{"id":802620,"date":"2026-05-17T10:16:16","date_gmt":"2026-05-17T10:16:16","guid":{"rendered":"https:\/\/www.europesays.com\/us\/802620\/"},"modified":"2026-05-17T10:16:16","modified_gmt":"2026-05-17T10:16:16","slug":"personal-adversity-compassion-drive-luz-elena-chapas-da-race","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/802620\/","title":{"rendered":"Personal adversity, compassion drive Luz Elena Chapa&#8217;s DA race"},"content":{"rendered":"<p>By her own telling, the leading candidate to become Bexar County\u2019s next district attorney isn\u2019t a great debater. She\u2019s never been a prosecutor, and it took her three tries to pass the bar exam.<\/p>\n<p>That hasn\u2019t slowed down 52-year-old <a href=\"https:\/\/sanantonioreport.org\/profile\/luz-elena-chapa-2026-candidate-for-bexar-county-district-attorney\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Luz Elena Chapa<\/a>, whose battles with adversity have long made her a rising star in a Democratic Party that wants to see more compassion in the justice system.<\/p>\n<p>As a young girl, Chapa\u2019s early interactions with that system involved witnessing ugly custody fights between her immigrant mother and alcoholic father.<\/p>\n<p>\u201cIt was a struggle to collect child support, and it was a struggle for my father to follow through with his visitation schedule, and so we were constantly in court,\u201d she said in a May 13 interview at the Guerra Law Firm.<\/p>\n<p>In the judge\u2019s chambers at age 8, Chapa decided that she would put everything she had into helping mothers like hers.<\/p>\n<p>\u201cNaturally, I wanted to go to law school to represent single mothers and help them collect child support,\u201d Chapa said. <\/p>\n<p>The oldest daughter in her large family would grow up to do just that.<\/p>\n<p>She left El Paso to pursue an undergraduate degree at St. Mary\u2019s University, spent a year in D.C. as a legislative correspondent for then-U.S. Rep. Frank Tejeda (D-San Antonio), and returned to St. Mary\u2019s University for a law degree.<\/p>\n<p>\u201cI took the bar three times,\u201d Chapa said in the interview. \u201cThe first time was a dry run because I had so much anxiety as a young kid. The second time, however, I studied my a\u2013 off for three months and it was devastating.\u201d <\/p>\n<p>Saddled with debt and panicked about her future, Chapa said her mom sat her down.<\/p>\n<p>\u201cShe said, \u2018You\u2019re trying to pass this exam for me, and you need to pass this bar for yourself,&#8217;\u201d Chapa recalled. \u201cBeing the eldest Latina, you know, we do take a lot of responsibility.\u201d<\/p>\n<p>Chapa practiced civil litigation, first in El Paso then Corpus Christi, before she and her then-husband eventually returned to San Antonio to open up their own firm. <\/p>\n<p>Then in 2012, <a href=\"https:\/\/www.mysanantonio.com\/elections\/article\/appeals-court-is-reshaped-by-dem-voters-4048886.php\" type=\"link\" id=\"https:\/\/www.mysanantonio.com\/elections\/article\/appeals-court-is-reshaped-by-dem-voters-4048886.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">she unseated a Republican to win<\/a> a seat on the San Antonio-based Fourth Court of Appeals \u2014 the youngest appellate judge in Texas at the time, and the highest a Democratic judge can go in a state where Republicans have controlled every statewide judicial post for decades.<\/p>\n<p>Chapa had planned to stay there, until <a href=\"https:\/\/sanantonioreport.org\/texas-fourth-court-of-appeals-election-results-2024\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/texas-fourth-court-of-appeals-election-results-2024\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a red wave swept Democratic appellate judges<\/a>, including her, out of office in 2024.<\/p>\n<p>But when District Attorney <a href=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-joe-gonzales-wont-seek-reelection\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Joe Gonzales announced<\/a> his retirement plans last year \u2014 and <a href=\"https:\/\/sanantonioreport.org\/judge-ron-rangel-wont-run-for-bexar-county-district-attorney-after-all\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/judge-ron-rangel-wont-run-for-bexar-county-district-attorney-after-all\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the most likely successor, Judge Ron Rangel<\/a>, took a pass on the race \u2014 another door appeared to open.<\/p>\n<p>Democrats choose their DA nominee<\/p>\n<p>Chapa was working as a visiting judge in Bexar County and had no experience in criminal law. But she started meeting with current and former prosecutors, nonprofit leaders and other political kingmakers to see if such a race could be possible.