{"id":750691,"date":"2026-04-24T21:21:18","date_gmt":"2026-04-24T21:21:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/750691\/"},"modified":"2026-04-24T21:21:18","modified_gmt":"2026-04-24T21:21:18","slug":"houston-isd-leaders-present-first-drafts-of-fy-2026-27-budget","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/750691\/","title":{"rendered":"Houston ISD leaders present first drafts of FY 2026-27 budget"},"content":{"rendered":"<p>\t\t\t\t\t\t\tEarly drafts of <a href=\"https:\/\/www.houstonisd.org\/\" rel=\"nofollow noopener\" target=\"_blank\">Houston ISD<\/a>\u2019s fiscal year <a href=\"https:\/\/www.houstonisd.org\/our-district\/budget-financial-planning\" rel=\"nofollow noopener\" target=\"_blank\">2026-27 budget<\/a> feature $46.8 million in spending cuts as the district faces about $50 million in lost revenue due to roughly 4,000 expected student enrollment losses.<\/p>\n<p><strong>The projections<\/strong><\/p>\n<p>HISD\u2019s draft FY 2026-27 budget estimates a roughly $33.5 million shortfall between funding and expenses in the district\u2019s general fund budget, according to Superintendent Mike Miles\u2019 <a href=\"https:\/\/www.youtube.com\/watch?v=0poUJMpMF10\" rel=\"nofollow noopener\" target=\"_blank\">April 23 budget workshop presentation<\/a>. The draft general fund budget boasts about $2.019 billion in revenue and about $2.052 billion in expenditures.<\/p>\n<p>According to Miles\u2019 presentation, other highlights of the FY 2026-27 draft budget include approximately:<\/p>\n<ul>\n<li><strong>$98 million<\/strong> in cuts to expenses, but <strong>$51.3 million<\/strong> in increases to expenses<\/li>\n<li><strong>$35 million<\/strong> in central office cuts<\/li>\n<li><strong>$15 million<\/strong> in salary increases for central office employees<\/li>\n<li><strong>$15 million<\/strong> saved due to <a href=\"https:\/\/communityimpact.com\/houston\/heights-river-oaks-montrose\/education\/2026\/02\/27\/houston-isd-to-close-12-schools-in-june\/\" rel=\"nofollow noopener\" target=\"_blank\">school consolidations<\/a><\/li>\n<\/ul>\n<p>Campus budgets for FY 2026-27 will not be allowed to be cut by more than 1% or increase by more than 4% compared to the FY 2025-26 budgets, Miles said.<\/p>\n<p>\u201cWe have to make tough decisions, and I know that&#8217;s hard on people, but I appreciate those tough decisions being made,\u201d <a href=\"https:\/\/www.houstonisd.org\/board-governance\/our-board\" rel=\"nofollow noopener\" target=\"_blank\">board of managers President Ric Campo<\/a> said.<\/p>\n<p><strong>Offering input<\/strong><\/p>\n<p>During the April 23 meeting, <a href=\"https:\/\/www.houstonisd.org\/board-governance\/trustees\" rel=\"nofollow noopener\" target=\"_blank\">elected trustee Michael McDonough<\/a> said he is concerned about the 4% cap being given to campuses for their FY 2026-27 budgets.<\/p>\n<p>\u201cThat means a school that legitimately earns a 5%, 6%, 7% increase\u2014and that could be by serving more high-need students, growing enrollment and or improving attendance\u2014will still be limited to 4%,\u201d McDonough said. \u201cRegardless of how dutifully the campus leader approached that work, there is an artificial cap on how many dollars they will get in the coming year. This cap is not a state requirement. It&#8217;s a local decision, and in effect, it tells campus leaders: \u2018You did the work, you generated the funding, but you don&#8217;t get to keep it.\u2019\u201d<\/p>\n<p><strong>What\u2019s new<\/strong><\/p>\n<p>In the 2026-27 budget, HISD leaders plan to allocate $500 per student to <a href=\"https:\/\/communityimpact.com\/houston\/heights-river-oaks-montrose\/education\/2025\/08\/08\/a-tale-of-two-districts-houston-isd-state-takeover-still-divisive-despite-student-gains\/\" rel=\"nofollow noopener\" target=\"_blank\">New Education System campuses<\/a> and special focus schools, Miles said. HISD has used a NES model at 130 low-performing campuses since officials appointed by the Texas Education Agency took over the district in 2023, as previously reported by Community Impact.<\/p>\n<p>\u201cIf we&#8217;re going to have a Magnet subsidy, which we should, and support our Magnet programs, we also should have an academic need subsidy, because your most effective teachers, your highest-paid teachers and your resources should be prioritized or skewed towards the schools that are struggling the most or the students that are struggling the most,\u201d Miles said April 23.<\/p>\n<p><strong>In case you missed it<\/strong><\/p>\n<p><a href=\"https:\/\/communityimpact.com\/houston\/bellaire-meyerland-west-university\/education\/2025\/06\/13\/houston-isd-adopts-21b-budget-for-fy-2025-26-as-board-welcomes-new-members\/\" rel=\"nofollow noopener\" target=\"_blank\">On June 12<\/a>, HISD\u2019s board of managers adopted a roughly $2.12 billion budget for FY 2025-26 that slashed spending by roughly $54 million, or about 2.5%, compared to the district\u2019s FY 2024-25 budget, as previously reported. The FY 2025-26 budget contained a roughly $39.9 million shortfall when adopted, while the FY 2024-25 budget held a nearly $528 million budget shortfall.<\/p>\n<p>The FY 2025-26 budget no longer has a shortfall as of March 18, a spokesperson for HISD\u2019s press office said, via email.<\/p>\n<p>On April 9, HISD administrators and campus leaders <a href=\"https:\/\/communityimpact.com\/houston\/heights-river-oaks-montrose\/education\/2026\/04\/10\/houston-isd-leaders-granted-power-to-consider-teacher-staff-cuts-for-2026-27-school-year\/\" rel=\"nofollow noopener\" target=\"_blank\">were granted authority<\/a> to consider cutting or reorganizing teachers and other employee positions for the 2026-27 school year, as previously reported.<\/p>\n<p><strong>Stay tuned<\/strong><\/p>\n<p>A second HISD FY 2026-27 budget workshop is scheduled for May 20, according to Miles\u2019 presentation.
