Each weekday, catch up on the 5 most pressing stories to start your morning in 3 minutes or less.  <\/p>\n<p>Undocumented and mixed status families are among those most hurt by <a class=\"Link\" href=\"https:\/\/laist.com\/news\/digital-divide-expensive-internet-access-get-online-la-county-wants-to-know\" data-cms-ai=\"0\" target=\"_blank\" rel=\"noopener\">digital inequities<\/a> and already struggle to connect online to resources and opportunities. But the ongoing <a class=\"Link\" href=\"https:\/\/laist.com\/tags\/immigration-enforcement-and-protests\" data-cms-ai=\"0\" target=\"_blank\" rel=\"noopener\">immigration enforcement<\/a> sweeps in Southern California can further push them away from internet access, advocates say.<\/p>\n<p>Immigrant communities are <a class=\"Link\" href=\"https:\/\/www.calfund.org\/wp-content\/uploads\/2023\/12\/Pricing-Disparities-Report.pdf\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">among the most affected<\/a> by digital inequities \u2014 either because of a lack of affordability, digital devices or local infrastructure that can sustain modern internet speeds.<\/p>\n<p>Advocates say the widening digital divide is severely limiting people\u2019s ability to prepare, access legal resources, connect with loved ones who have been detained, and stay informed about their rights.<\/p>\n<p>\u201cYou&#8217;re going to see a disproportionate impact on those communities in terms of access to information, critical minute-by-minute,\u201d said Cristal Mojica, a digital equity expert at Michelson Center for Public Policy.<\/p>\n<p>That&#8217;s. because most resources are housed online, Mojica said.<\/p>\n<p>\u201cIt&#8217;s a huge challenge in a situation that&#8217;s already really isolating for these communities,\u201d she said. \u201cThose community members are having to stay home because they&#8217;re afraid, whether they are documented or not.\u201d<\/p>\n<p>How did we get here?<\/p>\n<p>Along with a lack of devices and infrastructure, the biggest barrier to reliable connectivity is affordability.<\/p>\n<p>Natalie Gonzalez, deputy director of the California Community Foundation&#8217;s Digital Equity Initiative, said some internet bills cost at least $200 per month for some families.<\/p>\n<p>The <a class=\"Link\" href=\"https:\/\/www.ppic.org\/blog\/the-end-of-affordable-connectivity\/\" target=\"_blank\" data-cms-ai=\"0\" rel=\"noopener\">Affordable Connectivity Program<\/a>, a federal subsidy program that helped connect low-income residents to the internet, expired last year. Without it, Mojica said, there are no longer programs to support low-income families with their internet subscriptions.<\/p>\n<p>The program\u2019s end forced families to make \u201ctough decisions around whether they could continue to afford the internet plans that they had signed up for,\u201d Mojica said.<\/p>\n<p>Now, family members are choosing to stay home from work for fear of federal immigration enforcement, Gonzalez said.<\/p>\n<p>\u201cIt&#8217;s really tough,\u201d Gonzalez said. \u201cI heard a few parents share that they&#8217;re trying to figure out where to cut costs, and unfortunately, the internet is sometimes on that list.\u201d<\/p>\n<p>Other resources for free digital access, like public libraries, are also further out of reach.<\/p>\n<p>Mojia said these places for secondary resources no longer feel safe for undocumented and mixed-status families.<\/p>\n<p>\u201cThis digital sanctuary is no longer accessible to people, so it&#8217;s just another element to this broader challenge,\u201d she said.<\/p>\n<p>Reaching disconnected residents<\/p>\n<p>    <img decoding=\"async\" class=\"Image\" alt=\"A screenshot shows a gray text message bubble that says immigration enforcement was reportedly seen at MacArthur Park and reminding residents of their rights. \" data-image-size=\"articleImage\"  width=\"792\" height=\"1714\" src=\"https:\/\/scpr.brightspotcdn.com\/dims4\/default\/1c05436\/2147483647\/strip\/true\/crop\/1284x2778+0+0\/resize\/792x1714!\/quality\/90\/?url=http%3A%2F%2Fscpr-brightspot.s3.us-west-2.amazonaws.com%2F99%2Fcc%2F4c3bbbb045769b4bb9ab2ef3ff74%2Ffile.jpg\" loading=\"lazy\" bad-src=\"data:image\/svg+xml;base64,PHN2ZyB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciIHZlcnNpb249IjEuMSIgaGVpZ2h0PSIxNzE0cHgiIHdpZHRoPSI3OTJweCI+PC9zdmc+\"\/><\/p>\n<p> Councilmember Eunissess Hernandez&#8217;s office has sent messages to residents reminding them of their legal rights amid ICE enforcement reports.<\/p>\n<p>L.A. Councilmember Eunisses Hernandez\u2019s office has used text message bursts to inform members of her district of local ICE enforcement and of their rights.<\/p>\n<p>Hernandez said the text service was initially meant to help with city services, but didn\u2019t expect to use it for immigration alerts.<\/p>\n<p>The city attorney approved the message language, Hernandez said.<\/p>\n<p>\u201cIn no way are we trying to obstruct federal immigration enforcement, but we do have a responsibility as a city to make sure that our constituents know their rights,\u201d Hernandez said.<\/p>\n<p>The program was designed as a way to reach renters, Hernandez added, especially those in the south of her district, where some homes don\u2019t have reliable internet.<\/p>\n<p>Digital equity has been at the forefront of her mind since the pandemic, she added.<\/p>\n<p>\u201cI&#8217;ve been having conversations with our bureau of street lighting to see what are the possibilities of being able to have Wi-Fi be released from our lighting system. We&#8217;re working with our rec and parks department to bring Wi-Fi to MacArthur Park,\u201d Hernandez said. \u201cI&#8217;m looking to the advocates for guidance on this, so that we can work together on it.\u201d<\/p>\n<p>Mojica said local and state leaders can directly improve connectivity by pushing policies that help more people reach the internet.<\/p>\n<p>\u201cPassing good policy that is actually going to address why folks do not have this access. (It) is clearly making a devastating situation even more difficult or unnavigable for so many families in California,\u201d she said. \u201cThe challenge is not just devices, and it&#8217;s not just affordability.
