Every climate summit is crucial but <a href=\"https:\/\/www.theguardian.com\/environment\/cop30\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Cop30<\/a> is taking place during extremely challenging times.<\/p>\n<p class=\"dcr-16w5gq9\">The US has pulled out of the Paris agreement, under which the world\u2019s countries agreed to hold global temperature rises to \u201cwell below\u201d 2C above preindustrial levels while \u201cpursuing efforts\u201d to limit heating to 1.5C.<\/p>\n<p class=\"dcr-16w5gq9\">Israel has bombed Iran, one of the global oil superpowers, while the EU, one of the champions of climate action, has been beset on multiple fronts by member states and parties that want the bloc to row back on emissions rules and environmental regulations.<\/p>\n<p class=\"dcr-16w5gq9\">So we thought it was a good time to take a look at the world\u2019s biggest emitting countries, and their plans \u2013 constructive or otherwise \u2013 for addressing their carbon emissions. Some are autocracies, some democracies tumbling towards rightwing populism, some are straining to hold together a consensus on climate action. We will be profiling each of the top 10 emitters \u2013 according to <a href=\"https:\/\/globalcarbonbudget.org\/\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Global Carbon Budget<\/a> \u2013 over the coming months, in the run-up to Cop30.<\/p>\n<p class=\"dcr-16w5gq9\">To kick off the series, the Guardian\u2019s environment editor, Fiona Harvey, has interviewed some of the world\u2019s leading thinkers about how to negotiate with autocracies.
