He Has Less Than a Month to Decide."},"content":{"rendered":"<p>As <a href=\"https:\/\/www.thecity.nyc\/category\/zohran-mamdani\/\" rel=\"nofollow noopener\" target=\"_blank\">Mayor Zohran Mamdani<\/a> pushes a transit agenda centered on speeding the country\u2019s slowest buses, he has less than a month to fill a pair of longstanding vacancies on the MTA board.<\/p>\n<p>The mayor has just four seats on the panel that sets fares, operating and capital budgets for a regional <a href=\"https:\/\/www.thecity.nyc\/category\/transit\/\" rel=\"nofollow noopener\" target=\"_blank\">transportation authority<\/a> that is largely under the control of <a href=\"https:\/\/www.thecity.nyc\/category\/kathy-hochul\/\" rel=\"nofollow noopener\" target=\"_blank\">Gov. Kathy Hochul<\/a>.<\/p>\n<p>Mamdani\u2019s recommendations must be submitted to Hochul, who appoints the head of the MTA and has six board members of her own, and then approved by the State Senate before the Albany legislative session ends June 4.<\/p>\n<p>The new mayor has already tapped a <a href=\"https:\/\/nyc.streetsblog.org\/2026\/04\/27\/mamdani-taps-ta-honcho-as-fast-and-free-bus-czar\" rel=\"nofollow noopener\" target=\"_blank\">new \u201cbus czar\u201d<\/a> to lead his pro-bus agenda at City Hall. Now, he has to make his first appointments to the MTA board.<\/p>\n<p>\u201cHaving someone who is reflective of his values and adding another member of his administration to voice his interests and his concerns is going to be helpful to the many people who are depending on buses,\u201d said Lisa Daglian, executive director of the Permanent Citizens Advisory Committee to the MTA.\u00a0\u00a0<\/p>\n<p>The <a href=\"https:\/\/www.mta.info\/transparency\/leadership\/board-members\" rel=\"nofollow noopener\" target=\"_blank\">23-member board<\/a> also includes members selected by each of the county executives from the seven suburban counties served by the MTA\u2019s commuter railroads, as well as six non-voting representatives from labor unions and commuter councils.<\/p>\n<p>Polly Trottenberg, who was on the MTA board from 2014 to 2019 while she led the city\u2019s Transportation Department, said the mayoral appointments play a vital role even if they are outnumbered.<\/p>\n<p>\u201cWho the mayor picks is important,\u201d Trottenberg said. \u201cWhat I found in my time is that you don\u2019t always have the votes, but you always have the bully pulpit.\u201d<\/p>\n<p>Once confirmed, Mamdani\u2019s recommendations would fill spots that have been vacant for months. Meera Joshi, a former deputy mayor under Eric Adams, left last June, while another Adams pick, Midori Valdivia, resigned in March, after Mamdani appointed her as <a href=\"https:\/\/www.thecity.nyc\/2026\/04\/21\/women-leaders-drivers-taxi-tlc-uber-lyft\/\" rel=\"nofollow noopener\" target=\"_blank\">commissioner and chair of the New York City Taxi &amp; Limousine Commission<\/a>.<\/p>\n<p>Even with the competing interests on the board, Mamdani\u2019s picks are seen as key to advancing his top transportation priorities, including transit affordability and the acceleration of slow-moving buses, which plodded along at a citywide average of 8.3 mph in March, according to <a href=\"https:\/\/metrics.mta.info\/?bus\/speeds\" rel=\"nofollow noopener\" target=\"_blank\">MTA data<\/a>.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/021225_turnstyle_guards_3.jpg\" alt=\"The MTA installed new turnstyle guards at the City Hall-Brooklyn Bridge station.\" class=\"wp-image-58851\"  \/>The MTA installed new turnstile guards at the City Hall-Brooklyn Bridge station, Feb. 12, 2025. Credit: Ben Fractenberg\/THE CITY<\/p>\n<p>The new board members would join mayoral holdovers David Jones, who has been on the board since the de Blasio administration, and Dan Garodnick, the former director of the Department of City Planning who was recommended for the MTA board in 2024 by then-Mayor Adams.<\/p>\n<p>Jones, chief executive of the nonprofit Community Service Society, began pushing more than a decade ago for the creation of <a href=\"https:\/\/www.thecity.nyc\/2026\/05\/05\/fair-fares-reduced-subway-bus-cost\/\" rel=\"nofollow noopener\" target=\"_blank\">Fair Fares<\/a>, the city-run program that launched in 2019 offering half-off fares to low-income New Yorkers. Jones also frequently uses his spot on the MTA board to speak out against alleged <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/news\/2017\/10\/16\/brooklyn-fare-evasion-arrests-report\" rel=\"nofollow noopener\" target=\"_blank\">racial disparities<\/a> in the NYPD\u2019s policing of <a href=\"https:\/\/www.thecity.nyc\/2024\/08\/14\/mta-security-guards-fare-evasion\/\" rel=\"nofollow noopener\" target=\"_blank\">fare evasion<\/a> in the transit system.