bucks county\u2019s \u2018alternate vision\u2019 for the East Side"},"content":{"rendered":"<p>Seven months after voters overwhelmingly approved plans for an expanded rodeo district on the East Side, leaders of the San Antonio Stock Show and Rodeo are accusing Bexar County leaders of going behind their backs to pursue an \u201calternative vision.\u201d<\/p>\n<p>In November, voters approved <a href=\"https:\/\/sanantonioreport.org\/what-is-prop-a-prop-b-bexar-county-venue-tax-election-ballot-language-explainer\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Propositions A and B<\/a> to help fund a new Spurs arena downtown, as well as convert the existing Frost Bank Center and Freeman Coliseum grounds into <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/bexar-county-plans-for-east-side-venues-may-27.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a year-round stock show and rodeo district<\/a>.<\/p>\n<p>Now Cody Davenport, executive director and CEO of the San Antonio Livestock Exhibition, says Bexar County Judge Peter Sakai and county commissioners have been negotiating without them on a mixed-use development that was long expected to accompany the rodeo grounds \u2014 but as written, is \u201cfundamentally incompatible\u201d with the plan voters approved.<\/p>\n<p>\u201cIt chokes us out,\u201d he said.<\/p>\n<p>Davenport played a key role in getting Props A and B over the line in November.\u00a0<\/p>\n<p>But the county appeared to be dragging its feet on his contract, Davenport said, and when multiple people alerted him about movement on this other vision, he sent county leaders <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2026\/05\/rodeo-letter.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a three-page letter expressing<\/a> his frustration.\u00a0<\/p>\n<p>In it, he vents frustration over the developer\u2019s plans to eliminate parking, saying the rodeo wouldn\u2019t be able to use the $193 million voters approved in Proposition A to expand the rodeo grounds and grow its event calendar.<\/p>\n<p>He also suggested the plan was at odds with the rodeo\u2019s prior agreement with the county, which said that development shouldn\u2019t interfere with or restrict rodeo activities.<\/p>\n<p>\u201c[County leaders] have been presented with an alternate vision advanced by the Hunt Companies and Lincoln Group that was not presented to voters, not described on the ballot, and not approved by the public,\u201d Davenport wrote.<\/p>\n<p>\u201cWhile we respect the role that private development can play in economic growth, substituting a developer-driven, mixed-use plan for the voter-approved Rodeo-first plan breaks faith with the electorate.\u201d<\/p>\n<p>Bexar County Judge Peter Sakai did not respond to a request for comment on Wednesday.<\/p>\n<p>From parking to plazas<\/p>\n<p>Residents of the <a href=\"https:\/\/sanantonioreport.org\/forgotten-2003-east-side-san-antonio-plan-arena-district-town-center-spurs\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/forgotten-2003-east-side-san-antonio-plan-arena-district-town-center-spurs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">East Side have already lived through many<\/a> promised \u2014 and later abandoned \u2014 visions for redevelopment.\u00a0<\/p>\n<p>The construction of the Frost Bank Center in the early 2000s, for example, was supposed to bring a town center on par with\u00a0 <a href=\"https:\/\/southlaketownsquare.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Southlake Town Square<\/a> and <a href=\"https:\/\/hpvillage.com\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Highland Park Village<\/a>.<\/p>\n<p>So when the Spurs owners first approached the county about leaving that arena to move downtown in 2024, <a href=\"https:\/\/sanantonioreport.org\/bexar-county-pumps-the-breaks-on-spurs-basketball-arena\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Sakai said he wouldn\u2019t help fund it<\/a> without a plan in place to make good on old promises to the East Side.<\/p>\n<p>As Sakai told it, the vision for an expanded rodeo came courtesy of Davenport, a cowboy from Uvalde who impressed them with his business savvy, promising to make a rodeo that already brings $330 million a year to the city even bigger.<\/p>\n<p><img loading=\"lazy\" And in the course of several months, leaders put together a plan for fair grounds, livestock exposition centers and spaces that could attract visitors to year-round western-themed events.