<\/p>\n<p>Among the perspectives that stuck with her, Chapa said, was from a judge who recalled former District Attorney Sam Millsap coming to the role with no criminal experience, \u201cand he was one of the most beloved, beloved district attorneys [Bexar County has ever had].\u201d<\/p>\n<p>She started to see herself in the role.<\/p>\n<p>Credentials under attack<\/p>\n<p>Six months later, Chapa is weathering some intense criticism about whether she\u2019s cut out for the job. <\/p>\n<p>The district attorney is the county\u2019s chief prosecutor, responsible for maintaining the public\u2019s faith that serious criminals will be put away for their crimes.<\/p>\n<p>Up against <a href=\"https:\/\/sanantonioreport.org\/who-is-running-for-bexar-county-district-attorney\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">seven Democratic primary opponents<\/a> who came up through that world, Chapa has at times struggled to sell her qualifications.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/BexarCountyDA_DistrictAttorneyDebate_DemocraticCandidates_Primary2026_20_02.03.2026_AmberEsparza.jpg\" alt=\"\" class=\"wp-image-5429226\"  \/>Criminal defense attorney Veronica Legarreta, left, spars with Luz Elena Chapa, a former Fourth Court of Appeals justice, during the San Antonio Report\u2019s Democratic primary debate for the District Attorney race at the Carver Community Cultural Center. Credit: Amber Esparza \/ San Antonio Report<\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-debate-march-3-primary-election\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-debate-march-3-primary-election\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">On a debate stage before the primary<\/a>, Chapa fumbled a question about how she\u2019d get up to speed on criminal law, circling back to issue a mea culpa about her performance later in the night.<\/p>\n<p>\u201cI admit, I\u2019m not the world\u2019s best debater,\u201d she said on the Feb. 3 debate stage chock full of seasoned prosecutors who seized every opening to weaken the presumptive frontrunner.<\/p>\n<p>They\u2019ve attacked her as soft and naive, and painted her lack of experience as a potential danger to public safety.<\/p>\n<p>\u201cI think it\u2019s very important that you realize that someone here is recommending somebody take over this office who has absolutely no experience in being in a DA\u2019s office, or in leading a DAs office, or even trying a case,\u201d said <a href=\"https:\/\/sanantonioreport.org\/profile\/jane-davis-2026-candidate-for-bexar-county-district-attorney\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Jane Davis<\/a>, a career prosecutor who oversees the Juvenile Division at the DA\u2019s office and is <a href=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-primary-election-results\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-primary-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">now in a May 26 primary runoff with Chapa<\/a>. \u201cI think that\u2019s terrible.\u201d<\/p>\n<p>Chapa acknowledges the District Attorney race has been a shocking contrast to her past campaigns.<\/p>\n<p>After a heated disagreement with Gonzales <a href=\"https:\/\/www.ksat.com\/news\/local\/2026\/03\/21\/argument-breaks-out-at-bexar-county-da-candidate-forum\/\" type=\"link\" id=\"https:\/\/www.ksat.com\/news\/local\/2026\/03\/21\/argument-breaks-out-at-bexar-county-da-candidate-forum\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">at a March 21 Democratic gathering<\/a>, she said she was even \u201cverbally attacked and berated\u201d by the incumbent district attorney who nearly resorted to \u201cphysical aggression\u201d \u2014 a characterization he refutes.<\/p>\n<p>\u201cIt\u2019s a completely different culture,\u201d Chapa said of running for chief prosecutor in the May 14 interview. \u201cIt\u2019s very desensitized, hardened, and that\u2019s something that was really striking to me early on in this primary.\u201d<\/p>\n<p>But she still believes there\u2019s a path for someone like her to succeed.<\/p>\n<p>\u201cPeople in this county are not doing well economically, and that leads to frustration, leads to potential addiction, leads to domestic abuse, leads to mental health deterioration \u2014 and all of those are core issues that are not being addressed fully,\u201d Chapa said.<\/p>\n<p>Chapa wants to reshape a DA office that\u2019s <a href=\"https:\/\/sanantonioreport.org\/staff-shortages-pay-gaps-overwhelm-bexar-countys-district-attorneys-office\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/staff-shortages-pay-gaps-overwhelm-bexar-countys-district-attorneys-office\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">been under so much stress<\/a>, she believes its employees have lost sight of their responsibilities to victims.