{"id":80060,"date":"2025-07-21T07:31:17","date_gmt":"2025-07-21T07:31:17","guid":{"rendered":"https:\/\/www.europesays.com\/us\/80060\/"},"modified":"2025-07-21T07:31:17","modified_gmt":"2025-07-21T07:31:17","slug":"l-a-firestorms-texas-floods-forecasters-haunted-by-unheeded-warnings","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/80060\/","title":{"rendered":"L.A. firestorms, Texas floods: forecasters haunted by unheeded warnings"},"content":{"rendered":"\n<p>Meteorologists warned about the chance of flash floods <a class=\"link\" href=\"https:\/\/tdem.texas.gov\/press-release\/7-2-25\" target=\"_blank\" rel=\"nofollow noopener\">days<\/a> before Texas\u2019 Fourth of July disaster that killed at least 133. Yet, local officials in the hardest-hit areas say they were shocked by the scale of the devastation.<\/p>\n<p>\u201cI have cried on multiple occasions,\u201d Chris Suchan, chief meteorologist with WOAI-TV Channel 4, the NBC affiliate in San Antonio, wrote in a recent Facebook <a class=\"link\" href=\"https:\/\/www.facebook.com\/chris.suchan.meteorologist\/posts\/pfbid02DQxuD31uzPt9D1QfHgdsthZeTaqxSAfYY8NxAryNW5qUk96yQxo19bBhfuFxX4ZRl\" target=\"_blank\" rel=\"nofollow noopener\">post<\/a>. \u201cAt times, I\u2019ve been overwhelmed with forecaster regret that I could have done more the night before in my weather report.\u201d<\/p>\n<p>Forecasters often issue alerts for possible flooding, landslides and \u201cred flag\u201d fire warnings multiple times a year. (Jim Vondruska \/ Getty Images) <\/p>\n<p>That\u2019s despite having presented viewers a weather forecast showing \u201ca <a class=\"link\" href=\"https:\/\/youtu.be\/OmIK5fVUwwo?feature=shared&amp;t=223\" target=\"_blank\" rel=\"nofollow noopener\">signal<\/a> of localized flash flooding\u201d on the afternoon of July 3 \u2014 hours before the disaster struck. During the 6 p.m. broadcast later that day, Suchan pointed to an area \u201cwhere we could see storms develop and then train over the same area. &#8230; And that is a classic flash-flooding signal here in \u2018Flash Flood Alley.\u2019\u201d<\/p>\n<p>The disconnect between available warnings and the action officials and the public takes has been seen repeatedly over the years, from inadequate preparations in California ahead of fire weather or flood alerts, to the failure of some communities to evacuate ahead of the catastrophic <a class=\"link\" href=\"https:\/\/www.latimes.com\/world-nation\/story\/2021-03-11\/japan-10th-anniversary-earthquake-tsunami-nuclear-fukushima\" rel=\"nofollow noopener\" target=\"_blank\">tsunami that hit Japan in 2011<\/a>.<\/p>\n<p>Of course, there are times when alerts are taken seriously, and forecasters and officials are in the same room. For instance, the publicity around <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2023-08-18\/hurricane-hilary\" rel=\"nofollow noopener\" target=\"_blank\">Hurricane Hilary in 2023<\/a> reached a fever pitch as it headed toward Southern California. L.A. Mayor Karen Bass stood at press briefings along with <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-02-21\/bass-ousts-la-fire-chief-crowley-lafd-fires\" rel=\"nofollow noopener\" target=\"_blank\"> then-Fire Chief Kristin Crowley<\/a> and the National Weather Service. No deaths were reported in California, despite significant flooding and harrowing rescues in the Coachella Valley. <\/p>\n<p>There are other instances where preparation has helped Southern California emerge from periods of severe fire weather or landslide danger \u2014 such as through public safety power shutoffs, or crews emptying debris basins to catch mud pouring from landslides. <\/p>\n<p>The National Weather Service office in Oxnard, which issues forecasts for Los Angeles, has also made attempts to more clearly get its messages across. In 2019, the weather service issued an \u201cextreme red flag\u201d fire weather warning that got <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2019-10-29\/extreme-red-flag-winds-hitting-la-region-dangerous-historic\" rel=\"nofollow noopener\" target=\"_blank\">plenty of attention<\/a>. During last fire season, the agency issued an <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/live\/2025-01-21\/fire-winds-los-angeles-california-eaton-altadena-palisades-updates#p=fire-weary-l-a-faces-more-dangerous-winds-officials-say-they-are-prepared\" rel=\"nofollow noopener\" target=\"_blank\">unprecedented<\/a> five \u201cparticularly dangerous situation\u201d warnings ahead of forecast extreme fire weather conditions \u2014 including <a class=\"link\" href=\"https:\/\/mesonet.agron.iastate.edu\/wx\/afos\/p.php?pil=FWFLOX&amp;e=202501070033\" target=\"_blank\" rel=\"nofollow noopener\">one<\/a> on <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-01-06\/la-me-fire-january-weather-so-cal\" rel=\"nofollow noopener\" target=\"_blank\">Jan. 6<\/a>, a day before L.A. County\u2019s devastating wildfires began. <\/p>\n<p>            <img class=\"image\" alt=\"Propane burns in remains of a Malibu home destroyed in the Palisades fire.