PlanPhilly reporters want to hear from you! <a href=\"#Section1\">Ask us a question or send us a story idea you think we should cover.<\/a>\n<\/p>\n<p>Philadelphia Sheriff Rochelle Bilal wants to more than double the size of her office\u2019s eviction unit, a budget request aimed at clearing a sizable backlog of cases and keeping pace with new ones.\n<\/p>\n<p>The office currently has eight to 12 detectives assigned to perform eviction operations each day, including lockouts. To meet the demand, Bilal hopes to hire another 14 detectives as part of a broader push to increase headcount across the office, which also staffs courtrooms, transports prisoners and manages sheriff sales.\n<\/p>\n<p>\u201cWe need staffing,\u201d Bilal told City Council during a <a href=\"https:\/\/phlcouncil.com\/budget2027\/\" rel=\"nofollow noopener\" target=\"_blank\">budget hearing<\/a> this week. \u201cWe need funding.\u201d\n  <\/p>\n<p>Her request is rooted in recent history.\n<\/p>\n<p>More than a year ago, the sheriff\u2019s office became the sole entity responsible for conducting evictions in Philadelphia. The shift substantially increased the workload of the eviction unit, prompting Bilal\u2019s effort to add capacity.\n<\/p>\n<p>The sheriff\u2019s office previously conducted only some evictions. The vast majority of them were completed by armed contractors hired by the Landlord and Tenant Office, a private outfit led by a court-appointed attorney. That <a href=\"https:\/\/whyy.org\/articles\/philadelphia-landlord-tenant-office-shutdown-eviction-insurance\/\" rel=\"nofollow noopener\" target=\"_blank\">stopped in late 2024<\/a> when the LTO shut down, the direct result of <a href=\"https:\/\/whyy.org\/articles\/philadelphia-woman-shot-march-eviction-sues-landlord-tenant-officer-marisa-shuter\/\" rel=\"nofollow noopener\" target=\"_blank\">two tenants being shot<\/a> by deputy landlord-tenant officers attempting to evict them.\n<\/p>\n<p>During this week\u2019s budget hearing, Chief Inspector David Fallen said, for <a href=\"https:\/\/whyy.org\/articles\/philadelphia-evictions-sheriffs-office\/\" rel=\"nofollow noopener\" target=\"_blank\">several months after the transition<\/a>, the sheriff\u2019s unit was bringing in cases more quickly than it could schedule evictions, in part because it had inherited thousands of cases from the LTO.\n<\/p>\n<p>The unit went from scheduling about 25 evictions a week to more than 140, an uptick that has routinely required overtime hours, according to a spokesperson.\n<\/p>\n<p>Fallen said the office is \u201cabout to turn the corner\u201d when it comes to staying on top of the new cases coming into the office now.\n<\/p>\n<p>\u201cWe just have to work to reduce what\u2019s behind,\u201d Fallen said.\n        <\/p>\n","protected":false},"excerpt":{"rendered":"Have a question about Philly\u2019s neighborhoods or the systems that shape them?