<\/p>\n<p>\u201cThey don\u2019t know how to interact with people who are at their worst and have suffered significant trauma,\u201d she said.<\/p>\n<p>In a role that oversees roughly 600 people, she says strong leadership \u2014 not courtroom experience \u2014 is the most critical need to turn around low morale and persistent staffing issues.<\/p>\n<p>\u201cI\u2019ve never maintained that I was a former prosecutor. I\u2019ve owned the fact that I\u2019ve been an outsider,\u201d Chapa said this week. \u201cBased on how broken the DA\u2019s office is, it\u2019s going to take an outsider to fix all of the problems, because I can see things through a different lens.\u201d<\/p>\n<p>The case for compassion<\/p>\n<p>To many of her loyal supporters, Chapa\u2019s compassion is indeed a selling point.<\/p>\n<p>With the Alamo as a backdrop, the young judge was surrounded by yellow and blue pinwheels the first time Michele Autenrieth Brown first heard Chapa open up about her family\u2019s struggle with mental health.<\/p>\n<p>The year was 2015, and both women were volunteers at the mental health nonprofit Clarity Child Guidance Center, which carefully staked one yellow pinwheel in the ground for every four blue ones \u2014 representing the 20% of children who will experience an emotional, behavioral or mental illness before age 18.<\/p>\n<p>That day, Chapa spoke publicly about her younger brother Michael, whose schizophrenia rocked her family long before it was diagnosed, causing out-of-character behavioral issues in an otherwise bright and loving teen.<\/p>\n<p>\u201cIt really hit home that someone so high-profile was standing up and telling their family story at a time where there was just so much stigma around mental health,\u201d recalled Brown, who later worked as a staff member at Clarity while Chapa served on its board.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"696\" height=\"472\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/Judge-Wolff-and-Justice-Chapa-May-6-2015-1.jpg\" alt=\"\" class=\"wp-image-5441374\"  \/>Then-Bexar County Judge Nelson Wolff and then-Fourth Court of Appeals Justice Luz Elena Chapa are shown at a May 6, 2015, event at the Alamo for the Clarity Child Guidance Center. Credit: Courtesy of Michele Autenrieth Brown<\/p>\n<p>In the coming years, Chapa\u2019s candor would grab the attention of many advocates and policymakers who want to see the county solve big problems when it comes <a href=\"https:\/\/sanantonioreport.org\/psychiatric-beds-to-disappear-this-week-as-laurel-ridge-reduces-capacity\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/psychiatric-beds-to-disappear-this-week-as-laurel-ridge-reduces-capacity\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">to mental health<\/a> and domestic violence that\u2019s <a href=\"https:\/\/sanantonioreport.org\/more-than-1000-domestic-violence-survivors-across-bexar-county-have-sought-help-since-july\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/more-than-1000-domestic-violence-survivors-across-bexar-county-have-sought-help-since-july\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">uncommonly prevalent in Bexar County<\/a>. <\/p>\n<p>Now, as the county chooses a new DA, local leaders who lined up behind her are hopeful she can use some of that experience to address the many societal components of crime and safety \u2014 not just locking up hardened criminals.<\/p>\n<p>Chapa\u2019s years of service on nonprofit boards built connections with powerful private sector leaders who could help with some of the county\u2019s long-unfunded needs, like a <a href=\"https:\/\/sanantonioreport.org\/bexar-county-jail-diversion-funding-challenges\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/bexar-county-jail-diversion-funding-challenges\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">diversion center to keep mentally ill people<\/a> out of the jail. <\/p>\n<p>\u201cWe\u2019re one of the only major cities in Texas that doesn\u2019t have [one] \u2026. but I\u2019m really hopeful that Luz Elena, with the experience she has, will be able to do something about this,\u201d Brown said.<\/p>\n<p>She\u2019s also won over progressive allies who value her humanity over traditional courtroom experience.<\/p>\n<p>Leading up to the March primary, Chapa <a href=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-race-fundraising-2\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-race-fundraising-2\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">raised more money than any other candidate<\/a>, and ended with a convincing <a href=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-primary-election-results\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/bexar-county-district-attorney-primary-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">first-place finish.