<\/p>\n<p>But even with the deadline fast approaching, Mamdani isn\u2019t tipping his hand on his own picks or the fine print of his transit plans, even as the city\u2019s Department of Transportation has launched a series of <a href=\"https:\/\/www.thecity.nyc\/2026\/03\/03\/bus-bike-lanes-street-plan-mamdani-council\/\" rel=\"nofollow noopener\" target=\"_blank\">bus- and bike-lane expansions<\/a> that had been languishing under the previous mayor.<\/p>\n<p>\u201cNew Yorkers deserve a public transit system that is affordable, reliable and accountable to the people who depend on it every day,\u201d Mamdani spokesperson Jeremy Edwards said in a statement. \u201cDan Garodnick and David Jones have been important partners in advancing that work alongside the city and we\u2019re grateful for their service to the MTA board.\u201d<\/p>\n<p>\u201cWe\u2019ll have more to share soon about the future of these appointments and our broader vision for public transit in New York,\u201d he added.<\/p>\n<p>Advocates and former MTA board members said there is a vital role for the mayoral picks, especially <a href=\"https:\/\/www.wsj.com\/articles\/de-blasio-appointees-form-feisty-new-bloc-on-mta-board-1476923992\" rel=\"nofollow noopener\" target=\"_blank\">when the city\u2019s priorities clash<\/a> with those of the governor.<\/p>\n<p>\u201cIt clearly is a place where the mayor can make the case for what he wants to do and argue forcefully and be able to engage in a discussion over how the transit should be delivered in the city,\u201d said Bob Linn, former commissioner of the city\u2019s Office of Labor Relations, who was on the MTA board from 2019 through 2022.<\/p>\n<p>Veronica Vanterpool, who served on the MTA board from 2016 to 2019, said that the elected officials who pick prospective MTA board members must focus on \u201cselecting the right individuals\u201d to be \u201cvocal advocates\u201d for whatever transit issues they wish to champion.<\/p>\n<p>\u201cIt\u2019s not useful if whomever is put on the board is not a vocal advocate for the priorities,\u201d Vanterpool said.<\/p>\n<p>The latter half of Mamdani\u2019s transit priorities \u2014 to eventually eliminate bus fares \u2014 has been met with resistance from Hochul as well as MTA Chairperson and Chief Executive Janno Lieber, even as the transit chief has praised Mamdani for being a <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/mornings-on-1\/2026\/01\/06\/mta-chair-on-higher-fares-and-congestion-pricing-s-first-year\" rel=\"nofollow noopener\" target=\"_blank\">\u201ctruly pro-transit mayor.\u201d<\/a> Some City Council members have also <a href=\"https:\/\/www.nytimes.com\/2026\/05\/07\/nyregion\/nyc-free-bus-fair-fares.html\" rel=\"nofollow noopener\" target=\"_blank\">pushed to expand Fair Fares<\/a> over the <a href=\"https:\/\/www.thecity.nyc\/2025\/07\/08\/zohran-mamdani-free-bus-program-cost-mta\/\" rel=\"nofollow noopener\" target=\"_blank\">fare-free buses<\/a> proposal.<\/p>\n<p>But overall, the dealings between the state and the city on transportation matters are in contrast to those under previous administrations in Albany and at City Hall.<\/p>\n<p>\u201cIt could be contentious between the mayor and the governor,\u201d Trottenberg said, recalling the frequent <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/transit\/2015\/10\/8\/feud-between-mayor--governor-over-mta-funding-may-have-light-at-the-end-of-the-tunnel\" rel=\"nofollow noopener\" target=\"_blank\">clashes between former Gov. Andrew Cuomo and de Blasio<\/a>. \u201cIt\u2019s a much more collaborative relationship now between the city and the state and that, I think, is reflected in the MTA board.\u201d<\/p>\n<p>When Cuomo was governor and a forceful presence at the MTA, de Blasio\u2019s board members frequently pushed back against some of his priorities. That included <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/transit\/2016\/09\/28\/board-member-questions-how-mta-will-pay-for-renovation-of-penn-station\" rel=\"nofollow noopener\" target=\"_blank\">criticism of the costs<\/a> for a Cuomo plan to overhaul Penn Station and several <a href=\"https:\/\/ny1.com\/nyc\/all-boroughs\/transit\/2018\/01\/25\/mta-board-withdraws-two-more-rounds-of-subway-renovations-from-a-board-vote\" rel=\"nofollow noopener\" target=\"_blank\">subway station renovations<\/a> that did not include the installation of elevators.<\/p>\n<p>\u201cNone of us were shy about taking a difficult stance or position on an action,\u201d Vanterpool said. \u201cNone of us were shy about asking questions that were challenging.
