaccia said. \u201cIf the discounts start to improve, there could be an option for employers who are already getting the short end of the stick on their benefit designs from PBMs.\u201d<\/p>\n<p id=\"anchor-b789a3\" class=\"body-graf\">Joyce also said the platform could become more useful by offering more transparency around drug prices, a focus of the Trump administration\u2019s health care agenda. <\/p>\n<p id=\"anchor-98312c\" class=\"body-graf\">He pointed to Cost Plus Drug Co. as a starting point, where users can see a breakdown of a drug\u2019s price, including the ingredient cost, markup and shipping.<\/p>\n<p id=\"anchor-5d6a61\" class=\"body-graf\">Currently, TrumpRx shows what people would pay compared with the drugmaker\u2019s list price. That comparison can be misleading, however, because insurance rarely pays that price and even people without insurance typically get discounts. <\/p>\n<p id=\"anchor-e65d2f\" class=\"body-graf\">Improving transparency could include showing how prices vary by pharmacy or region, how discounts are negotiated and how insurance compares with cash prices.<\/p>\n<p id=\"anchor-a606ee\" class=\"endmark body-graf\">\u201cIt\u2019s been the uninsured who have been getting screwed the most,\u201d Joyce said. \u201cThere are lower prices out there, and from an educational and informational perspective, I think that\u2019s valuable.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Americans are furious about drug prices.
