{"id":761542,"date":"2026-04-29T14:45:30","date_gmt":"2026-04-29T14:45:30","guid":{"rendered":"https:\/\/www.europesays.com\/us\/761542\/"},"modified":"2026-04-29T14:45:30","modified_gmt":"2026-04-29T14:45:30","slug":"fort-worth-isd-board-unanimously-votes-to-cut-dozens-more-staff-positions","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/761542\/","title":{"rendered":"Fort Worth ISD board unanimously votes to cut dozens more staff positions"},"content":{"rendered":"<p>Fort Worth school district\u2019s Board of Managers voted on Tuesday to implement another<a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article315487886.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:reduction in force;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\"> reduction in force<\/a> despite overwhelming, often aggressive pushback from parents and community members during a marathon board meeting that included over six hours of public comments.<\/p>\n<p>Tuesday\u2019s approved cuts impact staff members in the departments of Talent Management, Communications and Community Partnerships and Financial Services. The board voted unanimously to approve the reduction in force. Most of the cuts are related to positions that assist Early Language Learners.<\/p>\n<p>The following positions will be affected, according to the meeting agenda:<\/p>\n<ul class=\"content-list\">\n<li>\n<p>Postsecondary Specialists<\/p>\n<\/li>\n<li>\n<p>Campus Administrative Assistants &#8211; College and Career Readiness (CCR)<\/p>\n<\/li>\n<li>\n<p>SET Teachers\/LC Elementary Teachers<\/p>\n<\/li>\n<li>\n<p>Executive Director &#8211; Emergent Bilingual programs<\/p>\n<\/li>\n<li>\n<p>Director &#8211; Secondary Emergent Bilingual<\/p>\n<\/li>\n<li>\n<p>Director &#8211; Elementary Emergent Bilingual<\/p>\n<\/li>\n<li>\n<p>Coordinators &#8211; Elementary Emergent Bilingual<\/p>\n<\/li>\n<li>\n<p>Coordinators &#8211; Secondary Emergent Bilingual<\/p>\n<\/li>\n<li>\n<p>Coordinators &#8211; Dual Language K-12<\/p>\n<\/li>\n<li>\n<p>Coordinators &#8211; ESL (English as a Second Language) K-12<\/p>\n<\/li>\n<li>\n<p>Analyst \u2013 Emergent Bilingual Budget<\/p>\n<\/li>\n<li>\n<p>Analyst \u2013 SpEd (Special Education) Budget and Grants<\/p>\n<\/li>\n<li>\n<p>Specialists \u2013 Restorative practices<\/p>\n<\/li>\n<li>\n<p>Specialists \u2013 Equity &amp; Excellence<\/p>\n<\/li>\n<li>\n<p>Coordinator \u2013 Restorative practices<\/p>\n<\/li>\n<li>\n<p>Administrative Assistant \u2013 Adolescent Pregnancy<\/p>\n<\/li>\n<li>\n<p>Director \u2013 Elementary Literacy<\/p>\n<\/li>\n<li>\n<p>Director II \u2013 Learning and Leading (Academic Initiatives)<\/p>\n<\/li>\n<li>\n<p>Analyst- Learning and Leading<\/p>\n<\/li>\n<li>\n<p>Director \u2013 CCMR (College, Career, and Military Readiness )<\/p>\n<\/li>\n<li>\n<p>Specialists \u2013 CTE (Career and Technical Education) Instructor<\/p>\n<\/li>\n<li\/>\n<li>\n<p>STEM (Science, Technology, Engineering, and Mathematics) Trailer Teachers (Grade 1-6 STEM)<\/p>\n<\/li>\n<li>\n<p>Director \u2013 Compliance, Related Services and Special Programs<\/p>\n<\/li>\n<li>\n<p>Director \u2013 Evaluation, Child Find and Psychological Services<\/p>\n<\/li>\n<li>\n<p>Managers &#8211; ARD (Admission, Review and Dismissal) Committee<\/p>\n<\/li>\n<li>\n<p>Speech Therapy assistants<\/p>\n<\/li>\n<li>\n<p>Speech Therapists \u2013 part time<\/p>\n<\/li>\n<li>\n<p>Occupational Therapist \u2013 part time<\/p>\n<\/li>\n<li>\n<p>Physical Therapist \u2013 part time<\/p>\n<\/li>\n<li>\n<p>Specialists \u2013 Diagnostic Evaluation \u2013 part time<\/p>\n<\/li>\n<li>\n<p>Psychologists \u2013 part time<\/p>\n<\/li>\n<\/ul>\n<p>The staff cuts come after days of intense debate and passionate difference of opinion from parents and education leaders across Fort Worth who argue the district would be worse off with less ESL, speech therapy and bilingual-related staffers. Superintendent Peter Licata said there will not be any less ESL, ELL, or emergent bilingual instruction, and argued it would actually be stronger.