Joe Morelle (D-NY) looks on during a press conference about the SAVE America Act in the U.S. Capitol on March 17, 2026 in Washington, DC. <\/p>\n<p>Heather Diehl | Getty Images<\/p>\n<p><a href=\"https:\/\/www.cnbc.com\/congress\/\" rel=\"nofollow noopener\" target=\"_blank\">House<\/a> Minority Leader <a href=\"https:\/\/www.cnbc.com\/video\/2025\/10\/24\/watch-cnbcs-full-interview-with-house-minority-leader-hakeem-jeffries.html\" rel=\"nofollow noopener\" target=\"_blank\">Hakeem Jeffries<\/a> announced on Monday that he&#8217;s deploying Rep. <a href=\"https:\/\/www.cnbc.com\/2026\/04\/15\/tax-day-election-pay-democrats.html\" rel=\"nofollow noopener\" target=\"_blank\">Joe Morelle<\/a> this week to meet with New York Gov. <a href=\"https:\/\/www.cnbc.com\/2021\/08\/11\/kathy-hochul-vows-big-difference-from-cuomo-administration.html\" rel=\"nofollow noopener\" target=\"_blank\">Kathy Hochul<\/a> and state legislators about mid-decade redistricting in the state.<\/p>\n<p>Jeffries and Morelle, both New York <a href=\"https:\/\/www.cnbc.com\/democrats\/\" rel=\"nofollow noopener\" target=\"_blank\">Democrats<\/a>, said in a joint statement the effort is a response to the <a href=\"https:\/\/www.cnbc.com\/2026\/04\/29\/democrats-supreme-court-voting-rights-act.html\" rel=\"nofollow noopener\" target=\"_blank\">Supreme Court&#8217;s decision<\/a> last week weakening a section of the <a href=\"https:\/\/abcnews.com\/Politics\/supreme-court-limits-voting-rights-act\/story?id=132122248\" target=\"_blank\" rel=\"nofollow noopener\">Voting Rights Act<\/a>, a landmark 1965 civil rights law that prohibits discrimination in voting. The 6-3 ruling strikes down a majority-Black, Democrat-held district in Louisiana. And it could lead to similar districts being drawn out of existence in multiple <a href=\"https:\/\/www.cnbc.com\/republicans\/\" rel=\"nofollow noopener\" target=\"_blank\">Republican<\/a>-led states ahead of the 2026 midterm <a href=\"https:\/\/www.cnbc.com\/elections\/\" rel=\"nofollow noopener\" target=\"_blank\">elections<\/a>.<\/p>\n<p>&#8220;While far-right extremists on the <a href=\"https:\/\/www.cnbc.com\/supreme-court-us\/\" rel=\"nofollow noopener\" target=\"_blank\">Supreme Court<\/a> have twice recklessly cleared the path for partisan gerrymandering, Democrats refuse to unilaterally disarm,&#8221; Jeffries said. &#8220;This is just the beginning. Across the nation, we will sue, we will redraw and we will win. House Democrats will not allow a MAGA majority to be built on rigged maps and the dilution of Black voting strength.&#8221;<\/p>\n<p>Read more CNBC politics coverage<\/p>\n<p>Morelle is the top Democrat on the House Administration Committee, which has jurisdiction over federal elections, and the former majority leader of the New York State Assembly. He&#8217;ll meet with Hochul, also a Democrat, and other state leaders on Tuesday. <\/p>\n<p>New York has 26 congressional districts, only three of which the <a href=\"https:\/\/www.cookpolitical.com\/ratings\/house-race-ratings\" target=\"_blank\" rel=\"nofollow noopener\">Cook Political Report With Amy Walter<\/a> rates as competitive in their current configuration. Republicans hold 10 of the state&#8217;s seats, compared with Democrats&#8217; 16. <\/p>\n<p>Jeffries didn&#8217;t say how many seats Democrats would aim to pick up under the initiative he called the &#8220;New York Democracy Project.&#8221;<\/p>\n<p>States typically redraw House district lines after the national census that takes place every 10 years.<\/p>\n<p>But as Republicans evaluate a tough midterm election, with a razor-thin House majority to defend and strong anti-incumbency sentiment brewing, President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a> last summer <a href=\"https:\/\/apnews.com\/article\/trump-congress-house-republicans-texas-redistricting-d18e8280a32872d9eefcbb26f66a0331\" target=\"_blank\" rel=\"nofollow noopener\">began urging Texas Republicans<\/a>\u00a0to re-draw the state&#8217;s congressional districts.