The portal provides residents with a secure, accessible way to report concerns related to federal enforcement activity occurring within Phoenix city limits, including potential civil rights violations or actions that may fall outside lawful authority.\n<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-184989\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/shutterstock_493115266.jpg\" alt=\"Business Complaint Form Searching Concept\" width=\"1000\" height=\"749\"  \/>\n<\/p>\n<p>The Federal Enforcement Complaint Reporting Portal was created through the leadership of the Phoenix City Council in direct response to community concerns raised throughout Phoenix about the impacts of federal enforcement actions on families, neighborhoods, and City services. The Mayor and City Council approved the CTI framework to ensure Phoenix can document community experiences, preserve evidence, strengthen civil rights protections, and maintain public trust during periods of heightened federal activity.<\/p>\n<p><a class=\"gofollow\" data-track=\"MjMzLDk3LDEsMTIw\" href=\"https:\/\/www.sunburstpatios.com\/\" target=\"_blank\" rel=\"nofollow noopener\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/11\/Screenshot-2025-09-23-at-11.41.30\u202fAM.png\" width=\"1000px\" height=\"400px\" loading=\"lazy\"\/><\/a><br \/>\nA New Standard for Transparency and Accountability<\/p>\n<p>Community members who believe federal agents may have acted outside the law or violated civil rights can submit complaints, concerns, or documentation in multiple languages. Submissions will be collected by the Office of Accountability and Transparency and reviewed by the Phoenix Police Department\u2019s Special Investigations Detail (SID) to determine if further investigation is needed. Police may forward\u202fcomplaints to the\u202fappropriate agency\u202ffor criminal charges\u202fand\/or share concerns with the relevant federal agency with a request for further investigation. All reports will be preserved and shared with the Attorney General\u2019s Office for their review.\n<\/p>\n<p>Key functions of the Federal Enforcement Complaint Reporting Portal include:<\/p>\n<ul>\n<li><b>Documenting community concerns<\/b> about federal enforcement actions<\/li>\n<li><b>Preserving evidence<\/b> for potential review or referral<\/li>\n<li><b>Supporting civil rights protections<\/b> for Phoenix residents<\/li>\n<li><b>Improving communication and transparency<\/b> between the City and the community<\/li>\n<li><b>Ensuring multilingual access<\/b> to reporting and resources<\/li>\n<\/ul>\n<p>OAT Director Shannon Johanni emphasized the importance of community participation. \u201cThe portal empowers residents to speak up safely and helps the City respond with clarity, accountability, and compassion. Every report strengthens our understanding of what is happening in our neighborhoods and how we can better protect the rights of all Phoenix residents.\u201d\n<\/p>\n<p>Part of a Broader Citywide Effort<\/p>\n<p>The launch of the portal is one of several coordinated actions under the CTI, which also includes employee training, data tracking, community resources, and new standards for the use of City property during federal operations. The initiative reflects Phoenix\u2019s commitment to transparency, civil rights, and public safety, even within the constraints of state and federal law.\n<\/p>\n<p>How to Access the Portal<\/p>\n<p>Residents can access the portal through the <a href=\"https:\/\/www.phoenix.gov\/administration\/departments\/citymanager\/city-manager-initiatives\/community-transparency-initiative.html\" target=\"_blank\" rel=\"noopener nofollow\">Community Transparency Initiative webpage<\/a>, where additional resources, FAQs, and multilingual materials are also available.
