{"id":69334,"date":"2025-07-17T07:41:12","date_gmt":"2025-07-17T07:41:12","guid":{"rendered":"https:\/\/www.europesays.com\/us\/69334\/"},"modified":"2025-07-17T07:41:12","modified_gmt":"2025-07-17T07:41:12","slug":"senate-works-overnight-in-bid-to-pass-trumps-doge-cuts-package-as-deadline-looms","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/69334\/","title":{"rendered":"Senate works overnight in bid to pass Trump\u2019s DOGE cuts package as deadline looms"},"content":{"rendered":"<p>      CNN<br \/>\n        \u00a0\u2014\u00a0<\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52lkom000v27p0datt8gy5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Senate worked overnight into the early hours of Thursday morning as it weighed whether to claw back $9 billion in federal funds already congressionally approved for foreign aid and public broadcasting programs as a deadline to act on the White House priority looms.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd65rp3k00043b6niu2th3id@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A \u201cvote-a-rama\u201d on the administration\u2019s request \u2013 known as a \u201crescission package\u201d on Capitol Hill \u2013 began Wednesday afternoon after senators narrowly cleared two procedural hurdles late Tuesday to move closer to a final vote. If passed, the GOP effort would effectively codify a small portion of the Department of Government Efficiency\u2019s spending cuts.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq00053b6nt729ecpa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Senate and House must pass the legislation by Friday, under an obscure presidential budget law used to circumvent the filibuster, or be forced to start over at a later date. It was not immediately clear when a final vote would take place, but it appeared poised Wednesday afternoon to pass with a potential tie-breaking vote from the vice president.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd67mbsk000p3b6nlilae3f8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The effort appeared to get a boost Tuesday when Senate Republicans signaled resolution on sticking points related to a key global health initiative and rural radio access. Despite that progress, three GOP senators joined Democrats in voting against the measure later that night, forcing party leadership to once again summon Vice President JD Vance to the Capitol to help advance it.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd66ugim000h3b6n3tagdkj4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sen. Lisa Murkowski, who along with top Senate appropriator Susan Collins and former Senate GOP Leader Mitch McConnell voted against the package Tuesday, defended her vote in the face of a threat from President Donald Trump to withhold support from any Republican who opposes the bill.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd67nynp00003b6nzs6kbxlm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Alaska Republican said she took the legislative power of the purse \u201cpersonally,\u201d adding, \u201cSo I\u2019m going to execute on it. The president can say what he\u2019s going to say, but that\u2019s fine. I\u2019m going to do what I\u2019m going to do.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd5b4kg000133b6n6g2nzzp6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Murkowski declined to say how she would vote after the marathon voting session on amendments.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd67y78h000q3b6nvmju2x4e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Unlike in other vote-a-ramas, the amendments offered to the rescissions package must be \u201cgermane\u201d to the bill, which limits the kinds of amendments lawmakers can offer. Still, the process allows Republicans to make changes to the legislation and provides Democrats an opportunity to force their Republican colleagues to vote on politically difficult issues.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq00063b6nwl56ysr2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among the changes Republicans are expected to make to the bill is the removal of a controversial $400 million cut that senators believed would impact the President\u2019s Emergency Plan for AIDS Relief, or PEPFAR.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq00083b6nit0a7uoi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Gavi, an organization focused on providing vaccinations for children around the world, would also not face cuts in the package, Senate Majority Leader John Thune told reporters. \u201cWe were reassured by the [White House Office of Management and Budget] director that would not be affected in this process,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq000a3b6nwmsexkee@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On another front, Sen. Mike Rounds announced he would back the measure after working out an agreement that would keep funds flowing to rural radio stations in his state of South Dakota, an issue he\u2019s been working for weeks to resolve.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq000b3b6nv3l94hek@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Rounds said of his negotiations<a href=\"https:\/\/x.com\/SenatorRounds\/status\/1945145431916233064\" target=\"_blank\" rel=\"nofollow\"> on X<\/a>: \u201cWe wanted to make sure tribal broadcast services in South Dakota continued to operate which provide potentially lifesaving emergency alerts,\u201d and said that he worked with the Trump administration to find \u201cmoney that could be reallocated to continue grants to tribal radio stations without interruption.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd67xq55000m3b6nt3oq5kyu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The OMB director projected confidence about the package, despite the expected changes to it.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd687sol00133b6n0ey52lfg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re fine with adjustments. We should be legislating. What we\u2019re getting now is a direction from the White House and being told, \u2018This is the priority. We want you to execute on it. We\u2019ll be back with you with another round,\u2019\u201d she said ahead of the procedural votes on the package. \u201cI don\u2019t accept that. I\u2019m going to be voting no.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd680k7n000u3b6netlr1e2p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Thune on Wednesday acknowledged concerns from the three Republican senators over how specific cuts would be carried out, saying they made a \u201cfair point.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6aqi1h001o3b6nbitrbgb2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThe administration needs to be more specific. I think that\u2019s a fair point. But this is an area of the law historically where it isn\u2019t as specific. In most cases, when it comes to the State Department, grant a good deal of flexibility about how to allocate some of the resources that Congress appropriates. But I don\u2019t disagree. I think that more specificity would be a good thing,\u201d the Republican leader said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd6aqi1h001p3b6nrnw6m5qv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Thune said despite the lack of details, he and most members of his conference felt like they had enough information to advance the bill that\u2019s expected to pass Wednesday or Thursday.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq000g3b6nmonm8pyo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since senators are planning to make changes to the bill, it is expected to have to return to the House for final passage \u2013 marking the second time this month the Senate GOP would be jamming the House on a Trump priority.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq000h3b6n4ijirclf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            House Speaker Mike Johnson earlier in the day encouraged the Senate to send the package back to his chamber \u201cas is\u201d due to the House Republicans\u2019 narrow majority.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd67xjbw000j3b6nj16itdis@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Louisiana Republican said he\u2019s urged the Senate \u201cas I always do, to please keep the product unamended, because we have a narrow margin and we got to pass it.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmd52miuq000i3b6ni8rmu17t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cWe\u2019re going to process whatever they send us, whenever they send us.