\"   width=\"2000\" height=\"1364\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/07\/1753083077_725_\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>Propane burns in remains of a Malibu home that was destroyed in the Palisades fire.<\/p>\n<p>(Brian van der Brug \/ Los Angeles Times)<\/p>\n<p>Despite the weather service giving briefings as early as <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-09\/california-texas-flooding\" rel=\"nofollow noopener\" target=\"_blank\">Dec. 30<\/a> about forecasted increasing fire weather danger, Bass <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-03-04\/bass-aides-were-warned-of-growing-fire-danger-before-she-flew-to-ghana\" rel=\"nofollow noopener\" target=\"_blank\">was overseas in Ghana<\/a> on Jan. 7, when the fire that destroyed much of Pacific Palisades began spreading rapidly. And the L.A. Fire Department, a Times <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-01-14\/firefighters-lafd-response-lack-of-staff-engines-pacific-palisades-fire\" rel=\"nofollow noopener\" target=\"_blank\">investigation<\/a> found, chose not to assign roughly 1,000 available firefighters for emergency deployment in advance of the Palisades fire, which ultimately killed 12 people and destroyed more than 6,000 homes, businesses and other structures.<\/p>\n<p>The Times has previously reported that the day before <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-03-04\/bass-aides-were-warned-of-growing-fire-danger-before-she-flew-to-ghana\" rel=\"nofollow noopener\" target=\"_blank\">Bass<\/a> left for Ghana, her aides received an email, on Jan. 3, from the city\u2019s emergency management department warning of \u201chigh confidence in damaging winds and elevated fire conditions occurring next week.\u201d A spokesperson for the mayor said the email did not suggest imminent catastrophe. <\/p>\n<p>Bass later <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-02-21\/bass-ousts-la-fire-chief-crowley-lafd-fires\" rel=\"nofollow noopener\" target=\"_blank\">fired<\/a> Crowley as fire chief, and accused her of failing to provide adequate warning of the potential for a cataclysmic wind event.<\/p>\n<p>One simple lesson that could be learned from past disasters is that both officials and the public need to better respond to forecasters\u2019 warnings.<\/p>\n<p>An after-action <a class=\"link\" href=\"https:\/\/www.weather.gov\/media\/publications\/assessments\/Joplin_tornado.pdf\" target=\"_blank\" rel=\"nofollow noopener\">report<\/a> by the weather service from the Joplin, Mo., <a class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2011-may-23-la-na-joplin-missouri-tornado-20110524-story.html\" rel=\"nofollow noopener\" target=\"_blank\">tornado disaster in 2011<\/a> found that most residents didn\u2019t immediately head to shelter after hearing the first warning. Among the reasons: apathy, a bias toward optimism and a feeling that sirens were activated too often in Joplin. <\/p>\n<p>But the weather service at that time also said it could do a better job at supporting \u201ceffective decision-making,\u201d which would help empower people to quickly make appropriate decisions. The agency said it should ensure that tools are in place to easily conduct conference calls with key entities, such as sheriff\u2019s offices and other emergency officials. <\/p>\n<p>Suchan remembers listening to weather service meteorologists recall the Joplin tornado, which resulted in 158 deaths \u2014 the first single tornado in the U.S. to cause more than 100 deaths since 1953. <\/p>\n<p>\u201cI listened to them describe feeling scarred by the disaster. They asked themselves if their warnings were early enough, strong enough,\u201d Suchan <a class=\"link\" href=\"https:\/\/www.facebook.com\/chris.suchan.meteorologist\/posts\/pfbid02DQxuD31uzPt9D1QfHgdsthZeTaqxSAfYY8NxAryNW5qUk96yQxo19bBhfuFxX4ZRl\" target=\"_blank\" rel=\"nofollow noopener\">wrote<\/a> in his Facebook post. \u201cThe room was very silent through that presentation. On July 2, Texas state officials, citing the weather service, <a class=\"link\" href=\"https:\/\/tdem.texas.gov\/press-release\/7-2-25\" target=\"_blank\" rel=\"nofollow noopener\">warned<\/a> that \u201cheavy rainfall with the potential to cause flash flooding\u201d was anticipated over the following days. They said swift-water rescue boat squads would be available to assist with flood rescues. <\/p>\n<p>At <a class=\"link\" href=\"https:\/\/mesonet.agron.iastate.edu\/wx\/afos\/p.php?pil=FFAEWX&amp;e=202507031818\" target=\"_blank\" rel=\"nofollow noopener\">1:18 p.m.