The site will provide temporary shelter and supportive services for people experiencing homelessness.<\/p>\n<p>The project is being delivered by the County, with construction performed by a contractor through the Department of General Services.<\/p>\n<p>Onsite features will include:<\/p>\n<ul>\n<li>60 Sleeping Cabins<\/li>\n<li>Communal areas for meals and gathering<\/li>\n<li>A pet area<\/li>\n<li>Hygiene facilities<\/li>\n<li>Laundry<\/li>\n<li>Case management services<\/li>\n<li>Permanent housing navigation<\/li>\n<li>Behavioral health assessments<\/li>\n<li>Additional supportive services<\/li>\n<\/ul>\n<p><strong>Community voices are shaping design<\/strong><\/p>\n<p>Over the last two years, County leaders held community sessions and conducted extensive outreach to gather feedback about the programming and design of the Troy Street sleeping cabins. In mid-April, County representatives met with more than 100 nearby businesses and residents to share updates and receive input.<\/p>\n<p>Earlier activities included:<\/p>\n<ul>\n<li>A July 24 workshop held in Lemon Grove<\/li>\n<li>An online site\u2011design meeting in November 2024<\/li>\n<li>A presentation to Lemon Grove City Council in March 2025<\/li>\n<li>A virtual update in April 2026<\/li>\n<\/ul>\n<p>Each event was designed to get input from area residents on site layout and operations.<\/p>\n<p>Information about these community meetings is available to the public on the County\u2019s <a href=\"https:\/\/engage.sandiegocounty.gov\/troy-street\" target=\"_blank\" rel=\"noopener nofollow\">Troy Street Sleeping Cabins engagement page<\/a>.<\/p>\n<p><strong>Timeline and funding<\/strong><\/p>\n<p>The Board of Supervisors first supported the Troy Street project in July 2024. In October 2025, the Board approved negotiations to purchase state highway property for the Troy Street site. The project is estimated to cost $13 million and expected to be completed in the summer of 2027.<\/p>\n<p><strong>Addressing the homelessness crisis<\/strong><\/p>\n<p>The Troy Street project aligns with the <a href=\"https:\/\/file.sandiegocounty.gov\/COB\/COBPublicView?id=0901127e80f472dd\" target=\"_blank\" rel=\"noopener nofollow\">County\u2019s 2022 Compassionate Emergency Solutions and Pathways to Housing plan<\/a>, which expands non\u2011congregate shelters like sleeping cabins and safe parking throughout the region.<\/p>\n<p>Sleeping cabins offer privacy, stability and wraparound services, that help residents move toward permanent housing.<\/p>\n<p>To highlight the County\u2019s recent work to increase affordable housing options, the County has launched the <a href=\"https:\/\/www.sandiegocounty.gov\/content\/sdc\/housing-hub.html\" target=\"_blank\" rel=\"noopener nofollow\"><strong>Housing for All Hub<\/strong><\/a>, a central resource for housing services, data and programs.
