Sometimes less is more. That was the message from veteran waterfront advocate Tom Fox as he unveiled a \u201cPlan B\u201d for rebooting the aging Manhattan Cruise Terminal. <\/p>\n

Along the way, Fox sees an opportunity to correct an historic disappointment: the failure of the City to provide Hell\u2019s Kitchen with attractive opportunities for public access to the waterfront like Chelsea and the West Village enjoy. \u201cThe neighborhood got short-changed,\u201d he said, \u201cand this is a chance to see that previous shortcomings are corrected.\u201d\u00a0<\/p>\n
