Oceanside has awarded a $516,350 contract to Noble Consultants, Inc. of Irvine for engineering design services needed to repair the section of the Oceanside Municipal Pier that burned in April 2024.<\/p>\n
The documents are expected to be completed by September, and after that the project will be advertised for construction bids, according to a staff report submitted to the Oceanside City Council.<\/p>\n
Construction could begin as soon as April 2027, the report states. The damaged part is the widened portion known as the \u201chammerhead\u201d at the far end of the pier. That section has been closed to the public since the fire.<\/p>\n
\u201cDue to the marine environment, the required timber is a specialty material with a long procurement lead time,\u201d the report states. \u201cConstruction will proceed once regulatory permits are secured and the initial timber order is received.\u201d<\/p>\n
The City Council recently unanimously approved the engineering design contract without comment as part of the meeting\u2019s consent calendar.<\/p>\n
Money for the contract is available from the infrastructure reserves account of city\u2019s general fund, which has a balance of $30 million, the report states.<\/p>\n
\u201cThe infrastructure reserves account will be replenished from expected insurance reimbursements, except for any of the optional tasks the city decides to pursue as they are not warranted by the fire,\u201d it states.<\/p>\n
The city\u2019s losses in the fire are covered by an insurance program called PRISM (Public Risk Innovation, Solutions and Management). The restaurant tenant has their own private insurance that will cover that portion of the loss, city officials said.<\/p>\n
The most recent estimate of repairs provided by the city was $17 million, excluding the restaurant building formerly occupied by a Ruby\u2019s Diner and a separate kiosk, the Brine Box, that was selling take-out food when the fire occurred.<\/p>\n
Contractors removed the last remaining pieces of of the burned buildings and decking in February 2025.<\/p>\n
The final cost for the demolition, including permits and design, came to a little more than $1.9 million under a contract awarded to Jilk Heavy Construction, a 60-year-old company based in the Orange County town of Brea.<\/p>\n
The restaurant lessee is expected to rebuild, but so far no firm plans have been announced. That work, if and when it happens, could again limit access to the end of the pier.<\/p>\n
An investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives\u2019 Bomb and Arson Tracking System determined the fire to be accidental. The ATF report said an electrical source appeared likely, but did not specify the cause.<\/p>\n
\u201cIgnition sources that supported incendiary and natural fire cause classifications were eliminated,\u201d the ATF report said.<\/p>\n
\u201cIgnition sources underneath the pier and, more specifically, within the area of origin that could not be eliminated were exclusively electrical,\u201d it said. \u201cAs a result, the fire cause was classified as accidental.\u201d<\/p>\n
Oceanside has had a public pier since 1888.