\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Even without a clear picture of what that would look like, the $191 million proposal, known as Proposition A, appeared to resonate with voters.\u00a0\u00a0<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"512\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/Screenshot-2025-09-22-at-4.08.37-PM.png\" alt=\"\" class=\"wp-image-5416246\"  \/>A rendering of the expanded rodeo and fair grounds funded by Prop A are shown. Credit: Renderings provided by Bexar County and Populous<\/p>\n<p>They approved it with 56% support on the November 4 ballot, and voters on the East Side were <a href=\"https:\/\/sanantonioreport.org\/5-takeaways-from-the-nov-4-spurs-arena-vote\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">among the biggest supporters<\/a>.<\/p>\n<p>It even <a href=\"https:\/\/sanantonioreport.org\/prop-a-result-rodeo-district-frost-bank-center\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">wound up more popular<\/a> than Prop B\u2019s plan to help fund a new Spurs arena, which was approved with 52% support.<\/p>\n<p>A week later, county commissioners sought a \u201cmaster planner\u201d to take <a href=\"https:\/\/sanantonioreport.org\/prop-a-result-rodeo-district-frost-bank-center\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the rebranded East Side coliseum district<\/a> and spin it forward into a much broader urban revitalization, turning the site \u201cinto a world-class mixed-use district.\u201d\u00a0<\/p>\n<p>A developer\u2019s vision<\/p>\n<p>In the end, Hunt Development Group and Lincoln Property Company together was the only respondent to a request for qualifications (RFQ), and <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/11\/Lincoln-Hunt-RFQ-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">came up with a vision<\/a> that called for converting expansive surface lots at the Frost Bank Center into an \u201cactivated plaza\u201d with music venues, a community center and a \u201cMetro Lagoon\u201d water park.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"380\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/metro-lagoon.png\" alt=\"\" class=\"wp-image-5421081\"  \/>A new \u201cMetro Lagoon\u201d is part of the vision for new public amenities on the East Side listed in the master planner\u2019s application. Credit: Courtesy<\/p>\n<p>The plaza would encompass the east side of the site and rodeo events would be expanded to the west, according to the application.<\/p>\n<p>Their <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/11\/Lincoln-Hunt-RFQ-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">48-page application<\/a> listed a who\u2019s who of big-name developers, architects and engineers, and pointed to inspiration like the Fort Worth Stockyards and The Rock at La Cantera.\u00a0<\/p>\n<p>\u201cYear-round hotel, retail, entertainment, dining venues, parks, plaza, outdoor flexible event spaces and a connected network of well-lit walkable streets and hike and bike trails will complement the two-week rodeo celebration, creating a thriving destination for residents and visitors alike,\u201d the application says.<\/p>\n<p>The proposal calls for 3.6 million square feet of development over 15 years at a site where the arena and coliseum now sit.<\/p>\n<p>To pay for the infrastructure and public amenities, the developer suggested a new 30-year Tax Increment Reinvestment Zone, or TIRZ, could capture the increased tax revenue from private development.<\/p>\n<p>That\u2019s combined with a county-affiliated parking authority that would collect revenue from new parking structures, replacing the existing surface lots surrounding the Frost Bank Center.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"439\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/frost-bank-center.jpg\" alt=\"\" class=\"wp-image-5421077\"  \/>Plans for a reimagined East Side look to remove surface parking lots to create a new \u201cactivated plaza\u201d around the Frost Bank Center. Credit: Cooper Mock for the San Antonio Report<\/p>\n<p>Davenport said Tuesday that he did not know about the <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/09\/BCCA_RFQ_06-24-2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">June 2025 RFQ<\/a> or the <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/11\/Lincoln-Hunt-RFQ-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">winning Hunt proposal<\/a> until after the election.