{"id":796342,"date":"2026-05-14T17:55:18","date_gmt":"2026-05-14T17:55:18","guid":{"rendered":"https:\/\/www.europesays.com\/us\/796342\/"},"modified":"2026-05-14T17:55:18","modified_gmt":"2026-05-14T17:55:18","slug":"nyc-council-moves-to-block-predatory-surveillance-pricing","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/796342\/","title":{"rendered":"NYC Council moves to block &#8216;predatory&#8217; surveillance pricing"},"content":{"rendered":"<p>City Council wants to keep the price right.<\/p>\n<p>New York City could become the first city in the nation to block \u201cpredatory\u201d high\u2011tech pricing tactics that <a href=\"https:\/\/nypost.com\/2025\/12\/11\/business\/dynamic-pricing-used-to-raise-costs-of-everything-from-food-and-uber-rides-to-museum-visits\/\" rel=\"nofollow noopener\" target=\"_blank\">silently raise costs for shoppers.<\/a><\/p>\n<p>Council Speaker Julie Menin and Majority Leader Shaun Abreu have introduced two bills to limit \u201cdynamic pricing\u201d \u2014 where grocery prices change frequently based on algorithms \u2014 and ban<a href=\"https:\/\/nypost.com\/2026\/05\/03\/us-news\/food-delivery-apps-would-be-barred-from-hiding-fees-surveillance-pricing-under-new-bill\/\" rel=\"nofollow noopener\" target=\"_blank\"> \u201csurveillance pricing\u201d<\/a> \u2014 where businesses use personal data to set different prices for different customers.<\/p>\n<p><img style=\"aspect-ratio:1.49926794;display:block\" fetchpriority=\"high\" decoding=\"async\" data-modal-image=\"39379064\" width=\"885\" height=\"590\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/new-york-city-council-speaker-127758949.jpg\" alt=\"New York City Council Speaker Julie Menin speaking at a press conference.\" class=\"wp-image-39379064\"  \/>City Council Speaker Julie Menin speaking at a City Hall press conference on May 14, 2026. James Keivom for NY Post<\/p>\n<p>Menin argued that companies should not be allowed to quietly manipulate prices in the middle of an affordability crisis that is already pushing New Yorkers\u2019 bank accounts to the brink.<\/p>\n<p>\u201cNew Yorkers deserve transparency and fairness when purchasing essential goods, and the Council will make New York the first city in the country to take a strong stand against predatory surveillance and exploitative dynamic pricing practices,\u201d Menin said.<\/p>\n<p>Menin\u2019s bill would make it illegal for most businesses to charge different prices to different people based on personal data.<\/p>\n<p>That means a store could not look at a shopper\u2019s location, browsing history or past purchases and secretly give them a higher price than someone else for the same item.<\/p>\n<p>The proposal still allows discounts for certain groups like seniors, students or low income customers, as long as the rules are made clear to everyone.<\/p>\n<p><img style=\"aspect-ratio:1.49926794;display:block\" loading=\"lazy\" decoding=\"async\" data-modal-image=\"39379066\" width=\"885\" height=\"590\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/new-york-city-council-speaker-127758950.jpg\" alt=\"New York City Council Speaker Julie Menin delivers remarks at a City Council press conference.\" class=\"wp-image-39379066\"  \/>Menin and Majority Leader Shaun Abreu (far right) introduced two Council bills to limit \u201cdynamic\u201d and \u201csurveillance\u201d pricing. James Keivom for NY Post<\/p>\n<p>A second bill, sponsored by Abreu, would bar grocery stores from raising the price of an item more than once in a 24 hour period.<\/p>\n<p>The goal is to respond to the spread of electronic shelf labels powered by algorithms that can change prices many times a day.<\/p>\n<p><strong><a href=\"https:\/\/nypost.com\/2026\/05\/11\/us-news\/nyc-ny-politics-live-updates-on-zohran-mamdani-governors-race-more-may-11-12-13-14-15\/\" rel=\"nofollow noopener\" target=\"_blank\">Follow live updates on Mayor Zohran Mamdani\u2019s socialist agenda and the latest in NYC politics<\/a><\/strong><\/p>\n<p>\u201cGroceries are already expensive enough, and nobody should have to worry about the price going up when they\u2019re still shopping,\u201d Abreu said.<\/p>\n<p>Both bills are framed as early steps to protect consumers before these technologies become more widespread.<\/p>\n<p>\u201cCorporations have algorithms and AI.
