{"id":674476,"date":"2026-03-22T20:29:16","date_gmt":"2026-03-22T20:29:16","guid":{"rendered":"https:\/\/www.europesays.com\/us\/674476\/"},"modified":"2026-03-22T20:29:16","modified_gmt":"2026-03-22T20:29:16","slug":"warnings-hope-and-doubt-surround-fwisd-takeover-as-state-prepares-new-leadership","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/674476\/","title":{"rendered":"Warnings, hope and doubt surround FWISD takeover as state prepares new leadership"},"content":{"rendered":"<p class=\"&quot;byline&quot;\">by Jacob Sanchez, Fort Worth Report <br \/>March 22, 2026<\/p>\n<p>Researcher Domingo Morel discovered a trend as he examined <a href=\"https:\/\/fortworthreport.org\/2025\/10\/27\/heres-what-parents-need-to-know-about-the-state-takeover-of-fort-worth-isd\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">state takeovers<\/a> of schools across the nation.<\/p>\n<p>The state intervenes. <a href=\"https:\/\/fortworthreport.org\/2025\/09\/03\/did-a-state-takeover-improve-other-texas-schools-these-7-charts-give-insight\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Rapid academic gains follow<\/a>. But over time, student outcomes level off or decline.<\/p>\n<p>\u201cHouston is going to experience the same thing,\u201d Morel said during a March 18 panel at Texas A&amp;M University Law School. \u201cFort Worth \u2014 if this is the path that it goes on \u2014 will encounter the same thing.\u201d<\/p>\n<p>What will happen to Fort Worth ISD\u2019s nearly 68,000 students and whether the state\u2019s takeover helps them is the central concern from parents, teachers and business leaders as Texas Education Commissioner Mike Morath prepares to appoint a new superintendent and board of managers soon.<\/p>\n<p>Morath ordered the intervention in October over years of low academic performance and a campus that received five consecutive failing academic accountability grades under the Texas\u2019 school rating system.<\/p>\n<p>Interventions often include state-appointed officials replacing locally elected school board members and superintendents to make all calls on curriculum, campuses and cash. The installed leaders\u2019 goal is to bring significant \u2014 and quick \u2014 academic improvements for students that state officials say local leaders can\u2019t accomplish.<\/p>\n<p>On average, state takeovers <a href=\"https:\/\/www.brookings.edu\/articles\/do-state-takeovers-of-school-districts-work\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">do not lead to long-term, sustainable improvements<\/a> in math or reading, according to a study by the nonpartisan public policy group The Brookings Institution.\u00a0<\/p>\n<p>However, the researchers emphasized the results of a takeover do not affect all communities in the same way. They found academic reforms beneficial in majority Latino districts, which FWISD is, than in majority Black school systems.<\/p>\n<p>\u2018Make sure that the change is happening\u2019<\/p>\n<p>Business leaders see Fort Worth\u2019s takeover taking a different trajectory than the one Morel described.\u00a0<\/p>\n<p>Tom Harris, Frost Prioleau and Mike Coffey shared their observations from a two-hour tour of classes in a Houston elementary school during a late February discussion at Texas Wesleyan University. The Fort Worth Chamber of Commerce <a href=\"https:\/\/fortworthreport.org\/2025\/12\/18\/houstons-gains-offer-promise-for-fwisd-amid-takeover-fort-worth-chambers-say-after-visit\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">organized the early December visit<\/a>. Harris and Prioleau, as well as Coffey\u2019s wife, are <a href=\"https:\/\/fortworthreport.org\/2026\/02\/25\/these-180-people-seek-to-lead-fwisd-as-texas-takes-over-only-21-have-a-shot\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">seeking FWISD manager appointments<\/a>.<\/p>\n<p>They saw children engaged in a regimented learning environment where lessons are timed to the second, the men recalled. Instructional materials are prepared for teachers, they noted.\u00a0<\/p>\n<p>The strict regiment is paying off as more students attend A and B schools while Houston eliminated failing campuses, they added.\u00a0<\/p>\n<p>Harris credited the state-appointed leadership \u2014\u00a0Houston Superintendent Mike Miles, the managers and conservator \u2014 for the improvements. Fort Worth\u2019s new appointed leadership will play a similar role, he said.<\/p>\n<p>\u201cOur hope is that that hierarchy will make sure that the change is happening and that we achieve the mission of better academic performance as quickly as we can get there,&#8221; Harris said.\u00a0<\/p>\n<p>\u2018Real learning\u2019<\/p>\n<p>Samantha Stimson, an English teacher at O.D. Wyatt High School, said during the Texas A&amp;M panel that FWISD educators are already seeing Houston-inspired decisions take root in their classrooms.\u00a0<\/p>\n<p>One-size-fits-all, scripted lessons provided by Fort Worth administrators are supplanting the teacher autonomy that allows for individualized support for children, she said.<\/p>\n<p>The quick pacing of lessons means students with learning gaps, language barriers and lacking foundational skills are being left behind, Stimson said.<\/p>\n<p>\u201cThe system demands urgency but denies the conditions for real learning,\u201d Stimson said.<\/p>\n<p>FWISD has tried a scripted learning process before with previous superintendents shifting reading instruction from phonics to whole language and back, former Tarrant County Commissioner Roy Charles Brooks said.\u00a0<\/p>\n<p>The changes were intended to benefit children, but those improvements did not materialize in STAAR.<\/p>\n<p>\u201cThis should be about our children and not about the power games that adults play about who\u2019s going to be in control and how that control is going to be exercised,\u201d Brooks said.\u00a0<\/p>\n<p>Fort Worth ISD\u2019s stubbornly low academic performance is not a new phenomenon, said Trenace Dorsey-Hollins, executive director of parental advocacy group Parent Shield.\u00a0<\/p>\n<p>The district has underperformed for more than a decade, yet turnout in local trustee elections and candidate interest in running was low, she said. Dorsey-Hollins doesn\u2019t want to play the blame game. She wants results.<\/p>\n<p>Dorsey-Hollins pointed out that student performance has improved since <a href=\"https:\/\/fortworthreport.org\/2024\/10\/22\/interim-superintendent-plans-student-centered-reforms-to-turn-around-fort-worth-isd\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Superintendent Karen Molinar took charge<\/a>. However, Morath will appoint <a href=\"https:\/\/fortworthreport.org\/2026\/03\/05\/fort-worth-isd-superintendent-karen-molinar-wont-continue-under-state-takeover\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a new leader rather than retain Molinar<\/a>, a nearly 30-year veteran FWISD educator.<\/p>\n<p>\u201cAs a parent, we want to see our kids improve,\u201d she said. \u201cIt\u2019s not about the adults in the room \u2014 it\u2019s about the kids. We want to see growth for our kids, and we have not been seeing that in our current situation.\u201d<\/p>\n<p>The takeover should prompt parents to engage with Fort Worth ISD, Dorsey-Hollins said. But she reminded the audience that parents and the community must stay engaged long after the state relinquishes control back to locally elected trustees.<\/p>\n<p>\u201cWe\u2019re going to need passionate people who have been in the know, who know what\u2019s going on to apply for those seats,\u201d Dorsey-Hollins said. \u201cThis is how, as a community, we can make sure that we\u2019re staying engaged.
