As Houston ISD prepares to host another hiring event, its state-appointed board of managers authorized a reduction in the district’s workforce Thursday night after several local officials, teachers and parents asked the board to reconsider. <\/p>\n

The board’s action will allow HISD administrators to eliminate or reassign hundreds of employees across the district’s 23,000-person workforce, including both teaching and central office positions. Districts often use the measure as a way to manage staffing levels and balance budgets.<\/p>\n

The board’s agenda item did not name any specific positions or schools intended for layoffs or include a timeframe for when layoffs could occur. <\/p>\n

In a statement to Houston Public Media, an HISD spokesperson wrote, “Approval of this item provides schools and departments with flexibility to adjust staffing, implement program changes, reorganize teams, or address potential budget reductions if needed. It is important to note that this action does not direct or require any specific staffing reductions.”<\/p>\n

HISD officials did not answer questions about how many positions could ultimately be eliminated. <\/p>\n

If an administrator decides to cut positions for the upcoming school year, the names of those employees would be presented to the board in the future for approval.<\/p>\n

HISD has suffered steady enrollment declines for several years, costing the district millions in state funding. Internal documents shared with Houston Public Media last fall showed the district losing more students than it had anticipated<\/a> and that it’s experiencing the sharpest drop in enrollment since the 2021-2022 school year.<\/p>\n

According to a former superintendent of a neighboring district, roughly 80% of a district\u2019s costs can be allocated to personnel.<\/p>\n

HISD is still seeking new teachers<\/b><\/p>\n

The authorization of a reduction in force (RIF) comes as the district continues its recruiting efforts. So far this year, HISD has held 15 hiring events for a variety of positions and information sessions for teaching opportunities. Another hiring event is scheduled for this Saturday, April 11 \u2013 two days after the board approved a potential reduction. <\/p>\n

Elected trustee Maria Benzon criticized the district\u2019s conflicting moves. <\/p>\n

“If you RIF and recruit at the same time, the problem was never about the budget. It was about the people,” Benzon said. <\/p>\n

Under the Texas Education Agency’s takeover of the district, which began in 2023, Benzon and all other elected trustees are sidelined in place of an appointed board of managers. The elected trustees do not currently have voting power<\/a>.<\/p>\n

“So is the RIF a loyalty purge?” Benzon asked. “Is the RIF manufactured chaos to create confusion and instability so the public loses faith in public schools, making privatization and charter schools easier to sell?”<\/p>\n

A recent report from the University of Houston found rising teacher turnover<\/a> and an accelerated decline in experienced educators in HISD since the start of the takeover.<\/p>\n

Since the takeover of the district<\/a>, its number of first-year teachers has risen by nearly 65%, while the number of more experienced teachers, those with at least 2-5 years in the classroom, has risen by 12.5%.<\/p>\n

The report<\/a> showed teachers choosing to leave Houston ISD for jobs in neighboring districts like Fort Bend ISD, Katy ISD, Cy-Fair ISD and Spring Branch ISD.<\/p>\n

Newly elected Houston City Council member Alejandra Salinas<\/a> told the board the No. 1 issue she encountered on the campaign trail was complaints about how the HISD board of managers was operating.<\/p>\n

The city government has no authority over the school district. <\/p>\n

“We must ask why families are leaving and what it will take to rebuild trust,” Salinas said. “You shouldn\u2019t just make these decisions without input of community.”<\/p>\n","protected":false},"excerpt":{"rendered":"Pictured is the Houston ISD board of managers during a meeting in June 2025.