<\/p>\n<p>The board also voted to <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article315559718.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:close International Newcomer Academy;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">close International Newcomer Academy<\/a>, the district\u2019s only campuses designated for immigrant and refugee students new to the country.<\/p>\n<p>More than 130 people signed up to address the board during a public comment session that took so long the board paused for a five-minute recess halfway through to change microphone batteries. Most who spoke complained about how the district has not shared a plan on how students who require ELL instruction will continue to do so after staff cuts.<\/p>\n<p>\u201cWhile overall district enrollment has declined, the emergent bilingual enrollment has continued to increase,\u201d said Alice Garcia, the district\u2019s emergent bilingual director. \u201cOur students who are learning English are not disappearing. They are arriving, many as newcomers, immigrants, refugees, often with interrupted education, significant resilience and a strong desire to belong and succeed.\u201d<\/p>\n<p>Despite overwhelming, chaotic community pushback on ESL-related cuts, the board remained confident that its path forward is best for the district. Licata told the Star-Telegram <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article315551660.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:during an interview;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">during an interview<\/a> Monday that support for ESL students would not \u201cjust fall off the end of the earth.\u201d He argued that they will actually have more help now because help will be on actual campuses and not in central administration.<\/p>\n<p>\u201cI have a lot of academic, scholarly backing that says this isn\u2019t great for kids,\u201d Licata said. \u201cIt\u2019s actually unfair to them, because they\u2019re not exposed to other things. As long as we are providing the support in the schools. That\u2019s the key. It\u2019s not falling off the end of the earth. We\u2019re pushing in and giving just as much, if not more.\u201d<\/p>\n<p>Licata said the district has been operating as if it\u2019s been serving about 85,000-90,000 students \u2014 the enrollment it was built for \u2014 rather than the roughly 66,500 expected to enroll the coming fall.<\/p>\n<p>When describing his overall plan for ELL and emergent bilingual learning after staff cuts, Licata said those resources are not being spent in the right directions for students. A restructuring can change things for the better, he said.<\/p>\n<p>\u201cWe have to start from square one,\u201d Licata said. \u201cWe will rebuild those programs with even more support systems for our students. My history suggests very successful proficiencies in this model. We are not performing where we should be, and we owe it to our children to change.\u201d<\/p>\n<p>Almost everyone who showed up to speak disagreed with that notion.<\/p>\n<p>\u201cThe district is already facing shortages,\u201d said Kendra Frank, a Fort Worth ISD parent and PTA member. \u201cEliminating positions and planning to replace them assumes those positions can be filled, but they are not filled. I am asking you to be honest about these impacts that these program changes will have if staffing gaps continue. Because for our most vulnerable students, this is not about efficiency. It\u2019s about whether they can communicate at all.\u201d<\/p>\n<p>Tuesday night\u2019s reduction in force comes just two weeks after the board approved a <a href=\"https:\/\/www.star-telegram.com\/news\/local\/education\/article315395422.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:separate round of staff cuts;elm:context_link;itc:0;sec:content-canvas\" class=\"link rapid-noclick-resp\">separate round of staff cuts<\/a> to schools that were previously slated to close stemming from votes by the previously elected school board.
