{"id":760854,"date":"2026-04-29T07:48:18","date_gmt":"2026-04-29T07:48:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/760854\/"},"modified":"2026-04-29T07:48:18","modified_gmt":"2026-04-29T07:48:18","slug":"mental-health-facility-expansion-moving-forward-as-ogdensburg-lawmakers-reject-moratorium","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/760854\/","title":{"rendered":"Mental health facility expansion moving forward as Ogdensburg lawmakers reject moratorium"},"content":{"rendered":"<p class=\"text | article-text\">OGDENSBURG, New York (WWNY) &#8211; A mental health facility in Ogdensburg will move forward with expansion plans after city lawmakers rejected a proposed moratorium on new multi-dwelling units Monday night.<\/p>\n<p class=\"text | article-text\">The council voted 5-2 against the moratorium, which would have put a 12-month pause on application approvals for new multi-dwelling units.<\/p>\n<p class=\"text | article-text\">The decision allows Step by Step to proceed with two housing projects that would have been put in jeopardy.<\/p>\n<p class=\"text | article-text\">\u201cWe\u2019re just excited that we could continue to move forward,\u201d said David Bayne, executive director of Step by Step.<\/p>\n<p>Expansion plans<\/p>\n<p class=\"text | article-text\">One of the Step by Step projects includes purchasing and razing a corner of the former Ogdensburg Mall. Two new buildings would support short and long-term treatment for those diagnosed with mental health illnesses.<\/p>\n<p class=\"text | article-text\">The organization is also working on new supportive housing on Knox Street.<\/p>\n<p>DRI concerns sway vote<\/p>\n<p class=\"text | article-text\">After speaking with the state, city officials learned the moratorium could hurt plans for Ogdensburg\u2019s Downtown Revitalization Initiative projects that include residential housing.<\/p>\n<p class=\"text | article-text\">Mayor Michael Tooley said the potential impact on DRI projects influenced his position.<\/p>\n<p class=\"text | article-text\">\u201cWe tried so hard for the DRI for nine or ten years, and to see that use of those monies and the projects proceed be possibly impacted or threatened is just something I can\u2019t support,\u201d Tooley said.<\/p>\n<p class=\"text | article-text\">The concerns changed the mind of at least one city councillor.<\/p>\n<p class=\"text | article-text\">\u201cI am in favor of this resolution. However, the fact that it endangers all of our DRI projects will probably force me to vote no,\u201d said Storm R. Cilley.<\/p>\n<p class=\"text | article-text\">Despite Executive Director David Bayne thinking the moratorium was directed at him, some councilors said it was not aimed at any project in particular.<\/p>\n<p class=\"text | article-text\">\u201cNow that we have people who want to plan and develop in the city, where is the right places for planning and development? What\u2019s our business district? Our marina district? Our restaurants? Our gas stations? It\u2019s beyond one particular segment; it\u2019s the entire city,\u201d said City Councillor Dan Skamperle.<\/p>\n<p class=\"text | article-text\">Bayne said he is open to using these conversations as an opportunity to address any confusion or concerns about Step by Step and its services.<\/p>\n<p>Copyright 2026 WWNY.