<\/a> on July 3, the weather service issued a flood watch for Texas\u2019 Kerr County and other areas. On July 4 at <a class=\"link\" href=\"https:\/\/mesonet.agron.iastate.edu\/wx\/afos\/p.php?pil=FFWEWX&amp;e=202507040614\" target=\"_blank\" rel=\"nofollow noopener\">1:14 a.m.<\/a>, a flash-flood warning was issued, sounding the alarm for \u201clife threatening flash flooding.\u201d <\/p>\n<p>At Camp Mystic, where at least 27 campers and counselors died, leadership was aware of the earlier flood watch, and also got a cellphone alert of the weather service\u2019s flash flood warning at 1:14 a.m. But they did not begin to evacuate campers in cabins near the Guadalupe River until more than an hour later, the Washington Post <a class=\"link\" href=\"https:\/\/www.washingtonpost.com\/nation\/interactive\/2025\/camp-mystic-alerts-texas-floods\/\" target=\"_blank\" rel=\"nofollow noopener\">reported<\/a>. The Post reported that waters began rising at the all-girls camp around 2 a.m., and breached at least one cabin around 3 a.m. Parts of Camp Mystic are considered at high risk of flooding, according to the Federal Emergency Management Agency.<\/p>\n<p>At a <a class=\"link\" href=\"https:\/\/apnews.com\/article\/texas-floods-summer-camp-evacuation-a1cbf5cfa768b0869e5e299b8f7dfccf\" target=\"_blank\" rel=\"nofollow noopener\">different camp<\/a> along the same river, Presbyterian Mo-Ranch Assembly, a facilities manager saw the river rising around 1 a.m., and told his boss, who had been monitoring reports of the storms approaching, the Associated Press reported. Camp officials there acted quickly to relocate 70 children and adults from a building near the river, and no one died. There was no warning from local authorities, the AP said. <\/p>\n<p>In an interview, Suchan said he wonders \u201care there things that you could have done faster, stronger, or do things differently?\u201d<\/p>\n<p>\u201cWe\u2019re looking at a massive casualty event and it weighs on my heart,\u201d he said. <\/p>\n<p>His counterpart at a local CBS affiliate offered a similar warning ahead of the flooding. Bill Taylor, weather chief at KENS-TV Channel 5 in San Antonio, showed a forecast weather model showing a severe storm \u201cjust sitting still\u201d for hours in the area around Kerr County. <\/p>\n<p>\u201cThis would be a huge flood problem if this happens,\u201d Taylor <a class=\"link\" href=\"https:\/\/www.youtube.com\/watch?v=BuJsD3by1FI&amp;t=90s\" target=\"_blank\" rel=\"nofollow noopener\">told<\/a> his viewers on July 3. <\/p>\n<p>In an interview, Taylor said he doesn\u2019t feel guilt about how he conveyed his forecast, saying he gave all the information he had about the flood risk. Still, \u201cmoving forward, in all honesty, I\u2019ve even thought to myself recently how much of my verbiage will now change because of this disaster.\u201d<\/p>\n<p>He and other forecasters say they hope people take things like flood watches more seriously moving forward, especially if they live in or visit low-lying areas prone to flooding. <\/p>\n<p>\u201cWhen we say \u2018flood watch\u2019 in this region, I mean, you\u2019ve really got to be paying attention,\u201d Taylor said.<\/p>\n<p>One lingering question is how closely officials in Kerr County \u2014 like the sheriff\u2019s office and emergency managers \u2014 were monitoring the storm. <\/p>\n<p>\u201cIf those emergency managers were sleeping that night, oh my gosh &#8230; they won\u2019t have a job anymore,\u201d said Alex Tardy, a former weather service meteorologist  who owns <a class=\"link\" href=\"https:\/\/weatherecho.com\/\" target=\"_blank\" rel=\"nofollow noopener\">Weather Echo<\/a>, a consulting company. <\/p>\n<p>Alerts about possible future floods should\u2019ve triggered some kind of action well ahead of the storm \u2014 especially given the campgrounds located in the area, Tardy said. <\/p>\n<p>Suchan said a proper alerting system should be installed along the Guadalupe River. He noted that further downstream in neighboring Kendall County, the community of Comfort has sirens that were activated to warn of flooding on July 4, \u201cand there were no casualties.\u201d<\/p>\n<p>\u201cI don\u2019t want to ever see a nightmare like [this],\u201d Suchan said. \u201cIt\u2019s 2025.
