{"id":69633,"date":"2025-07-17T10:20:10","date_gmt":"2025-07-17T10:20:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/69633\/"},"modified":"2025-07-17T10:20:10","modified_gmt":"2025-07-17T10:20:10","slug":"morning-report-south-county-dems-break-with-environmentalists","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/69633\/","title":{"rendered":"Morning Report: South County Dems Break with Environmentalists"},"content":{"rendered":"<p>South County Democrats are increasingly willing to go against environmentalists, writes our Jim Hinch.\u00a0<\/p>\n<p>Hinch points to a handful of South Bay leaders who have supported a range of policies, from dialing back the state\u2019s landmark Environmental Quality Act, or CEQA, to loosening emission regulations and taking on the state\u2019s powerful Coastal Commission.\u00a0<\/p>\n<p>The sea change in the South Bay shows how Democratic politicians are now being forced to choose between competing priorities: protecting the environment and stemming the state\u2019s cost-of-living crisis.<\/p>\n<p>Lawmakers in the South Bay \u2014 from Assemblymembers David Alvarez and LaShae Sharp-Collins to others \u2014 are starting to choose their constituents\u2019 wallets.\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>\u201cI come from an environmental justice community where we suffer from some of the highest levels of asthma and hospitalization rates suffering from air quality issues,\u201d Alvarez said. \u201c[But] people in communities I represent want to see housing opportunities for their kids\u2026They say, \u2018Where are my kids going to live?\u2019\u201d\u00a0<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2025\/07\/17\/rising-costs-drive-wedge-between-south-county-democrats-environmentalists\/\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Read the full story here.<\/strong><strong>\u00a0<\/strong><\/a><\/p>\n<p><strong>How Much to Park at Balboa Park<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/Balboa-Park_0008-1024x683.jpg\" alt=\"\" class=\"wp-image-749395\"  \/>Balboa Park on March 24, 2025. \/ Ariana Drehsler for Voice of San Diego<\/p>\n<p>Mayor Todd Gloria has released new details on the city\u2019s plan to charge Balboa Park visitors for parking.\u00a0<\/p>\n<p><strong>Here\u2019s what we know about the proposal:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li>The city would install parking meters on the following streets: Balboa Drive, Presidents Way, Quince Drive, Village Place, Juniper Street, Park Boulevard, El Prado, and Sixth Avenue. The rate for these would be $2.50 an hour.\u00a0<\/li>\n<li>A fee would also apply to the park\u2019s 12 off-street lots. The proposal mentions a fee tier system. (Details on the tier system are still TBD.)\u00a0<\/li>\n<li>San Diego residents would be eligible for a 50 percent discount off the highest-tier rate. The city plans to create an \u201caccount-based\u201d permit.\u00a0<\/li>\n<li>The city is working on a separate solution for park employees and volunteers.<\/li>\n<\/ul>\n<p>The City Council will hear the proposal at the end of July. If approved, the meters could be installed in fall 2025.\u00a0<\/p>\n<p><strong>North County Report: Del Mar Wants Its Zoning Power Back<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/1752747609_611_untitled-05090-1024x683.jpg\" alt=\"People walk near the ocean in Del Mar on Jan. 2, 2024.\" class=\"wp-image-727087\"  \/>People walk near the ocean in Del Mar on Jan. 2, 2024. \/ Photo by Ariana Drehsler <\/p>\n<p>Del Mar has joined the North County cities of Encinitas, Oceanside and San Marcos in endorsing a plan to bring land-use and zoning control back to cities, reports our Tigist Layne.\u00a0<\/p>\n<p>The four cities have endorsed a ballot measure called Our Neighborhood Voices which would change the state constitution by giving cities, rather than the state, the ultimate authority on where and how much housing can be built.\u00a0<\/p>\n<p>\u201cThe mayor and I truly believe in affordable housing,\u201d one councilmember said. \u201cWe\u2019re advocates for that, but we\u2019re also advocates of having accurate numbers and being able to maintain some of the things that are unique to this area\u2026 and that\u2019s our community character, and I think that\u2019s under assault as well.\u201d\u00a0<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2025\/07\/16\/north-county-report-del-mar-backs-effort-to-shift-housing-power-to-cities\/\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Read the full North County Report here<\/strong><strong>.\u00a0<\/strong><\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"2250\" height=\"1500\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/Recall-Newsom-Election-Day-Event-1.jpg\" alt=\"\" class=\"wp-image-694312\"  \/>Carl DeMaio speaks at a Recall Newsom event in Escondido on Sept. 14, 2021. \/ Photo by Adriana Heldiz<\/p>\n<p>Republican Assemblymember Carl DeMaio is once again promoting a proposed statewide ballot initiative, despite his habit of not submitting any signatures to have them actually qualify for the ballot.<\/p>\n<p>On Tuesday, DeMaio<a href=\"https:\/\/abcnews.go.com\/US\/wireStory\/california-republican-lawmakers-launch-campaign-require-voter-id-123808960\" rel=\"nofollow noopener\" target=\"_blank\"> launched<\/a> a new effort to get a statewide voter ID ballot initiative on the ballot in 2026. It would require the state to verify proof of citizenship when a person registers to vote, and voters would have to provide identification at the polls.\u00a0<\/p>\n<p>It\u2019s identical to a ballot initiative DeMaio promoted in 2023 and another one in 2021, but DeMaio submitted zero signatures for those ballot initiatives to the Secretary of State, automatically disqualifying them from election ballots.<\/p>\n<p>In fact, Voice of San Diego previously<a href=\"https:\/\/voiceofsandiego.org\/2024\/06\/14\/assembly-candidate-carl-demaio-keeps-failing-at-ballot-initiatives-on-purpose\/\" rel=\"nofollow noopener\" target=\"_blank\"> reported<\/a> that DeMaio has promoted but failed to deliver any signatures on five total ballot measures since 2015.\u00a0\u00a0<\/p>\n<p>DeMaio said it was part of a larger strategy to lay the groundwork for the initiative to qualify for the 2026 election ballot. Trash service had been interrupted in Chula Vista since last week, when unionized Republic Services employees walked off the job in solidarity with workers in Boston.