<\/a><\/p>\n<p>\u201cShe\u2019s a person of integrity who you can talk with \u2014 that regular people that need to meet with the district attorney can meet with, that\u2019s why I\u2019m supporting her,\u201d said Rosie Castro, a civil rights leader who supported Gonzales years ago and is now backing Chapa\u2019s campaign.<\/p>\n<p>\u201cYou can\u2019t tell me that she won\u2019t know how to prosecute, and besides, she\u2019s going to have a large staff to be able to do that work.\u201d<\/p>\n<p>Reforms under scrutiny <\/p>\n<p>Eight years ago, <a href=\"https:\/\/sanantonioreport.org\/district-attorney-bexar-county-primary-election-results-2018\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/district-attorney-bexar-county-primary-election-results-2018\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">progressives spent big electing Gonzales<\/a> with similar dreams of reform \u2014 only to watch his ideas enrage conservative state leaders who are now trying to <a href=\"https:\/\/www.texastribune.org\/2023\/04\/04\/texas-senate-district-attorneys-legislature\/\" type=\"link\" id=\"https:\/\/www.texastribune.org\/2023\/04\/04\/texas-senate-district-attorneys-legislature\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">siphon power away<\/a> from <a href=\"https:\/\/sanantonioreport.org\/abbotts-public-safety-wish-list-includes-statewide-prosecutor-more-bail-restrictions\/\" type=\"link\" id=\"https:\/\/sanantonioreport.org\/abbotts-public-safety-wish-list-includes-statewide-prosecutor-more-bail-restrictions\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">so-called \u201crogue\u201d DAs<\/a>. <\/p>\n<p>Now in a sign of the shifting political landscape, the first-place finisher in the Democratic primary has run away from some of those ideas, which once seemed central to her political identity.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/05\/Luz_Elena_Chapa_Bexar_County_District_attorney_race-_3.3.26_Diego_Medel.jpg-1.jpg\" alt=\"\" class=\"wp-image-5432776\" Credit: Diego Medel \/ San Antonio Report<\/p>\n<p>As a 22-year-old law student, Chapa was arrested by a police officer who she\u2019d stopped to ask for directions. The officer cursed at her in response, and when she asked for badge number, put her in handcuffs for alleged jaywalking.<\/p>\n<p>Chapa cried so hard that her mascara clouded her vision, and her hands went numb as she sat handcuffed on the curb.<\/p>\n<p>Decades later, she\u2019s now the unlikely champion of law enforcement officers who\u2019ve long resented Gonzales\u2019 policies \u2014 and who are running ads to help her defeat one of his section chiefs in Davis.<\/p>\n<p>Chapa said she talked about the old arrest during her endorsement interview with the San Antonio Police Officers Association, and she and the union were in agreement, \u201cThere are some bad apples.\u201d<\/p>\n<p>\u201cI\u2019ve heard the current district attorney say that I\u2019m a mouthpiece for law enforcement, and that couldn\u2019t be farthest from the truth,\u201d Chapa said in the May 14 interview. \u201cI\u2019ve always said that whether a law enforcement officer is wearing a blue uniform or a green uniform, if there is evidence of a crime, they will be held accountable and prosecuted to the furthest extent.\u201d <\/p>\n<p>But her runoff with Davis could be a turning point for Democrats in a county where national progressive groups <a href=\"https:\/\/www.expressnews.com\/news\/local\/politics\/article\/Inside-the-ground-game-and-Soros-effect-that-took-12770212.php\" type=\"link\" id=\"https:\/\/www.expressnews.com\/news\/local\/politics\/article\/Inside-the-ground-game-and-Soros-effect-that-took-12770212.php\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">pumped $1 million into Gonzales\u2019s campaign<\/a> as <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/09\/new-report-examines-criminal-justice-reform-groups-connection-with-bexar-county-da-office\/\" type=\"link\" id=\"https:\/\/www.ksat.com\/news\/local\/2025\/09\/09\/new-report-examines-criminal-justice-reform-groups-connection-with-bexar-county-da-office\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">part of a justice reform experiment<\/a> in 2018.<\/p>\n<p>This time such groups have largely stayed on the sidelines, while Democratic leaders have embraced a candidate vowing to hew more to the rule of law. <\/p>\n<p>\u201cIn order of cities disliked by the Republican leadership, Austin is No. 1, and San Antonio is like No. 2,\u201d said state Sen.
