Andrew Cuomo&#8217;s decision to re-enter the race for New York City Mayor after his <a href=\"https:\/\/time.com\/7299335\/zohran-mamdani-nyc-democratic-mayoral-primary\/\" rel=\"nofollow noopener\" target=\"_blank\">decisive defeat in the Democratic primary<\/a> in June has prompted plenty of discussion. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo, who conceded the race to progressive newcomer <a href=\"https:\/\/time.com\/7301271\/zohran-mamdani-muslim-islamophobia-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">Zohran Mamdani<\/a> of the Democratic Party, announced his return via a video statement on July 14, during which he shared he will now run as an Independent.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cI am in it to win it,\u201d <a href=\"https:\/\/www.instagram.com\/reel\/DMGTNs_seQw\/\" rel=\"nofollow noopener\" target=\"_blank\">Cuomo said<\/a>. \u201cOnly 13% of New Yorkers voted in the June primary. The general election is in November, and I am in it to win it. My opponent, Mr. Mamdani, offers slick slogans, but no real solutions.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani <a href=\"https:\/\/x.com\/ZohranKMamdani\/status\/1944832025652871492\" rel=\"nofollow\">responded<\/a> to Cuomo\u2019s video by commenting directly underneath it with a link to donate money to <a href=\"https:\/\/contribute.nycvotes.org\/campaigns\/zohranmamdani\/contributions\/new\" rel=\"nofollow noopener\" target=\"_blank\">his own campaign<\/a>. As of Saturday morning, Mamdani\u2019s X response has over 180,000 likes, while Cuomo\u2019s original post has just 5.5k.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Experts have queried if Cuomo has learned from the mistakes of his Democratic primary campaign and whether he can overcome the roadblocks facing him in order to stand a solid chance in the November election. <\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">If Cuomo is to have a fighting chance, Boris Heersink, a political science professor at Fordham University, says he\u2019ll have to find a new narrative for his campaign, decide the key issues upon which he wants to build his platform, and somehow fight back against the campaigns of Mamdani, Republican Curtis Sliwa, and current Mayor Eric Adams, who is also<a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/03\/eric-adams-mayor-election-independent\" rel=\"nofollow noopener\" target=\"_blank\"> running as an Independent<\/a>. Now, Cuomo will need to garner new support. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Here is what experts say Cuomo\u2019s major roadblocks will be as he attempts to run a successful mayoral campaign. <\/p>\n<p>Campaigning amid the backdrop of previous sexual harassment allegations\u00a0<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo re-entering this race comes four years after he <a href=\"https:\/\/www.theguardian.com\/us-news\/2021\/aug\/10\/andrew-cuomo-resigns-sexual-harassment-intimidation\" rel=\"nofollow noopener\" target=\"_blank\">resigned as Governor of New York<\/a> after a report from the state Attorney General <a href=\"https:\/\/time.com\/5943169\/andrew-cuomo-sexual-harrassment-allegations\/\" rel=\"nofollow noopener\" target=\"_blank\">accused Cuomo of sexually harassing<\/a> at least 11 women, most of whom had worked for him. The allegations ranged from groping and kissing to remarks about the women&#8217;s appearances and sex lives.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo <a href=\"https:\/\/www.theguardian.com\/us-news\/2021\/aug\/04\/andrew-cuomo-denial-sexual-assault-survivors\" rel=\"nofollow noopener\" target=\"_blank\">denied the allegations<\/a>. He then <a href=\"https:\/\/youtu.be\/Aw_gDIrbdug?t=59\" rel=\"nofollow noopener\" target=\"_blank\">went on to acknowledge<\/a> that he &#8220;acted in a way that made people feel uncomfortable.&#8221; He said it was &#8220;unintentional&#8221; and that he &#8220;truly and deeply apologised&#8221; over it. &#8220;I feel awful about it and, frankly, I am embarrassed by it,&#8221; he said in a video statement, before doubling down on his statement that he &#8220;never touched anyone inappropriately.&#8221;<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">On Friday, July 19, the state of New York <a href=\"https:\/\/www.nytimes.com\/2025\/07\/18\/nyregion\/brittany-commisso-andrew-cuomo-settlement.html\" rel=\"nofollow noopener\" target=\"_blank\">agreed to pay $450,000 to settle a lawsuit <\/a>from Brittany Commisso, an ex-aide of Cuomo&#8217;s who alleged he had sexually harassed and groped her while he was in office. <\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">In a statement, Commisso&#8217;s lawyers referred to the settlement as \u201ca complete vindication of her claims\u201d and said that Commisso is &#8220;glad to be able to move forward with her life.&#8221; In response, lawyers for Cuomo said: \u201cThe settlement is not a vindication, it is capitulation to avoid the truth,&#8221; and once again referred to the allegations as &#8220;false.&#8221;<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Heersink says that Cuomo has not addressed the allegations in his newly-relaunched mayoral campaign.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">&#8220;It&#8217;s clearly not going to go away. If he&#8217;s actually going to be actively out there campaigning, it&#8217;s actually going to come up quite a lot in setups that he can&#8217;t control,\u201d Heersink says. \u201cIt&#8217;s a reason for a lot of people to never vote for Cuomo, [and] there&#8217;s a decent number of people that I think are at least uncomfortable with it.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo has also come under fire over his <a href=\"https:\/\/www.nytimes.com\/2025\/06\/04\/nyregion\/andrew-cuomo-nursing-homes-deaths.html\" rel=\"nofollow noopener\" target=\"_blank\">handling of the COVID-19 pandemic<\/a> during his time as New York Governor and the testimony he gave in regards to the high number of deaths reported in nursing homes during that time.