<\/p>\n<p>He acknowledged that the county\u2019s overall Eastside redevelopment plan has long hinged on the idea that year-round rodeo events will draw visitors with money to spend, creating demand for restaurants, shopping and other amenities that locals also want.\u00a0<\/p>\n<p>But he said he can\u2019t make his rodeo expansion work within the same footprint developers are proposing.\u00a0<\/p>\n<p>\u201cI need hotels. I need restaurants. I need all those things down here to take care of all the people we\u2019re bringing in here,\u201d he said. \u201cWe just can\u2019t support a development that is, in essence, anti-rodeo.\u201d<\/p>\n<p>A project shrunk down?<\/p>\n<p>The county\u2019s RFQ was specific in its description of the site boundaries, stating it seeks to transform the property along Houston Street and Frost Bank Center Drive.<\/p>\n<p>It also mentioned potential \u201copportunities\u201d involving the Willow Springs Golf Course and adjacent properties.<\/p>\n<p>The 18-hole golf course was once <a href=\"https:\/\/sanantonioreport.org\/growing-list-of-demands-for-project-marvel-tests-city-county-coordination\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">considered a critical piece<\/a> of the county\u2019s redevelopment plan, with Commissioner Tommy Calvert (Pct. 4) saying it should be removed from the floodplain and developed into a neighborhood with workforce housing.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"476\" height=\"480\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/screenshot_2026-05-06_at_9.24.41___am_480.png\" alt=\"\" class=\"wp-image-5440133\"  \/>A site map is show for the proposed East Side development, included in the request for qualifications issued by the Coliseum Advisory Board.  Credit: Screengrab<\/p>\n<p>But leaders at the city, which owns the golf course, have long <a href=\"https:\/\/sanantonioreport.org\/growing-list-of-demands-for-project-marvel-tests-city-county-coordination\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">said the idea was a non-starter<\/a> because they wanted to preserve limited green space in an industrial part of town.\u00a0<\/p>\n<p>The Hunt and Lincoln application barely mentions the golf course, only suggesting that a pedestrian bridge could connect the so-called \u201cWillow Springs Park\u201d to the new mixed-use development.<\/p>\n<p>When asked about Davenport\u2019s letter, Calvert responded with a text message saying he had no comment.\u00a0<\/p>\n<p>In March last year, Calvert\u2019s office organized <a href=\"https:\/\/sanantonioreport.org\/frost-bank-center-eastside-san-antonio-community-town-hall\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">two public input sessions<\/a> to invite input on what should be done with the area, then produced and distributed a <a href=\"https:\/\/publuu.com\/flip-book\/817803\/1800652\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">roughly 400-page booklet<\/a> of takeaways from those meetings.\u00a0<\/p>\n<p>It documents a wide variety of community hopes for the area, from more green space and businesses to a hospital and new school.<\/p>\n<p>\u2018Going back on our word\u2019<\/p>\n<p>When the Spurs were spending big to bring their arena deal over the line, Davenport played a key role in their campaign. <\/p>\n<p>He appeared at events, in media interviews and even worked the polls. He sold a vision for creating a rodeo district like Fort Worth or Las Vegas or Calgary, and reassured East Side residents about the rodeo\u2019s shared vision for its longtime home.<\/p>\n<p>Davenport said Tuesday that a mixed-use pedestrian district with internal streets, retail traffic and public plazas at the Frost Bank Center site is \u201cfundamentally incompatible\u201d with large-scale livestock operations.<\/p>\n<p>\u201cThe rodeo requires wide, uninterrupted access routes; dedicated staging areas for 18-wheel livestock trailers; and freedom to close roads, reverse traffic flow, and adjust logistics dynamically,\u201d he said. \u201cFlexible open space is not excess land.\u201d<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/BrookHollowLibrary_ElectionDay_VotingPollingSite_PropsAB_Rodeo_ProjectMarvel_06_11.04.2025_AmberEspa.jpeg\" alt=\"\" class=\"wp-image-5420246\"  \/>San Antonio Stock Show and Rodeo CEO Cody Davenport, right, chats with voters outside of the Brook Hollow Library voting location on Election Day, Tuesday, Nov. 4, 2025.
