{"id":776732,"date":"2026-05-06T07:11:26","date_gmt":"2026-05-06T07:11:26","guid":{"rendered":"https:\/\/www.europesays.com\/us\/776732\/"},"modified":"2026-05-06T07:11:26","modified_gmt":"2026-05-06T07:11:26","slug":"value-of-the-city-of-jacksonvilles-telehealth-program-questioned-2","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/776732\/","title":{"rendered":"Value of the City of Jacksonville&#8217;s telehealth program questioned"},"content":{"rendered":"<p class=\"c-paragraph\">JACKSONVILLE, Fla. \u2014 Action News Jax\u2019s Ben Becker has learned that the <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/duval-doge-look-into-citys-telehealth-provider\/O3GUCPGDMVGGJI7MAFPVPQDXXI\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/duval-doge-look-into-citys-telehealth-provider\/O3GUCPGDMVGGJI7MAFPVPQDXXI\/\">Duval DOGE<\/a> Committee is expected to release a 21-page report on Tuesday that clears the city\u2019s telehealth provider of <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/duval-doge-launch-subcommittee-investigate-citys-telehealth-provider\/U37ZFTHJUBFIRFS544KZZCNRBI\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/duval-doge-launch-subcommittee-investigate-citys-telehealth-provider\/U37ZFTHJUBFIRFS544KZZCNRBI\/\">fraud allegations<\/a> after months of facing accusations by some city council members, but raises concerns about cost and effectiveness.<\/p>\n<p class=\"c-paragraph\">According to a sub-committee draft obtained by Becker ahead of the DOGE meeting, there was no evidence that Telescope Health, which operates the HealthLink Jax program for uninsured residents, committed Medicare or Medicaid fraud or improperly steered patients to specific hospitals.<\/p>\n<p class=\"c-paragraph\">However, the report does conclude that the company exaggerated the financial benefits of its services and failed to demonstrate a meaningful return on taxpayer investment.<\/p>\n<p class=\"c-paragraph\"><a href=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/live-breaking\/\" target=\"_blank\"><b>&gt;&gt;&gt; STREAM ACTION NEWS JAX LIVE &lt;&lt;&lt;<\/b><\/a><\/p>\n<p><b>$2 Million Cost, \u2018No tangible financial benefit\u2019<\/b><\/p>\n<p class=\"c-paragraph\">The committee found that the city\u2019s contract with Telescope Health, costing more than $2 million annually, does not provide a tangible financial benefit to taxpayers. The findings suggest similar services could be delivered at no cost through alternative providers such as RightSite Health. <\/p>\n<p class=\"c-paragraph\">It already operates within Jacksonville through a partnership with JFRD, which connects non-emergency calls that come in through the city\u2019s 911 service to ambulatory, in-network care. <\/p>\n<p class=\"c-paragraph\">Unlike Telescope, RightSite\u2019s services are currently offered to the city at no charge. Telescope Health allows patients to directly access care through a hotline, primarily serving uninsured residents<\/p>\n<p class=\"c-paragraph\">City council hired former general counsel <a href=\"https:\/\/www.actionnewsjax.com\/news\/investigates\/former-top-city-jacksonville-lawyer-pressed-answers-over-800000-contracts\/PQCJRHKXDNEURD57UOPCQSN2EQ\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/investigates\/former-top-city-jacksonville-lawyer-pressed-answers-over-800000-contracts\/PQCJRHKXDNEURD57UOPCQSN2EQ\/\">Jason Gabriel<\/a> to produce the report, allowing him to <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/everything-just-smells-wrong-city-pay-law-firm-up-40k-report-amid-conflict-concerns\/TSQRJELXHRBQ5DUUEQ6JELHPNU\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/everything-just-smells-wrong-city-pay-law-firm-up-40k-report-amid-conflict-concerns\/TSQRJELXHRBQ5DUUEQ6JELHPNU\/\">bill the city up to $40,000<\/a>.<\/p>\n<p><b>No improper hospital steering found<\/b><\/p>\n<p class=\"c-paragraph\">The report also addressed concerns about potential conflicts of interest involving hospital referrals. Not in the slightest,\u201d Diamond said. \u201cWe wanted to investigate credible concerns, and that\u2019s exactly what government is supposed to do.\u201d<\/p>\n<p class=\"c-paragraph\">He added that the findings confirm taxpayer money was not being used effectively.<\/p>\n<p class=\"c-paragraph\">\u201cWe\u2019re misspending $2 million of taxpayer funds. We found out we\u2019re misspending it\u2026 and now we can save it going forward.\u201d<\/p>\n<p><b>Recommendations moving forward<\/b><\/p>\n<p class=\"c-paragraph\">The committee is expected to propose several next steps, including:<\/p>\n<ul>\n<li>A formal cost-benefit analysis of continuing the Telescope Health contract<\/li>\n<li>Expanded use and training for RightSite services within JFRD<\/li>\n<li>Increased oversight and auditing of telehealth utilization<\/li>\n<li>Public education efforts to boost awareness of available services<\/li>\n<li>A six-month follow-up report from auditors on costs, usage, and outcomes<\/li>\n<\/ul>\n<p class=\"c-paragraph\">The report also calls for a review by the Office of General Counsel and ethics office of potential conflicts involving dual employment of Dr. Bradley Elias, who is JFRD\u2019s Medical Director and is listed as an emergency medical specialist in Baptist Medical Center\u2019s emergency rooms.