<\/p>\n<p>Cuomo can\u2019t have tunnel vision. He must not only defeat Mamdani, but Adams and Sliwa too<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">If Cuomo, Adams, and Sliwa split the non-Mamdani vote, Mamdani will \u201ccertainly\u201d win, Heersink says, arguing that Cuomo needs to convince all those who say they are supporting Adams or Sliwa \u201cto transfer their support to him, so that he can prevent Mamdani from winning the election.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">In order to do that, Heersink says Cuomo will need to posit Mamdani as a \u201creal threat,\u201d but this could admittedly descend into a \u201cnegative\u201d campaign, something he may be keen to avoid. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">In an <a href=\"https:\/\/nymag.com\/intelligencer\/article\/nyc-mayor-race-andrew-cuomo-on-rematch-with-zohran-mamdani.html\" rel=\"nofollow noopener\" target=\"_blank\">interview with the New York Magazine<\/a>, published earlier this week, Cuomo appeared to be on board, at least partly, with a renewed approach, admitting that this time around he needs to be \u201caggressive across the board.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">For Laura Tamman, a professor of political science at Pace University, the issue is that Mamdani has often done better with someone to villainize against.<strong> <\/strong>So Cuomo\u2019s efforts on that front could end up backfiring. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cCuomo is a good person for Mamdani to excite people against,\u201d she says. \u201cIt&#8217;s helpful for fundraising. Blue\u2014Bloomberg <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Tamman echoes Heersink\u2019s argument that Cuomo will need to consolidate all of the non-Democrat voters, as well as a \u201chealthy number\u201d of people who are registered as Democrats, in order to claim victory in November. <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">It\u2019s because of this that Brian Arbour, associate professor of political science at the John Jay College of Criminal Justice, argues that partisanship will be Cuomo\u2019s enemy.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cIt\u2019s a partisan election, and you somehow have to get Democrats not to vote for the Democrat,\u201d he says.\u00a0<\/p>\n<p>Cuomo can\u2019t undervalue the importance of likeability <\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo does not have the \u201cwinner vibe\u201d around him right now, experts tell TIME, so he will need to find a \u201cpositive reason\u201d for people to rally behind him, rather than just a \u201cnegative reason\u201d to not vote for the other candidates.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo, in his latest campaign video and interviews, is seemingly trying to come across as more approachable, experts argue, with Heersink saying it perhaps shows that he has \u201clearned something\u201d from the Democratic primary upset.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cThe approach that he [Cuomo] took in the Democratic primary was, essentially, \u2018I&#8217;m gonna win this thing so I don&#8217;t actually have to talk to you,&#8217;\u201d says Heersink. \u201cIn the primary, he barely campaigned\u2014he was a candidate, but most of the actual campaigning on his behalf was being done by his Super PAC.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Cuomo could be seen shaking the hands of New Yorkers on the street, visiting subway stations, and engaging in more community-driven activities as he announced his re-entry to the race.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">But Camille Rivera, a political campaign strategist at New Deals Strategies, remains unconvinced this approach will resonate with voters after the primary.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">She argues that \u201cnot being available for people or press doesn\u2019t work in New York City\u201d and that it could feel \u201cdisingenuous\u201d and \u201coffensive to voters\u201d to start now.<\/p>\n<p><img decoding=\"async\" alt=\"2025 New York City St. Patrick's Day Parade\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/GettyImages-2205616380.jpg\" class=\"absolute size-full inset-0 object-cover\"\/>Curtis Sliwa attends the St. Patrick&#8217;s Day Parade on March 17, 2025, in New York City.  Slaven Vlasic\u2014Getty ImagesFinding an issue to galvanize voters around<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Mamdani\u2019s success, in part, stems from his centering of the issue of <a href=\"https:\/\/time.com\/7299525\/zohran-mamdani-new-york-city-housing-crisis-plan\/\" rel=\"nofollow noopener\" target=\"_blank\">affordability<\/a>, and the popularity of his calls to \u201cfreeze the rent,\u201d make buses free, and provide free childcare in the city. Heersink says that Cuomo will need to find an equally compelling issue of his own to galvanize voters around.<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cI think if you were to ask people what are the policies that Cuomo ran on in the Democratic primary, they would have a tough time summarizing that,\u201d he says. \u201cTo be fair, I think that&#8217;s a criticism you can make of lots of candidates in the Democratic primary.\u201d<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Yet, Mamdani differentiated himself in this sense, making sure that his policies stood out.\u00a0<\/p>\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">When discussing his re-entry to the race, Cuomo told New York Magazine that combatting crime will be a core focus of his platform.<\/p>\n<p class=\"rich-text self-baseline font-graphik text-body-large text-black-coffee mb-0 focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">\u201cWe either stop the crime, stop the exodus, or we pivot now and start to bring the city back,\u201d he said. \u201cBut I believe it\u2019s A or B. You continue the decline and we have real trouble. Or we take a different path to start to make some changes.
