Earlier this year, the Phoenix City Council adopted the <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-distance-itself-from-ice-cesar-chavez-40654862\/\">Community Transparency Initiative<\/a>, a policy that <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-distance-itself-from-ice-cesar-chavez-40654862\/\">bars federal agents from using city property<\/a> to stage <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.phoenixnewtimes.com\/news\/phoenix-arizona-ice-sightings-2026-22275404\/\">immigration raids<\/a>.\u00a0<\/p>\n<p>Part of that policy included establishing a <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.phoenix.gov\/administration\/departments\/citymanager\/city-manager-initiatives\/community-transparency-initiative\/know-your-rights.html\">website to inform residents about their rights<\/a> and give them an opportunity to report federal actions that may have been unlawful.\u00a0\u00a0<a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/azmirror.com\/subscribe\">        <\/a><\/p>\n<p>The <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/action.phoenix.gov\/c1.pl?8e41f3d303e1233071a39ea6e688b3aa7ba2d6c19990b8e3e6e9ba09fd8e8e39\">Federal Enforcement Reporting Portal<\/a> is available in multiple languages, including Spanish, and it allows members of the public to submit photographic and video evidence. The portal\u2019s landing page notes that federal agents have \u201cbroad authority to enforce federal laws,\u201d but adds that even that doesn\u2019t empower them to undertake unlawful actions like using excessive force, conducting unlawful searches or arrests, interfering with voting or making wrongful detentions.\u00a0<\/p>\n<p>Sign up for the This Week\u2019s Top Stories newsletter to get the latest stories delivered to your inbox<\/p>\n<p>THANK YOU!<\/p>\n<p>You&#8217;re all set.<\/p>\n<p>CLOSE\t\t\t\t\t\t<\/p>\n<p>A majority of Americans, as much as 60%, disagree with the way federal officials are conducting immigration enforcement and believe they have gone too far, according to a January survey conducted shortly after the fatal shootings of Renee Good and Alex Pretti by U.S. Immigration and Customs Enforcement agents in Minnesota.<\/p>\n<p>The city\u2019s website isn\u2019t the only one of its kind in Arizona, as elected officials seek to establish some degree of oversight over federal agents in a time when public trust in the federal government\u2019s approach to immigration enforcement is plummeting. Following weeks of public protests over Pretti and Good\u2019s deaths and ICE activity in the Valley, Gov. Katie Hobbs <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/azmirror.com\/briefs\/hobbs-launches-know-your-rights-website-after-weeks-of-ice-enforcement-protests\/\">unveiled a Know Your Rights website<\/a>. And the state attorney general\u2019s website also hosts a <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.azag.gov\/complaints\/federal-misconduct\">reporting form<\/a> for people to submit complaints about federal misconduct.\u00a0<\/p>\n<p>It\u2019s unclear what local officials can do to hold federal agents accountable, but that hasn\u2019t stopped local leaders from turning to the public to document violations in the event a legal defense must be mounted in the future. That\u2019s increasingly a concern in the face of the federal government\u2019s unwillingness to cooperate with state-level investigations. Shortly after an ICE agent fatally shot Good in Minnesota, the Federal Bureau of Investigation shut Minnesota officials out of the investigation and refused to share evidence.\u00a0<\/p>\n<p>Vice President J.D. Vance <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.npr.org\/2026\/01\/14\/nx-s1-5676136\/can-federal-agents-be-held-accountable-a-legal-expert-weighs-in\">claimed the agent had absolute immunity<\/a>, a legal theory that stems from the Supremacy Clause in the U.S. Constitution, which posits that federal officers are shielded from state prosecutions.