<\/p>\n<p>The <a href=\"https:\/\/www.brookings.edu\/articles\/texas-redistricting-plan-unlikely-to-add-5-new-republican-seats\/\" target=\"_blank\" rel=\"nofollow noopener\">GOP-led Texas legislature acquiesced<\/a>, creating new maps that could net Republicans as many as five additional seats, and set off a mid-decade redistricting tit-for-tat. <a href=\"https:\/\/calmatters.org\/politics\/2025\/11\/proposition-50-newsom-election-day\/\" target=\"_blank\" rel=\"nofollow noopener\">Democrats in California<\/a> followed with their own effort and other states \u2014 like Ohio, North Carolina, Missouri, Ohio and <a href=\"https:\/\/www.cnbc.com\/2026\/04\/22\/virginia-election-results-redistricting-congress-democrats.html\" rel=\"nofollow noopener\" target=\"_blank\">Virginia<\/a> \u2014 also entered the fray.<\/p>\n<p>With six months until Election Day, the race to gerrymander House districts is not slowing down. On Monday, Florida Gov. <a href=\"https:\/\/www.cnbc.com\/2023\/08\/03\/gop-presidential-hopeful-ron-desantis-says-hell-debate-gavin-newsom.html\" rel=\"nofollow noopener\" target=\"_blank\">Ron DeSantis<\/a>, signed newly created maps that could result in as many as <a href=\"https:\/\/floridapolitics.com\/archives\/794576-ron-desantis-signs-floridas-new-congressional-map\/\" target=\"_blank\" rel=\"nofollow noopener\">four additional GOP seats<\/a>. And in the immediate aftermath of the Supreme Court decision, leaders in <a href=\"https:\/\/www.pbs.org\/newshour\/politics\/state-redistricting-battles-intensify-following-u-s-supreme-court-ruling-on-voting-rights-act\" target=\"_blank\" rel=\"nofollow noopener\">Southern states like Alabama and Louisiana<\/a> vowed to quickly amend their congressional districts. <\/p>\n<p>Democrats have in the past made opposition to gerrymandering a party platform, <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1\" target=\"_blank\" rel=\"nofollow noopener\">introducing legislation<\/a> that would require independent commissions to re-draw congressional districts. But they&#8217;ve also repeatedly raised alarms about <a href=\"https:\/\/www.cnbc.com\/2026\/02\/27\/trumps-election-threats-democrats-save-act.html\" rel=\"nofollow noopener\" target=\"_blank\">Trump&#8217;s alleged attempts to undermine elections<\/a> and have opted to try to negate GOP redistricting efforts, even if some will be too slow for this year&#8217;s midterms.<\/p>\n<p><a href=\"https:\/\/www.politico.com\/news\/2026\/04\/30\/hakeem-jeffries-voting-rights-act-gerrymandering-redistricting-2026-midterms-00900661\" target=\"_blank\" rel=\"nofollow noopener\">Jeffries told Politico<\/a> in April that states like Illinois, Maryland and New York could all be Democratic targets for mid-decade redraws ahead of the 2028 presidential elections. <\/p>\n<p>New York has an explicit prohibition on mid-decade redistricting. One lawmaker, state Senate Deputy Majority Leader Michael Gianaris, with whom Morelle will meet on Tuesday, has <a href=\"https:\/\/www.nysenate.gov\/legislation\/bills\/2025\/S8467\" target=\"_blank\" rel=\"nofollow noopener\">introduced legislation<\/a> that would amend the state constitution and clear the way for an off-cycle redraw.<\/p>\n<p>&#8220;As Donald Trump and his Republican allies intensify extreme partisan redistricting efforts, I am proud to be entrusted by Leader Jeffries to work with partners in New York to explore every option to protect voters in 2026, 2028, and beyond,&#8221; Morelle said in the joint statement. &#8220;We will not allow these efforts to silence communities or undermine fair representation.
