Houstonians are tired of it.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, it\u2019s the continuous reality along some parts of <a href=\"https:\/\/www.click2houston.com\/topic\/Beltway_8\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.click2houston.com\/topic\/Beltway_8\/\">Beltway 8<\/a> which is operated by the <a href=\"https:\/\/www.click2houston.com\/news\/local\/2026\/05\/06\/check-your-address-houston-public-works-admits-meter-mix-up-led-to-years-of-inaccurate-water-bills\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.click2houston.com\/news\/local\/2026\/05\/06\/check-your-address-houston-public-works-admits-meter-mix-up-led-to-years-of-inaccurate-water-bills\/\">Harris County Toll Road Authority<\/a> \u2014 better known as HCTRA.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Overall, HCTRA is responsible for a system that consists of 133 miles, and in recent years they\u2019ve launched a \u201cKeep it Moving\u201d campaign designed to attract and sell drivers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">One problem, drivers tell us they are routinely not moving. The system they pay for is not working for them, and as a result they are exiting the Beltway for a faster commute along surface streets. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019ve heard that feedback, but we\u2019ve also heard the feedback that the lighting is good on our system, the condition of the roadway is really well,\u201d said Roberto Trevi\u00f1o, the Executive Director of HCTRA. <\/p>\n<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, a good roadway and lights? These are baseline expectations for drivers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But, paying to sit in traffic or to flee from it because surface streets work better is another avenue altogether? <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI can\u2019t speak for the people who are making the decision to get off our system, as we start taking a look at the traffic we are monitoring where the traffic is and we do have plans to address the congestion on our system,\u201d said Trevi\u00f1o to <a href=\"https:\/\/www.click2houston.com\/news\/investigates\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.click2houston.com\/news\/investigates\/\">2 Investigates<\/a> in a recent interview. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In 2025, HCTRA collected $874 million dollars in toll revenue, according to Trevi\u00f1o.<\/p>\n<p><b>A system flush with public dollars where salaries are on the rise.<\/b>2 Investigates questions HCTRA&#8217;s leadership over high salaries and hundreds of millions in public dollars being transferred to the county in 2025. (Copyright 2026 by KPRC Click2Houston &#8211; All rights reserved.)<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In fact, HCTRA\u2019s finances show that in Trevi\u00f1o\u2019s first year in 2021 he was the only executive making an annual salary over $200,000. The agency lists his salary from five years ago at $287,492.40. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Fast forward to 2026 and the number is now at nine executives making north of $200,000 with Trevi\u00f1o\u2019s publicly funded salary at $490,000.20.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Trevi\u00f1o justified his salary and those of his team with a system that is well-kept and with tolls that have not gone up in ten years. <\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p><b>The reality is salaries are only part of the picture.<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The bigger question is what happens to the hundreds of millions of dollars that leave the toll road system? <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">After we filed a Texas Public Information Act request, HCTRA provided 2 Investigates with records showing that last year $398,613,574 dollars transferred to <a href=\"https:\/\/www.click2houston.com\/topic\/Harris_County_Commissioners_Court\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.click2houston.com\/topic\/Harris_County_Commissioners_Court\/\">Harris County Commissioners<\/a> for \u201cmobility projects\u201d in their precincts. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">So what projects did the dollars go to? <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cSo that is one of the things, once that transfers out it is no longer in HCTRA\u2019s financials and those projects are no longer operated,\u201d said Trevi\u00f1o.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, when asked as to who is overseeing these dollars? <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Trevi\u00f1o said, \u201cIt varies between the county engineer and HCTRA.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But when reminded that the money goes to the county and he doesn\u2019t get involved with it? <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Trevi\u00f1o quickly acknowledged, \u201cI am getting involved now, because here recently commissioners court adopted it, where HCTRA is going to hire a third party auditor. It\u2019s going to audit the use of those funds so that is where my involvement is in now recently.\u201d<\/p>\n<p><b>An audit! <\/b>Drivers tell 2 Investigates they get off Harris County toll roads and use surface streets to travel faster through the city. Not even a dashboard for drivers to see where their toll dollars are being parked. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe\u2019ve been very transparent, you can find anything on our website. Anything in the county budget book. There should be no secret as to where the money is going,\u201d said Trevi\u00f1o.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">We reminded HCTRA Director there is $398 million dollars going from his agency to the county, yet he did not know of any projects? <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThat is not my topic as the Executive Director of HCTRA to speak to. That money got transferred out of HCTRA it is not my responsibility or role at the county to speak on that behalf,\u201d said Trevi\u00f1o. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">We did ask Trevi\u00f1o if there was any kind of dashboard to see how hundreds of millions in public dollars transferred from HCTRA to the county are being spent, but he admitted, \u201cI cannot point you to any one specific dashboard.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, he did admit that, \u201cI think transparency is a great idea. How you do that is not up to me to decide?
