Another Scottsdale City Council meeting \u2013 another parking garage petition.<\/p>\n
In making a March 24 presentation to City Council, Steve Sutton \u2013 leader of a group hoping to quash an Old Town parking garage \u2013 noted this was the fourth petition \u201con the subject of building a garage on top of the Parking Corral.\u201d<\/p>\n
This petition, he said, \u201chas 4,628 signatures of individuals telling you to stop\u201d building the garage.<\/p>\n
On the April 12 Scottsdale City Council agenda:<\/p>\n
\u201cAuthorize Contract No. 2026-048-COS \u2026 with Chasse Building Team for Bond Project 63 Brown Ave. Parking Structure.\u201d<\/p>\n
Scottsdale City Council first approved turning the modest First and Brown parking lot into a four-level garage in 2024. The project moved forward in 2025 \u2013 despite Mayor Lisa Borowsky\u2019s repeated, failed attempts to have the project delayed to find \u201ca better alternative.\u201d<\/p>\n
If City Council approves the contract, construction on the $20 million project is scheduled to begin this summer and be complete in about nine months, according to the city\u2019s project website.<\/p>\n
Sutton\u2019s latest petition:<\/p>\n
\u201cWe, the undersigned Scottsdale residents, petition the City Council to cancel plans to build a garage extension at the Brown Avenue Parking Corral. We are telling you:<\/p>\n
\u201cDo not move the Farmers Market from its current location to the inconvenient City Hall parking lot.<\/p>\n
\u201cDo not risk causing the Farmers Market to leave Scottsdale due to an insufficiently profitable location.<\/p>\n
\u201cDo not harm Old Tower businesses that benefit from sharing the Farmers Market\u2019s Customers.<\/p>\n
\u201cDo not degrade Historic Old Town\u2019s resident, visitor, and customer attracting charm and ambience.<\/p>\n
\u201cDo not disrespect the cultural significance of Old Adobe Mission, Scottsdale\u2019s oldest standing church.<\/p>\n
\u201cDo not damage Old Town business revenues with months of garage construction activity.<\/p>\n
\u201cDo not waste $15,000,000 to $20,000,000 on an unnecessary Parking Corral garage extension.\u201d<\/p>\n
A brief, lively debate followed Sutton\u2019s presentation.<\/p>\n
\u201cDo we vote to agendize to just cancel the project?\u201d Councilman Barry Graham pondered.<\/p>\n
Graham challenged many points, including that the City Hall parking lot would be \u201cinconvenient.\u201d<\/p>\n
\u201cWe\u2019re here to vote, not to dissect,\u201d Mayor Lisa Borowsky interrupted.<\/p>\n
Luis Santaella, the interim city attorney, said each council member has the opportunity to speak once on proposed petitions, but recommended focusing on the three options: 1. Direct<\/p>\n
the City Manager or responsible Charter Officer to agendize the petition for further discussion; 2. Direct the City Manager or responsible Charter Officer to investigate the matter and prepare a written response to the Council, with a copy to the petitioner; or 3. Take no action.<\/p>\n
\u201cI for one am in complete support of a parking study,\u201d stated Borowsky.<\/p>\n
\u201cI continue to support a parking study,\u201d Councilwoman Solange Whitehead added, asking to agendize the petition.<\/p>\n
\u201cI\u2019m going to second this \u2013 I\u2019d love to get this settled,\u201d Borowsky added.<\/p>\n
Councilman Adam Kwasman made an alternate motion for option 2, having City Manager Greg Caton give a written response. Though Borowsky, Whitehead and Maryann McAllen voted against it, Kwasman was joined in support by Graham, Jan Dubauskas and Kathy Littlefield.<\/p>\n
Though Sutton\u2019s parking plea did not make an agenda, as Borowsky and others hoped, it showed progress, avoiding the \u201ctake no action\u201d fate of previous petitions.<\/p>\n","protected":false},"excerpt":{"rendered":"Another Scottsdale City Council meeting \u2013 another parking garage petition.
