{"id":74710,"date":"2025-07-19T06:38:09","date_gmt":"2025-07-19T06:38:09","guid":{"rendered":"https:\/\/www.europesays.com\/us\/74710\/"},"modified":"2025-07-19T06:38:09","modified_gmt":"2025-07-19T06:38:09","slug":"what-to-know-about-texas-response-to-deadly-floods","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/74710\/","title":{"rendered":"What to know about Texas&#8217; response to deadly floods"},"content":{"rendered":"<p>AUSTIN, Texas (AP) \u2014 The <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/texas-floods-kerrville-texas-volunteers-comfort-fema-34202b136b95ab6bf456c57855a1af9c\" rel=\"nofollow noopener\" target=\"_blank\">search for victims<\/a> of deadly flooding in Texas Hill Country is headed into its third week as officials try to pin down exactly how many people remain missing and lawmakers prepare to discuss authorities\u2019 initial response and providing better warning systems.<\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/flash-floods-texas-hill-country-hydrology-51901309407b21b65cbbc6c04206f627\" rel=\"nofollow noopener\" target=\"_blank\">Flash floods<\/a> killed at least 135 people in Texas over the Fourth of July holiday weekend, with most deaths along the Guadalupe River in Kerr County, about 60 miles (100 kilometers) northwest of San Antonio. The Hill Country is naturally prone to flash flooding because its dry, dirt-packed soil cannot soak up heavy rain.<\/p>\n<p>The Texas Legislature is scheduled to convene Monday for a special session. Gov. Greg Abbott initially called lawmakers back to the Texas State Capitol in Austin <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/texas-governor-thc-ban-veto-6473255586b7170330de6b18014ba7e0\" rel=\"nofollow noopener\" target=\"_blank\">for other reasons,<\/a> but he and legislative leaders have added flooding-related issues to the agenda. <\/p>\n<p>How many people remain missing?<\/p>\n<p>State officials had been saying about 160 people were unaccounted for after the flooding in Kerr County alone, but they now say about 100 remain missing in Kerr and other counties.<\/p>\n<p>Kerr County officials said the number of missing people decreased as victims were recovered, contact was made with people who were found safe, and some reports were found to be unsubstantiated or falsified. Also, they said, the missing list fluctuates as reports come into a hotline.<\/p>\n<p>The floods laid waste to the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/texas-floods-camp-mystic-8b5de175602daabaabe2f3ef425e5bf1\" rel=\"nofollow noopener\" target=\"_blank\">Hill Country.<\/a> Vacation cabins, youth camps campgrounds fill the riverbanks and hills of Kerr County, and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/texas-flooding-girls-missing-camp-mystic-395992e236e35c4486f9a6a97eed7704\" rel=\"nofollow noopener\" target=\"_blank\">Camp Mystic,<\/a> a century-old Christian summer camp for girls in a low-lying area along the Guadalupe. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/camp-mystic-floods-state-inspection-ef17d51dc7868fa9cc5c3076c31ed98a\" rel=\"nofollow noopener\" target=\"_blank\">At least 27<\/a> of its campers and counselors died. <\/p>\n<p>The flooding expands lawmakers\u2019 agenda<\/p>\n<p>Abbott called the special session hoping legislators would pass a measure to regulate a booming business in THC products after he vetoed a bill that would have banned them. And since the flooding, President Donald Trump has told the Republicans who control state government <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-congress-house-republicans-texas-redistricting-d18e8280a32872d9eefcbb26f66a0331\" rel=\"nofollow noopener\" target=\"_blank\">to redraw congressional districts<\/a> to help the GOP\u2019s chances of retaining a U.S. House majority in next year\u2019s midterm elections. <\/p>\n<p>Abbott said lawmakers would also review authorities\u2019 handling of the flooding and consider improving warning systems for Hill Country residents. Kerr County does not have a warning system because state and local agencies <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/texas-floods-camp-warning-system-not-funded-0845df62390b9623331ba4a030c5fc7d\" rel=\"nofollow noopener\" target=\"_blank\">missed opportunities<\/a> over the past decade to finance one. <\/p>\n<p>Trump and Abbott have pushed back aggressively against <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/texas-floods-kerr-county-warnings-31c4e493e9f1b6d0406df310e74d3f98\" rel=\"nofollow noopener\" target=\"_blank\">questions about how well<\/a> local authorities responded to forecasts of heavy rain and the first reports of flash flooding. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-texas-floods-fema-phase-out-b77d9681d2d39f8c201351b54ecf944f\" rel=\"nofollow noopener\" target=\"_blank\">The president called<\/a> a reporter \u201cevil\u201d for raising such issues and said he thought \u201ceveryone did an incredible job under the circumstances.\u201d Abbott dismissed a question about who was to blame for the deaths as \u201cthe word choice of losers\u201d and used an analogy that began: \u201cEvery football team makes mistakes.\u201d<\/p>\n<p>\u201cThe way winners talk is not to point fingers,\u201d he concluded.<\/p>\n<p>Lawmakers plan to visit the hardest-hit county<\/p>\n<p>Abbott has designated bills dealing with early warning systems and emergency communications as priorities for the Legislature\u2019s special session, scheduled to last 30 days. <\/p>\n<p>The House and Senate have formed special committees on flooding and disaster preparedness, and they\u2019re planning a July 31 visit to Kerrville, the seat of hardest-hit Kerr County, to hear comments from residents.<\/p>\n<p>The committees are scheduled to begin with a joint hearing Wednesday to consider the state\u2019s response to the fatal floods; planning for floods; infrastructure for managing floods; and communications among first responders. <\/p>\n<p>One bill already introduced by Republican Rep. Don McLaughlin would require the state\u2019s top public health official to set building standards for youth camps in 100-year floodplains \u2014 which FEMA defines as a high-risk area with a 1% chance of flooding in any given year.<\/p>\n<p>During a recent news conference, Republican state Rep. Drew Darby, a member of the House\u2019s committee, said lawmakers cannot bring back flood victims or undo the flooding.<\/p>\n<p>\u201cBut what we can do is learn from it,\u201d he said. <\/p>\n<p>___<\/p>\n<p>Hanna reported from Topeka, Kansas.