<\/p>\n<p class=\"c-paragraph\"><b>[SIGN UP: <\/b><a href=\"https:\/\/membercenter.actionnewsjax.com\/newsletters\/\" target=\"_blank\" title=\"\" rel=\"nofollow noopener\"><b>Action News Jax Daily Headlines Newsletter<\/b><\/a><b>] <\/b><\/p>\n<p><b>Telescope Health response<\/b><\/p>\n<p class=\"c-paragraph\"><a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/jacksonvilles-top-health-official-defends-citys-embattled-telehealth-provider\/WQNH7WJ2DRHHNJ47TECYBYF7D4\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/jacksonvilles-top-health-official-defends-citys-embattled-telehealth-provider\/WQNH7WJ2DRHHNJ47TECYBYF7D4\/\"><b>Telescope Health argued in November<\/b><\/a>, \u201cThese erroneous accusations distract from Healthlink JAX\u2019s mission to make care accessible to all Duval County residents. Telescope Health has faithfully managed more than 6,800 calls with Healthlink JAX patients and redirected more than $11.1 million in healthcare system costs since the service began in October 2024. We will continue to serve the Jacksonville community with the utmost integrity,\u201d Telescope Health\u2019s CEO, Dr. Matthew Thopson, said in an emailed statement.<\/p>\n<p class=\"c-paragraph\">Telescope provided a statement on Monday saying it has not seen the final report.<\/p>\n<p class=\"c-paragraph\">\u201cTelescope Health remains committed to transparency, cooperation, and the work we do to expand access to healthcare services in Jacksonville. We respect the Council\u2019s role in reviewing public programs and will continue to engage constructively when given the opportunity. Telescope Health is aware that a report related to the Jacksonville City Council\u2019s review has been released to members of the media. Telescope Health, however, has not been provided an opportunity to review the report or provide any comments thereupon. We believe it is important that any public discussion of DOGE\u2019s investigation be based on the full record and a fair process. Once the report is provided to us, we will respond as necessary.\u201d<\/p>\n<p class=\"c-paragraph\">The Mayor\u2019s Office sent Action News Jax the following statement:<\/p>\n<p class=\"c-paragraph\">\u201cJacksonville\u2019s consolidated government has four, non-political professional entities with the responsibility of oversight of city financial operations. Yet several council members continue to disguise partisan gamesmanship as legitimate oversight.<\/p>\n<p class=\"c-paragraph\">\u201cThe DOGE committee, which claims to save money, is costing it instead. Tens of thousands of taxpayer dollars, six months of legislative time, and hundreds of staff hours were burned to achieve an outcome that was motivated purely by personal profit and politics.<\/p>\n<p class=\"c-paragraph\">\u201cCitizens have good reason to question the report\u2019s findings. As previously reported, the committee chair\u00a0<a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/duval-doge-launch-subcommittee-investigate-citys-telehealth-provider\/U37ZFTHJUBFIRFS544KZZCNRBI\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/duval-doge-launch-subcommittee-investigate-citys-telehealth-provider\/U37ZFTHJUBFIRFS544KZZCNRBI\/\"><b>tried to get a consulting contract<\/b><\/a>\u00a0with the very company he ended up investigating. The report\u2019s author\u00a0<a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/everything-just-smells-wrong-city-pay-law-firm-up-40k-report-amid-conflict-concerns\/TSQRJELXHRBQ5DUUEQ6JELHPNU\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/everything-just-smells-wrong-city-pay-law-firm-up-40k-report-amid-conflict-concerns\/TSQRJELXHRBQ5DUUEQ6JELHPNU\/\" target=\"_blank\"><b>has a glaring conflict of interest<\/b><\/a><b>\u00a0<\/b>given that a potential competing business named in the report is his client. That company, which does not offer the 24\/7 service needed for emergencies, had the opportunity to compete for the contract and chose not to. A former JEA employee and board member did not disclose<b>\u00a0<\/b><a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/jea-emails-reveal-secret-deal-lobbyist-ties-insider-influence-by-former-leaders\/XU66O33LGRA6NAOGPZZPHUUB6Q\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.actionnewsjax.com\/news\/local\/jea-emails-reveal-secret-deal-lobbyist-ties-insider-influence-by-former-leaders\/XU66O33LGRA6NAOGPZZPHUUB6Q\/\" target=\"_blank\"><b>their possible business interest<\/b><\/a>\u00a0in this same company while working with the utility.<\/p>\n<p class=\"c-paragraph\">\u201cThe City of Jacksonville\u2019s telehealth service contract was awarded in a competitive and transparent procurement process. The City Council approved funding for it twice. And it has saved millions on emergency room costs. This program is saving lives.
