The proposal failed in a 5-4 vote.

Air quality has been a longstanding concern in some San Diego neighborhoods. This year, the American Lung Association ranked the San Diego area fifth-worst in the nation for annual particle pollution.

“I live in Logan, I’ve grown up there my whole life, and it’s really horrible the amount of pollution that we have to live in,” said Barrio Logan resident Maritza Garcia.

Communities including National City, Otay Mesa and Barrio Logan are often at the center of those concerns, where diesel truck and warehouse emissions are tied to poor air quality.

“The amount of pollution trailing behind it, you have that smog you’re constantly coughing up,” Garcia said.

Doctors say long-term exposure can lead to serious respiratory problems for both children and adults.

“I can keep on referring people, we can keep on doing surgery, we can keep on giving them meds, but, like, it’s just not going to get better unless we deal with the warehouse indirect source rule,” said Dr. Vi Nguyen, a South Bay pediatrician.

The proposed Warehouse Indirect Source Rule, or ISR, would have required large indirect sources of pollution, including warehouses, ports and distribution centers, to reduce emissions linked to their operations.

Ahead of the vote, advocates gathered outside the County Administration Building in support of the proposal.

“It ensures warehouse growth does not come at the expense of our community members,” one speaker said during the rally.

Inside the meeting, more than 20 people spoke in favor of the proposal during public comment.

But county reports presented during the meeting showed officials believed the ISR would provide fewer emission reductions and public health benefits than other possible options. The reports also cited costs, saying other programs and incentives would be more cost-effective and easier to implement.

“At this point, I haven’t been convinced that this is the most effective way to go and bang for our buck,” said board member Bush.

While board members did not discuss long-term alternatives during the meeting, they did approve a request for additional air filters in impacted communities to help address more immediate health concerns. District reports also suggested several other possible projects and incentive programs.

The San Diego Air Pollution Control District voted 5-4 against a proposed warehouse emissions rule after hours of…

[5134
5229,1582,276,3549,7264,67,586,132,5230,68,2969
0":"post-797444","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-san-diego","8":"tag-america","9":"tag-ca","10":"tag-california","11":"tag-san-diego","12":"tag-sandiego","13":"tag-united-states","14":"tag-united-states-of-america","15":"tag-unitedstates","16":"tag-unitedstatesofamerica","17":"tag-us","18":"tag-usa
["GET
